East of the :subject prrope: t; is vacant property presently zoned RI and general planned for lo:: density single family . This property i , within the City limits of fountain Valley . South and west of the subject propert; are existing single family Y�sicianti al areas and des1.gna,,-(-d low derAity residential. A.n the Land Use Element . 3 . 2 PHYSICAL. COND11,10riS : The subject property is along the eastern bluff of the Huntington Beach Mesa . Most of the acreage is in the Santa Ane Gap floodplain, with only a small portion of the western portion of the property actually encompassing the bluff. :Little of the natural bluff remains , the northern portion adjacent to the situ aas graded and landsr;aped for previous residential developments ane. the tiouthern portion apparently used as a borrow site for t_hr- nurcharg,A operation. In addition to the peat and soils problems previously mentioned , the property is crossed by the Balsa-Fairview Fault at the northern section . This fault is listed by Leighton-Yen as an active fault susceptible to surface rupture in their Gootochnical Inputs study for the City . The property contains no identifiable wildlife habitats or ►egetation of significance. An archaeological site previously existed on the site but was destroyed as a result of usinq the bluff as a :aorr.ow site. To solve drainage problems in the area a storm drain has been master planned in Newland Street from Ellis to Adams Avenue- From Adams to Yorktown the storm drain is being constructed by the County of Orange. From Yorktown to Ellis the Litorm drain is the responsibility of the City of Huntington Beach . There is still some question as to the timing and responsi- bilities in ':he c gvelopmenh of the storm drain. i E'AG I: 4 4 . 0 ANALYSIS OF REV VEST 1 . 1 CONFORMANCE; 'rO GENERAL PLAN The request is in conformance with the band (Ise Element Pha ve L of the General_ Plan as the area in which the subject property is located is designated for low density residential, with a mobile home overlay, the mobile home overlay being indicated as a result of the previously discussed soil Problems. The Phase I Open Space and Conservation element did not indicate this area as a priurity open space area. However , the Open Space Potentials Report submitted to the Planning Commission As part of the Phase TT effort dial indicate that the area contained certain charfii. _eristicr- worthy of consideration such a3 the bluff , yE-u log ic and soils condi tion, and flocad plain characteristics . 4 . 2 IMPACT OF f-IROPUSEU ZONE CHANGE Under exist:i.ny zoning the property could develop into a 175 unit Mobi'Je Nome hark. Lased on recent census data such a project would generate 316 people. T}1e proposed zone change would probably be a development of 79 single family homes which would generate 279 people. Althouyh the special census data has not yet been analyzed for student generaCion by unit type, i t: is safe to say that the student generation would be considerably less in the mobile home park than in the single family development . Evaluating the revenue expenditure data for the proposed zone change indicates that mobile home developments are a net .loss of $124/acre to the City where Mingle family homes are a loss of $70/acre (although if the value of the new single family housing unit: were in the $44 , 000/unit price range it %would be at a break-evc- point) . To the school, districts a gain of $159/acre is indicated for single family units at this density and a gain of 1265/acre for mobile homes . (Again the value of the single family unit can affect where the project :rill fall on the balance sheet . ) 5 . 0 CONCLUSIUN Although the request is in conformance to the Land Use Element to the General Flan and would result in a reduction of population Ex)tent :;al the request does not nl. low for a flexible STAFF REPURT P A F. 5 development that would be able to be designe3 around identified environmental resources and geologic conditions . Specifically , the bluff would riot be able to receive proper treatment in an R1 development . in addition , the Bolsa -Fairview fault is considered active: and when the City ` s Seismic-Safety Element is completed this summer one of the implementing recommenda- tions will be that the criteria of the Alquist-Priolo Geologic; Hazards Zones Act apply . One of the criteria , that all structures be placed 50 feet from the trace of an active fault, would make it extremely difficult to develop the property as �an R1 subdivision. An alternative to Rl zoning is the R1 PD zone . A low density PRD would allow for design flexibility around the identified envirunmental and geologic. ^onditions - The bluff and fault zone areas could bE i^corpor, ted into the open space areas of the PRD. Also, devel ,ping properties to the north nave been providing t_ra i 1 links along the bluff and such a link here would be a natural extension of the trail . It should be poi.ntAd out, however , that the R1 PD would generate 335 people compared to the 279 people estimated for the R1 subdivision. The student generation would be lower than R1 but not as low as the mobile homes . Referring to the Revenue/Expenditure Analysis a net municipal gain ;,f $49/acre is indicated for this type of development an -,aposed to a net loss of S70/acre for the single family proposal . A net loss to the school districts of $7 is shown for the PRD and a gain of $159 for the single family . Again, these fiqures are subject to fluctuation dependent upon the value of the housing unit . Although the R1 PD would generate more people than either the R1 or M. H zoning district , staff feels that the R1 PD would allow for greater flexibility of design in a sensitive area of the City and would therefore be a more proper deeignat:ion than R1 . 6 . 0 FINDINGS AND RECOMMENDATION: Staff recommends that the application for R1 be denied and/or the applicant requested to modify the zone change request to Rl-PD based upon the following findings : I . R1-PD would be .in conformance to the General Plan of the City of Huntington Beach . STAFF' REPORT PACE 6 2 . However, at its meeting of May 7 , 1974 , the Planning Commission directed the Planning staff to investigate alternative uses for the property , particularly some beach or recreational related uses . In analyzing beach or recreational uses , two approaches were used, either as a separate facility or tied in with the Santa Ana River Greenbelt. As a separate recreational facility , the concept of a recreational vehicle camping or beach parking facility appeared to be most feasible. The most feasible recreational use that would be related to the Greenbelt would be as a major access paint to the Santa Ana Greenbelt Trail where either equines or cyclists could arrive by automobile with -their horse or bike , park, and then use the Trail. Ancillary facilities as holding corrals , bike racks, comfort facilities , etc. , could be provided. Additional Information : At the May 7, 1974 Commission meeting, the Planning staff indicated to the Commission that County Sanitation District staff had verbally requested a continuance of the matter, until such time as their' negotiations for acquisition of the subject property had been concluded with the property owner. This request was substantiated In a written letter from the general manager of the County Sanitation District, received June 14 , 1974 by the Planning Department staff. Environmental Status : The Environmental Review Board at its meeting of April 2 , 1974 , granted the proposed Exemption Declaration No. 73-209 . At the May 7 , 1974 meeting , staff was directed by the Commission to investigate alternative uses for the property particularly some beach or recreational related use. Also, the Sanitation District staff had requested the Commission to Athhold aci;ion until after the June 12F 1974 District Board meeting. In investigating alternative uses the staff concentrated on the beach/recreational related aspect as residential was considered undesirable and commercial zoning (C-4 ) was previously on the property and was changed to RA-0 in 1971. In analyzing hea:ch/recreational uses , two approaches were used, either as a reparate facility or tied in with the Santa Ana Rivet Greenbelt. As a separato recreational facility the concept of a recreational vehicle camping or beach parking facility appeared to be most feasible. The Talbert channel which abuts the property could provide a direct link with the Santa Ana River Greenbelt trail . The Greenbelt concept plan for :he lower portion of the river indicates this general area for picni eking, camping , and related urges. The staff of the Greenbelt Commission was contacted in regard to this property and its usefulness in the Greenbelt plan. Staff indicated from a cursory analysis that although it would be desirable to ' include it in the Greenbelt, they could not recommend a specific use for the property at this time. In the Planning staff ' s analysis , the most feasible recreational use that would be related to the Greenbelt would be as a major access point to the trail where either equines or cyclists could arrive by automobile with their horse or bike, pack, and then use the, trail . Ancillary facilities as holding corrals, bike racks , comfort facilities, etc. , could be provided. The Sanitation District Board considered this matter at their June 12 , 1974 meeting and their recommendation is attached .
