Subsequent to the straw vote, the City Attorney was directed to amend Chapter 2.100 to include the language arrived at from the straw vote. Funding Source: No funds required. Recommended Action: Motion to adopt Ordinance No. 3776 , AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING CHAPTER 2.100 OF THE HUNTINGTON BEACH MUNICIPAL CODE PERTAINING TO OPERATING POLICY FOR BOARDS AND COMMISSIONS. Alternative Action(s): Do not adopt Ordinance No. 3776 _ Analysis: In the process of updating the Huntington Beach Municipal Code, the City Attorney reviewed portions of Title 2 and presented revisions to City Council. City Council adopted the majority of the recommended changes but via a straw vote, agreed upon changes to the language in Sections 2.100.60 and 2.100.085 pertaining to service limitation and attendance on boards and commissions respectively. This ordinance revises those to sections of Chapter 2.100 in accordance with Council's recommendations. That Section 2.100.060 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.100.060 Service limitation. No person shall serve on more than one board or commission at any one time. No person shall serve more than two (2) consecutive terms on any one (1)board or commission, and no person who has been a member for more than two (2) years of a term to which some other person was appointed a member shall be appointed to the same board or commission for more that one (1) further consecutive term. No person who has served two (2) consecutive terms on any one (1) board or commission shall be eligible for reappointment to the same board or commission within thirty (30) days of the expiration of that person's most recent term. SECTION 2. That Section 2.100.085 of the Huntington Beach Municipal Code is hereby amended to read as follows: 2.100.085 Attendance. Any person appointed to any city board, commission, or committee shall automatically vacate the office upon a fifth (5th) unexcused absence during a calendar year or upon more than three (3)consecutive unexcused absences at any time during the term of office. Upon request of the absent member, each board, commission, or committee shall have the authority to determine whether an absence is excused. The appointing authority shall appoint a successor to fill the vacancy.
