This results primarily from the fact that the precise planned access to the subject parcel was modified to Incorporate the most de- sirable access to a residential subdi.vis3on that will. be developed to the east. In summary,, the requested change would provide for uses that are better suited for arterial highway frontage and can also result in more desirable residential properties to the south. 5 . 0 RECOMMENDATION : Based on the above analysis , the staff recommends approval of Zone Change No. 75-09 based on the following findings ; 1 . Because of the subject site ' s .location and `)rientatior, to stret:t access , the requested rezoning will provide for the most compatible land uses on the property. 2 . The General Plan designation on the site is an area providing transi- tion from Office--Professional to residential , and since office related uses hive been determined as most desirable , the re- quest is in conformance with the General Plan . SUMMARY OF STAFF REPORT: Zone Change No . 75-08 is being„ requested in order to provide the appropriate zoning for eventual implementation of Tourist Commercial Residential land uses . The subject property consists of approximately Page Two 24 acres of land situated on the south side of Edinger Avenue , 1200 feet west of Trinidad Lane and continuing to the terminus of Edinger Avenue . Approximately 9 acres are being requested for commercial (C2) zcning and the remainder to be designated as a medium density (R2) residential . The major point of analysis concerning this request is the degree of compatibility with both the existing and proposed surrounding develop- meets , and whether the requested zoning would result in the highest and best utilization of this coastal area. Through the Amendment to the Phase I Land Use Element process , which was approved by the City Council in May of this year, arguments both in favor and agaip,at a chang-- in the land use alternatives for the area were discussed . The resulting benefits to the City and the general public indicated that the proposal does indeed have good merits and ,` .he General Plan was thus amended to reflect this land use concept. A brief summary of these arguments would ceflect the following : 1 . Any impact of conflicting uses is significantly lessened by the physical barriers on three sides of the property. 2 . The alternative concept would contribute fewer residents to the area even though it would contain higher densities. 3 . The tourist - commercial use would capitalize on the water - oriented charactet of the site , serve the residents of the area, be cons-A.stent with the County recreation area to the west and increase public access to the water resources of Huntington Harbour , 4 . It would also provide additional public recreation both in terms of park area and beaches . 5 . The alternative would also provide greater revenues for the City. Estimates by consultants indicate that the market valua of the corranercial area would be $4 , 034, 000 and that it would generate an average sales volume or $645 , 000. The revenues it would generate include : Sales Tax $ 67 ,450 Property Tax 17 , 550 Business Licenses 1, 927 Personal Prop. Proposal fc,17 development in commercial/residential for the remaining vacant property owned by Huntington Harbour Corporation BACKGROUND : During the review of Tentative Tract. 5483 (Houghton Bay) by the Subdivisinn Committee in 1973 , one of the recorm.anded conditions of approval to the Planning Commission was that the applicant submit a complete development plan for the remaining undeveloped acreage In the harbor . While the permit process for Tentative Tract 5483 was being pursued withthe Coastal Commission, that body expressed de- sires for tourist-related commercial/recreational uses in the vicinity of Sunset, Aquatic Park . In response to this request as well as to accommodate other suggestions of the Coastal Commission , the concept of development for Trinidad Island was presented to the City by Huntington Harbour Corporation in the form of two tentative tracts ( i . e . , 8636 and 8718) and FIR 74-6 . Anticipating the mixed kinds of uses at the west end of Edinger , the Advanced Planning Divisio.. of the Planning Department pursued a Land Use Element change from low-density use to medium-dengaty residentia•1 and commercial mixed user. . The Environmental Review Board selected Environmental Impact Profiles in June , 1974 , to be the consultant for preparation of the environ- mental impact report . The Draft EIR was received on May 2 , 1975 , and distributed through the California State Clearinghouse for comment from State agencies . The Final EIR was received on July 29 , 1975, and was reviewed by the Environmental Review Board at a special meeting on July 31 , 1975 . RECOMMENDATION: In addition' to those suggested mitiqation measures and alternatives for review not forth in the Environmental Impact Deport ' the Environ- mental Weview Board recommends the following : , 4 � Planning Comission - EIR 74-6 July 311 1975 Page 2 1. If the developer proposes to provide ail- conditionin , the in- sulation in ceilings and exterior walls shall ba a m7nimum of R-19 and R-11 , respectively . If no air conditioning is to be provided, the insulation in ceilings and exterior walls shall. be a minimum of R-13 arid F-7 , respectively . 2. All building spoils , such as unusable lumber , wire , pipe , and other surplus or unusable material , shall be disposed of at an of f aite facility equipped to handle them . 3. Natural gas and 22OV ,electrical shall be stubbed in at the loca- tion of clothes dryers , and natural gas shall be stubbed in at the locations of cooking facilities , water heaters , and cen- tral heating units . 4. The structures on subject property, whether attached or detached, shall he constructed in compliance with the State acoustical stand- ards set forth for all units that lie within the 60 CNEL contours for the project property . S. An engineering geologist shall be engaged to submit a report indicating the ground surface acceleration from earth movement for the project property . 6. All structures proposed for construction within this subdivision shall be constructed in compliance with the g--factors as indicated by the geologist ' s report . 7. Calculations for footings and structural members to with©tand anticipated g-factors shall be submitted to the City for review. The water-oriented nature of the proposed project necessitates the availability of private and public boat dock facilities . ADOPTION : The Environmental Review Board adopted EIR 74-6 on July 31 , 1975 . To the east and south are properties zoned R1 and being developed as single family residential units . A low density residential :Zoning designation ,would thus allow for a natural extension of the present land use character of the area and thus preserve the homogeneity and contiguity of the neighborhood .
