WILSON, CITY ADMINISTRA PREPARED BY: BOB WINGENROTH, DIRECTOR OF F ANCE SUBJECT: FISCAL YEAR 2009/10 BUDGET REDUCTIONS Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachment(s) Statement of Issue: Due to the current economic downturn, Departments and labor groups have been asked to provide budget reductions in order to close the fiscal year 2009/10 General Fund budget gap of $4 million. If approved, this request for action would reduce General Fund appropriations by $4 million. The acceptance of these reductions are subject to the City receiving signed side letters from all Associations that provide concessions that meet each labor groups share as determined by Administration. Funding Source: No funding is required. This action will reduce fiscal year 2009/10 appropriations. Recommended Action: Motion to: Reduce General Fund appropriations for the fiscal year 2009/10 by $4 million and direct the City Administrator to implement the reductions to maximize General Fund savings. Alternative Action(s): Do not approve the proposed reduction or direct another alternative. Analysis: The reductions that will be made to close the budget gap come from two sources. First, city departments have submitted expenditure reductions totaling $3,430,000 (Attachment 1). In addition, pending approval of Memorandum of Understanding (MOU) side letters scheduled for City Council action on tonight's agenda, the city's employee Associations will contribute concessions totaling up to $1,090,000 for the remainder of the current fiscal year. Their removal will cost the city more than $25k in lost revenue as fire pit patrons spend money in the city on parking, gas, food, beverage, rentals, etc. etc.. They are an iconic part of OC culture and we need to preserve them. I am a second generation resident, currently pregnant with my first child and I have many fond memories of summer bonfires on the beach. I would like my son to be able to enjoy those evenings as well. I understand they pose some liability to the city, but ultimately parents are responsible for supervising their children. Removing them is not the solution. Please replace them ASAP. There is already a shortage during the summer.
