This zone change has been filed to allow a change in the configuration of the zoning boundaries of four existing oil operation sites . 2 . Subject parcels are located on the property bounded by 17th Street, Gol.denwest Avenue and Palcn Street which is currently bel.ng developed by the A.J . Hall Company as the "Seawalk' Planned Residential Development. During the investigation officer found nothing which would cause the Huntington Beach Police Department to petition against the issuance of a business and the need and necessity permit for the above applicant. Officer during personal contact with applicant learned that he desired only to have his guard service at a location known as the HARBOUR LIGHTS APARTMENT COMPLEX in the Huntington Harbour area, that these guards would be on foot and would patrol the apartment complex area from a walking beat and would at no tima be involved with vehicles or other items which could construe a guard to be involved with a police agency. Mr. SHAW further advised that this is the only location he intends and desires to operate within our City and that this is mainly because he has a large contract agreement with, the owners of the HARBOUR LIGHTS APARTMENT COMPLEX and he will be providing guard service for the other apart:nt:;-,t complexes within the Orange County area to other apartments own:i by the owners of. the HARBOUR LIGHTS APARTMENT COMPLEX. Officer made contact with other law enforcement agencies within the Orange County area wherein Mr . SHAW is presently providing his service and found that the ANAHEIM POLICE DEPARTMENT, TUSTIN POLICE DEPARTMENT, FULLERTON POLICE DEPARTMENT and the SANTA ANA POLICE DEPARTMENT have had no problems with the service rendered by Mr . SHAW' S INVESTIGATION AND SECURITY AGENCY . Due to Mr. SHAW' S background in law enforcement rand his knowledge of law enforcement , and the fact that he has been successfully operating an investigation and security agency for some time in other citie3 within Orange County , officer recommends that the i 010' 73 application for a business license be approve .
