In 1963 the property was rezoned by the City to C2 . A Resolution of Intent was approved in January 1967 by the Planning Commission rezoning the property to the presnet R5 classification , In V February 1972 the Planning Commission and the City Council approved the presont Master Plan for this area . There have been three unsuccesTful attempts to rezone the property to R3 in 1968 , 1969 and 1972 , The roasons for denial. were : mop !0;0P L . PC 2/6/73 Staff Report February 6 , 1973 Zone Case No . 72 - 48 aster Plan Amendment No. 73- 2 age 2 a. traffic problens on Holland Drive and within the sub- divisJon to the east due to the proposed apartments ; b . there is no traffic signal at Beach Boulevard and Holland Drive . These Tn roblems have been corrected by terminating Holland Drive a cul- de - sa to eliminate through traffic from the new apart-rent development into th(, residential subdivision to this east . There has been ex grossed opposition from local residents each time a proposal has been considered by the !Tanning Commission . There was a controversal sanitarium proposal approved in 1969 but tha'- application has expired . The most recent development in this area has been on the north sie,e of Holland Drive both commercial and ;esidential projects . CONCLUSIONS : This par,:el consists of 3 . 5 ;res in a low area with access on a local street . There is a surplus of commercially zoned property in this area along Beach Boulevard so a change, in the Master Plan of Land Use to a lesser use will not affect the overall plan . Since the original zoning was R4 and R5 , this request would be consistent with the Planning Commission ' s � policy -to reduce density . Also the RS zone permitted the higher residential density and mobile home developments prior to fin amendment to that district . Therefore , due to the low topographic features of this, parcel , this is a reasonable request for R1-PD Lora Density Residential . � ENVIRONMENTAL DECISION STATUS : The applicant submitted Exemption Declaration No . 72 - 105A which was posted in the newspaper January 19 , 1973 . On January 30 , 1973 Exemption Declaration No . 72- IOSA was approved by thti Environmental Review Board. Date : July 18 , 1972 �1 7 The staff has reviewed Zone Case No . 72- 21 and offers the following information for your. consideration: 1 . This application is a proposal to rezone a 10 acre parcel of land located east of the Southern Pacific Railroad right-of-way and approximatd)p 600 feet south of Talbert Avenue from Ml Light Industrial District to R1 Single Family Residence District . 2 . A map showing the surrounding zoning and land use is attached for your review. 3 . This application has been submitted to allow development of the property as a single family residential project in conjunction with Tentative Txact No . 7601 located south of subject property. 4 . The future use of. this parcel was discussed when the Master Plan for this area was reviewed . At that time , it was the consensus of the Commission that this property was best suited for industrial development and that it should remain in the industrial classification to avoid further erosion of the industrial base . 5 . The Uty Code and Subdivision Map Act require the City to deny a tentative map that is not consistent with the general plan. In this instance , unless the general plan is revised, the Commission will be without authority to approve a tentative map even if the zone change is approved. Therefore , if the Com- mission feels this is a proper use of property , the staff recommends that et Master Platt Amendment be initiated. If, after the proper public: hearings are held, the Commission wishes to approve the zone change , a tentative map may then be considered. If the Commission does not feel that the residential use is a proper use of property, the zone change should be denied and no action taken to initiate a Master Plan Amendment. In view of the above information, the staff recommends that the Commission answer the question of whether a Master Plan Amendment should be initiated. If the Commission concludes that a Master Plan Amendment should be initiated , the staff recommends continuance of Zone Case No . 72-21 to August lst. It is on this premis that I mailed out 68 questionairres regarding this zone change to the residents of Taylor, Ontario, Quebec and k1berta Avenues as, the residents a'f this area would be most effected by the deviolopsent of this pareel. II The response has been really overwhelming and indicates host concerned the home- owners of this area are in ua ot their properties. not receive a single negative reaction from this poll. III The thro* homes across the street from subject property have all been resold within the past six months. In talking to one of the parties that sold and moved last sontha W. aid tars. Smoot Hasselbrink of 7592 Taylor Ave., I learned that the biggest motivating force of these sales was the discovery that the property across the street frost their homes was sor:e►rl for industrial use. IV The conclusion has to be that this particular parcel is acting as a depressant in this neighborhood and represents a real obstacle in the development and sale of gvallty boron on the 5.55 acres South of Taylor and across the street from subject xroperty. V One doesn't have to look too hard to realize the oompatability and buffering effac t that a first class, sinple family development would have in regenmrating sM stabilising this entire neighborhood. It is not only a logical action but, action that could easily be viewed as reprosenting Bound zoning practice. VIII I am aware that the subject of a "Precise Street Alignment", involving this parcel and the ni acres on the North, is net for a hearing on 2 October, 1972. Along this vein, I would like to poise two questions thot I have not been able to get answ,ars to. a) Should the La Boma Tile Co., by soma fortunate circustatance, get an industrial user for subject parcel prior to the sale and development of the property on the Itorth, how would access be resolved? b) Should the parcel on the north of subject parcel be mold to an industrial user who would want it for a since purpose use, with no public street, what position would the City take relative to the "Precise St. Aligmm�- W IX One of the most important aspects to be considered in the use of this parcel is the obvious need of preserving the gviity of this single family community. In cities across this country, we hear the hue &W cry for turban renewal at the cost of billions of tax payer dollars. In try opinion, here is a classic case where the perimeter (Taylor Ave) of a good neighborhood, 3s starting to disint- igrate. Real estate peoples in home resales, tell me that it in veer difficult to sell a home on Taylor Ave. It in a fact of life that once the perimiter of a residential district falls, it does not take long for the blight; to reach the coree With some vision, and at no cost to the taxpayers, your counoil can take a positives step towards allaying the depreciation of .residential homes in this area.
