The requested zoning is in conformance with approved Tentative Tract 6948 on the subject site. The requested zone change is consistent with the surrounding industrial zoning north and east of the subject lots. Excluding M1-A-15, 000 lots located along Research Drive , all remaining industrial .lots adjacent or within close proximity to the subject site are presently zoned 100-M1-A, 20 , 000 , The requested zone change from Ml-A to 100--M1-A, 20, 000 would provide an appropriate zoning designation consistent with the General Flan . An overlay of this figure on the proposed change of zone will show some, minor deviations between the bound; ries of the land use designations and the boundaries, of the requested zones . However , the staff has determined that the proposal is consistent with the intent of the General Plan and that the resulting change in the land use intensity if any , is insignificant . 3 . 1 The proposed zoning modification to Parcel II will result in approximately 12 . 5 acres of R2 zoning . The subject parcel contains a portion of the bluff with a difference in grade of about: 50 feet . The majority of the bluff line extending from Adams Avenue to Yorktown Avenue is contained within the Newland Park Site . Measures to preserve the bluff area on Parcel II should be implemented . This could be accomplished through the design flexibility available in the "Planned Development" suffix . 4 . 0 CONCLUSION: Through the preceding analysis , staff has concluded that the requested zone changes are consistent with the Land Use Element of the General Plan and that the resulting land use intensities are suitable for the site and are compatible with the surrounding uses . That by applying the "Planned Development" Suffix to Parcel II , environmental issues can be more easily addressed , and also provide the development flexibility that may be necessary on the site . 5 . 0 RECOMMENDATION : The Planning Staff recommends approval of Zone Change No . 74-18 as amended below and for the following reason : Parcel 1 : R2 and C2 to R1 Parcel 2 : R1 and C2 to R2-PD 1 .
