The conditional rise permit included a coridi.ti,on that the applicant dedicate a 20 foot wide public equestrian/recreational trail . Four of the 35 lots located at the eastern end of the tract were sized so that future owners cou '.d stable horses on the lot i :;uelf .. Commissioner Wihchell requested that staff look into a possible zone change to ( Q)R2 . The Q suffix might address building setbacks, building height, lot frontage and the configuration of structures on the lots. The staff report dated June 3, 1986, analyzed the options for a zone change from R2 to (Q)R2 . The Commission felt that the issues of larking, lot frontage and building bulk were adequately addressed by the existing R2 standards. However, the R2 standards allowed for a 35 foot building height which could accommodate three story structures . i The Commission recognized that the study area has a unique visual character which could be compromised if three story structures were built as property began to recycle. A xequest to extend the building moratorium for an additional period of 10 months and 15 days was denied by the City Council on Mey 19 , 1936. At the Panning Commission meeting on May 20 , 1986, Commissionez Winchell acKnowlodged that the building moratorium had not been ektanded by the City Ccuncil , but felt that there was sufficient interest to pursue a zone change in the area . Commissioner Winchell requested that staff look into a possible zone change t=o R2-Q. The Q suffix might address building ✓setbacks, lot frontage and the configuration of structures on the lots.
