The Board therefore requests that the Planning Commission re- evaluate its prior action . The City Council considered the matter at the July 16 , 1973 meeting and continued action .for 60 days to September 17 , 1973, so th at .an Environmental Impact Report could be prepared for consideration by the City Council prior to taking any action on the matter. The Request For Proposal for the preparation of an Environmental Impact Report was dratted five weeks ago but was held pending a final decision regarding undertaking the work in-house . or contract- iag with a consultant . It is our feeling that Environmental Impact Reports will be prepared in-house ,. however9 we will not be undertaking this type of assignment until the State Guidelines have been reviewed , ordinances rewritten , and resolutions adopted to streamline the operation. Until then , we .find it necessary to have specific projects prepared by a consultant . It is our feeling; that the time involved in preparing. an Environ- mental Impact Report and to allow for the public hearing procedure will flake approximately four months . Recommendation : I would like to recommend that the City Council continue action on Zone Chse No . 73- 13 to January 21 , 1974 to allow time for the Environmental Impact Report on this matter to be prepared in final form.
