Mr . and Mrs . Albert Levinson have owned the property for the past ten years. Last year ' s taxes were $12 , 576 . 00 . This is over $1 , 000. 00 per month on property that is not prime nor valuable as industrially. zoned. The marketing experts rate this property as four, on a scale of one to 10 . The vacant prime industrial property is the 400 acres in the Northwest corner of the city , the Huntington Beach ! Indu6 trial Park and the kaiser--Aetna Huntington Beach Business Park . j Becaur.e of 'the underground utilities , set-backs , and attractive landscaping , these properties will be the first to be developed . This could mean a delay of another five to ten years before this property would move higher on the scale as desirable M-1 . It is noted that forty (40) new acres have been added to the , inventory of. M-1 property : These lie South of Talbert between the railroad tracks and Beach Blvd. To date, I have been unable to determine the amount of M-1/4--2 property within the City of Huntington Beach. It would seers appropriate , at this time, to cause an inventory to be taken concerning the industrial property to evaluate the ratio to commercial and residential properties. With the addition of the above 40 acres of industrial property, it would not be a loss to the inventory to remove these 19 acres . Mr . Levinson cannot afford , nor can the city , to retain this property in the industrial zone fr: another five to ten yeare . The entire parcel is zoned M1-CD, light industrial - civic district . It is the consensus of the Staff that: before development be permitted in the area , that certain recommendations be Linplemented in order to rectify the enumerated problems. These include the adoption of: a Precise Plan of Street Alignment to provide access to the large number of interior lots which will encourage a more systematic development of the area, and a change of zoning to MI-A-15, 000-CD. The change- of zoning will encourage lighter industrial development in the area that will be more compatible with surrounding uses , specifically the Huntington Central Park. It is also recommended that a minimum lot size designation be added so as to encourage the consolidation of the small lots into lots large enough to provide all of the amenities required by the ordinance code . ENVIRONMENTAL STATUS: The Environmental Review Board at its meeting of September 24 , 1974 granted Precise Plar: of Street Alignment No . 74-2 and Zone Change No. 74-16, Exemptlon Declaration No. 74-146 and No. 74-145 respectively, having found that neither project would have an adverse impact an the environment. F. cornea: of Kartron Avenue and Florida Street- . This was termed Zione Change 74-15 We attended the Planning Commission hearing and voiced our objections to the zone change . After they passed the zone change, we were informed of our right to appeal said change . This is our appeal : The property affected a group of six modest homes on fairly large lots and are mainly occupied by the property owners , themselves . The undersigned property owners are of one mind in that they do not avant this zone change to become effective . We fear that a change would bring about an appreciation in property values and consequently cause a rise in property taxes. We are not considering develop.'.ng any of our properties further than the single residences they are at present. We have lived here for many years, and as we wish to remain in our homes in the foreseeable future, any tax increase would be most unwelcome . At the present time, the property to the south of the affected properties is zoned R-5 for approximately 450 feet. Beyond this to the south, the property again becomes R- 3 to Garfield Street (apt? oximately 1,000 feet) . New apartment complexes have already been built on this 1, 000 feet. It seems that a much simpler and wiser solutio' . to consistent a.oning along the east side of this street would be to zone it all R-3, thus preserving it for dwellings. (Homes or apartments) We sincerely hope you will consider our Jesires in this matter and not allow the zone change that the planing,, conunission has approved. The property is located on the west side of Florida Street, approximately 420 ft . Mouth of Main Street and on the east side of Florida Street , approximately 130 ft . south of Main Street. Much of the surrounding propertiest since 1962 , have gradually been re- zoned from Medium and Medium-High Density Residential to Office Professional . The Planning Staff in its analysis of the proposal concluded that a change of zoning on the subject property will help to insure more compatible and home homogenous land uses with the existing and future g 9 surrounding land uses and will promote the preservation of the Office Professional character of thu area . The change of zone will also be consistent with the adopted Land Use Element designation for the subject property and thus allow compliance with Assembly Bill 1301 (compliance of zoning to the General Plan) . ADDITIONAL INFORMATION: At the Planning Commission public hearing of October 11 1974 , Air. William Cardinal , a property owner who would be affected by the Zone Chnnge addressed the Commission and spoke in opposition to the proposal , stating among other reasons the fact that he felt that his taxes on his property would be increased. Mr. Frank Iientschel, property owner adjoining Mr. Cardinal addressed the Commission and spoke against the proposed zone change . ENVIRONMENTAL STATUS: The Environmental Review Board at its meeting of September 10 , 1974 granted the proposed Exemption Declaration No. 74-130 , having found that the proposal will not have a significant adverse effect upon the physical environment. We have Lived here for many years, and as we wish to remain in our homes in the foreseeable future , any tax increase would be most unwelcome . R-3 lots on the nurth side of Frankfort Avenue between Delaware and Alabama from R-3 to R-2. On April 2 , ' 1974, the Commission airected the staff to investigate the possible downzoning on one parcel at 601 California Street. Staff investigation and subsequent Planning Commission direction expanded the scope of the zone change to Include the four R-3 lots. The area is generally characteriied as an older low density neighbor- hood and all the existing, homes; fronting Frankfort Avenue are single family homes. The Planning staff presented a study on the "Old Town" planning unit to the Planning Commission on May 28 , 1974 . The study' s alternatives suggested the conservation of the existing low density residential. area. Thus the proposed rezoning from R-3 to R-2 would be consistent with the intent of the land use alternatives for the area and with the City' s planning efforts . 1 ' Page Two Environmental Status : The Environmental Review Board at its meeting of June 5, 1974 granted the proposed zone change Exempti c n Declaration 7 4-7 0 . The land is described as follows : 'Lots 19 2, ant] 3 , Block 603 of the Vista Del Mar Tract, Huntington Deach , Section 2 , in the City of Huntington Beach, County of Ornnge, State of California , as per map recorded in Book 4 , page 5 of miscellaneous maps , in the office of the county recorder of said county. This land and the house: thereon was purchased in 1924 and has been the family residence since that time. I have just retired .from 32� years in the military service. X have had to rent our home for the past ten years because of service in Hawaii for four years and the Pentagon, Washington, U.C. , the past six years . We have just returned to Huntington Reach to fulfill a 30 year plan to rebuild at 601 California and resume residency in Huntington Beach. The house on our land is in excess of 50 years old and would cost an excessive amount to remodel, modernize and bring up to city code and livable conditions. 'rhe land under consideration is three 27' x 1271' lots totaling 81 ' x 127-S' . Two lots are R-3, .and one lot is R-2 . I have 'been advised that the two R-3 lots are currently zoned for construction of apartments. I do not wish to build income property.
