The area presently contains three existing industrial structures and scattered oil production uses (oil wells, tanks and sheds) . However , the majority of Area "A" is vacant. All of the area is presently zoned for Heavy Industrial. with an oil distrl.cL suffix . Tim; eastern portion of the subject zone change ai ea is also located in t;iu "Civic Di 6 trict. " As set forth in the adopted amnndment to the Land Use Element, all of the subject area is designated for Medium Density Residential Use ; therefore, the St-pff recommends that (1) the portion of Area "A" bounded by Yorktown, Delaware , Utica and Huntington ! Included in the subject zone change area is the railroad night-of-way. The majority of the area is predominantly vacant and used fc.r oil production purposes. All of the area is zoned M2--0, Ifeavy Industrial with an oil suffix district. The southern half of the area is located in the "Civic District" suffix zoned area . The area in designated for Medium Density Residential . The :staff recommends that (1) the northern portion of the Area "B" be rezoned from M2-0 to R2--0 Medium Density Residential District: with oil suffix and (2) the southern portion of Area "B" be rezoned from M2-0-CD to R2--0-CD Medium Density Residential with an oil suffix and located in the civic district. 4 . 0 Zone Change 75-3 "C" Area "C" encompasses those blocks fronting the east side of Lake Street between Hartford and Atlanta Avenues and includes the Southern Pacific Railroad right-of-way . All of the blocks are presently zoned M1, Light Industrial. Excluding an existing storage yard located southeast of the intersection of Fifth and Lake Streets, all of the area is vacant. Designated as part of the " Destination Resort" area and included in :.he VTN Downtown Redevelopment study area , the staff recommends that Area "C" be rezoned to R2 , Medium Density Residential . 5. 0 Zone Change 75-3 "D" Area "D" is located directly southeast of the intersection of Seventeenth and Lake Streets . Included in the ' subject area is the Southern .pacific Railroad right-of-way and a 26, 400 net square foot uite presently occupied by three industrial structures owned by Atkinson Enterprises . The existing structures have existed on the site many years and are in poor condition. This area has also been designated for Medium Density Residential Use. Encompassing only 1 . 25 gross acres , the nite is presently zoned Ml , Light Industrial and used for an autornobile service center and miscellaneous repair shope . Designated for residential use, the Staff recommends that Area "E" be rezoned to R2, Medium Density Residential District, 7 . 0 Conclusion Since tha latter part of the 1950 ' s , all of the subject zone change areas have been zoned for industrial use . In fact, the majority of land within this general section of the city was at one time zoned For industrial use . Intended to strengthen the economic base of Huntington Beach, these industrial districts were located in the outskirtrs of the city ' s boundaries. However, since the city ' n annexation efforts of the early sixties and its tremendous growth into those newly annexed areas , the anticipated establishment of proposed industrial uses fo:: this section of the City has become outdated. New Land Use proposals as provided in the City ' s General Plan have geared this area for conservation of existing residential uses and thr,*. planning of future residential neighborticods . Conversely, areas for future industrial development have been provided in more appropriate areas of the city. 8. 0 Recommendation The Staff recommends that Zone Change No. 75-3 A, p, Cr D, and E be approved based on the following findings : 1. State Planning Law mandates that zoning shall be consistent with the City' s General Plan. 2 . The subject areas are no longer suited for long range industrial development. 3 . The proposed re'sidential. xo'ning will provide for more compatible land uses for the surrounding areas.
