5. Termination Requirements By signing the verification, the treasurer, assistant treasurer and/or candidate, officeholder, or proponent certify that all of the following conditions have been met:
• This committee has ceased to receive contributions and make expenditures;
• This committee does not anticipate receiving contributions or making expenditures in the future;
• This committee has eliminated or has no intention or ability to discharge all debts, loans received, and other obligations;
• This committee has no surplus funds; and
• This committee has filed all campaign statements required by the Political Reform Act disclosing all reportable transactions.

To: All Campaign Recipient Committees/Respective Filing Officers
The Fair Political Practices Commission (FPPC) requires all campaign recipient
committees to file a Recipient Committee Campaign Statement Form - 460. Your
current obligation is to file for the semi-annual period of January 1, 2011 to June 30,
2011 no later than Monday, August 1, 2011. If you have any questions regarding
the filing of this form, please contact the FPPC at their toll -free advice line at (866)
275-3772, or visit their web site at www.fppc.ca.gov.
I request that you submit your filing through NetFile, the City's hosted online
campaign document filing system that allows users to track campaign -related
spending by carrying information from one filing period to another, redacts private
information from public view, reports errors to diminish the need for filing
amendments, and is text searchable in an electronic environment. This system
was first offered as a voluntary application to campaign filers, but given the
technical progress my office has experienced in recent years, I am asking
campaign filers to use NetFile for 460 reporting. While campaign recipient
committees remain obligated to submit a hard copy Form 460 with wet signatures
to my office (Filing Official), using the NetFile system to prepare Form 460s will
improve the current process by producing a text searchable document that will
not require an amendment. The NetFile system is located on the City's website
at hftp://www.neffile.com/agencv/Chb/. If you have not already done so, please
contact Robin Lugar, Assistant City Clerk at rlu ar surfcijy hb.org or (714) 536-
5405.to obtain your NetFile user id and password.
