CODE PROVISIONS:
Section 233.04F of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO) states that a Temporary Sign
Permit may be issued for up to 30 days to establish or maintain identity of a business until a permanent sign can be
erected.
Section 233.18 (HBZSO) states that promotional activity banners and pennants may be permitted for grand openings,
special sales, change of ownership, and other similar events for a maximum of 90 days per calendar year. These
types of permits are not renewable. A promotional activity banner:
Shall not exceed one square foot of banner area for each linear foot of building street frontage and
shall not exceed 100 square feet, whichever is less.
Shall be placed only on the building wall or attached to a permanent freestanding sign.
Shall not be in a condition of disrepair. Disrepair shall include torn, faded, or sagging signs.
Sites with electronic readerboards and vehicle sales businesses on Beach Boulevard shall be subject to several other
standards. Refer to Section 233.18 G and H (HBZSO) for further sign criteria.

Community Information Update on Ascon
Landfill Site, Huntington Beach
Why This Notice:This Community Notice serves as an update to the surrounding conununity, public and applicable public
agencies of the current status of the California Environmental Quality Act (CEQA) environmental review process and
proposed Remedial Action Plan (RAP) being conducted by the Department of Toxic Substances Control (DTSC) for the
Ascon Landfill site located at 21641 Magnolia Street in Huntington Beach, California.As you may know, CEQA is a State law
that requires the lead agency to consider and disclose potential adverse environmental impacts of its proposed actions before
approving them. DTSC is the lead agency for the cleanup at the Ascon Landfill site and determined an Environmental Impact
Report (EIR) should be prepared to assess potential environmental effects and solicit public input. Public solicitation of this
input for the draft EIR and draft RAP was circulated for a 45-day public review period that began August 29th,2013, and
ended October 14th,2013. On September 12th,2013, DTSC hosted a public meeting at Edison High School to provide an
opportunity for the public to provide oral input on the draft EIR and draft RAP. DTSC received numerous public comments
on the draft EIR and draft RAP during the public meeting and also in written comment letters during the public review
period.
DTSC Continues To Evaluate:Since the close of the public review period, DTSC has been diligentlyworking to evaluate
the public comments received on the draft EIR and draft RAP. Due to the complexity and importance of the project to both
DTSC and the local community, DTSC is thoroughly vetting allpublic comments and is coordinating with internal staff and
external agencies to ensure that all responses are adequately addressed. DTSC will notify and update the public about the
‘`nextsteps" in the CEQA environmental review process as the current work efforts progress.
