SUBJECT: ENTITLEMENT PROCESSING
For the past 8-16 months the Planning Department has experienced an
overwhelming demand for processing various entitlement requests. This has
been exasperated by the number of staff vacancies that have been difficult to fill.
Our staff values customer service, and is having a tough time meeting our
statutory time frames as spelled out in the permit-streamlining act. In an effort to
facilitate the review and approval of a variety of projects, I am proposing that the
City Council give the Director of Planning the flexibility to approve some
entitlements administratively in consultation with the appropriate departments.
For example:
1. Signs
2. Planned Sign Programs
3. Temporary Uses (less than 72 hours in duration)
4. Model Home Complexes
5. Single Family Homes (Downtown)
6. Outdoor Dining in a Bona Fide Restaurant without Alcohol
7. Restaurants without Alcohol
8. Auto Repair in Industrial Districts
9. Security Gates at Apartment Complexes
10. Minor Design Review Board entitlements
11. Live Entertainment in an Existing Business after Ownership Changes
The examples cited are only a fraction of the entitlements that I believe can be
approved administratively.

Planning Department's
Work Program
The Huntington Beach Planning Department, under the direction of Howard Zelefsky, is a broad discipline of policy planning,
development review and zoning code enforcement. The City of Huntington Beach Planning Department implements California State
law for the development and maintenance of a comprehensive General Plan and the corresponding Zoning Code as well as reviewing
and processing applications for various development projects. Traditional planning departments contain two or three separate sections
to perform these functions. To more effectively foster the growth of the City, the Huntington Beach Planning Department has these
traditional sections which are:
• Advance Planning, managed by Mary Beth Broeren, maintains the General Plan, long-term goals, long-term projects and
policy documents;
• Current Planning, managed by Herb Fauland, reviews and processes development applications according to the General
Plan and Zoning Code;
• Code Enforcement, managed by Michael Strange, inspects projects after construction to verify and maintain compliance
with the Zoning Code.
The City's Planning Department also functions in the broader roles of advocates for social and economic equity, proponents for
quality urban design and environmental protection, and facilitators for the public and political decision making processes.
Tracking the Planning Department's Advance Planning, Current Planning and Code Enforcement projects is accomplished through the
department's bi-monthly Work Program report. Within the Work Program,the three sections are further divided by Pending Projects,
Ongoing Projects,Completed Projects and Statistics (Code Enforcement only).

The purpose of the workshop on Friday is to discuss the major projects on which staff is
focused and to ensure that the City Council and staff are in alignment on our project
priorities.
The workshop will center on:
■ Identifying and setting priorities
■ Aligning City Council and staff
■ A discussion with department heads regarding their departments' goals,
objectives and work plans; and
■ Reviewing and approving of the Development Services Team's Major
Projects List

Major Projects List
What is the Development Services Team Major Projects List
The Development Services Team's (DST) Major Projects List includes major projects in
-the city. that involve at least two of the- departments. from the Development Services
Team. The list includes private development, public construction projects and projects
involving the DST that are not necessarily development related.
The list is designed to:
1. Provide information to the City Council regarding the DST departments' activities
and workload
2. Enable staff to monitor the demand for and the allocation and availability of city
resources
3. Ensure city resources are applied to DST projects in accordance with City
Council priorities
Projects that appear on the department's individual priority lists are not included on the
DST Major Projects List. Rather, they are included on department-specific lists or work
programs.
The DST list is reviewed by the Executive Team monthly and is maintained by the City
Administrator's office. The DST list is presented to the City Council for its review each
quarter.
Purpose of Reviewing the Major Projects Priority List
At the May 15, 1999 workshop, staff committed to presenting the Major Projects List for
City Council review once each quarter. The quarterly review was established for the
following purposes:
1. To update the City Council on revisions to the list
2. To provide the City Council an opportunity to discuss the projects on the list
3. To provide the City Council an opportunity to revise recommended project
priorities
In reviewing the list, it is important to note that many of the projects on the list have a

The Development Services Team is composed of the Building&Safety, Community Services, Economic
Development, Fire, Planning and Public Works departments.
Reading the Major Projects List
The Major Projects List contains seven columns of information:
• Project Priority. Projects are divided into four priority groups:
1 — These high priority projects are typically City Council assignments or
projects that require immediate staff resources
2 — Projects from the city's Capital Improvement Plan or projects that the city
has a legal requirement to process in a set timeframe. This group also
includes projects under construction that are especially important to the city
3 — Projects staff works on when resources are available or when the project
becomes urgent. This group also includes projects under construction that
are of normal importance
4— Projects for which resources are needed, but unavailable
• Project Description. A brief explanation/identification of the project.,
• Project Phase. Projects are typically assigned one of four phases:
• Concept/design (CD)
• Entitlement processing (EP)
• Financing/feasibility (F)
• Implementation/construction (IC)
Monitoring/inspection (MI)
• Departments Involved. Departments are abbreviated as follows:
AD —'Administration AS —Administrative Services
BD — Building CA— City Attorney
CC — City Clerk CS — Community Services
CT— City Treasurer ED — Economic Development
FD — Fire PL— Planning
PD — Police PW— Public Works
• Project Contact. Indicates the name of the staff contact for a project.
• Project Status. Provides a very brief update on the status or progress of a
project.
• Project Reference. Provides an easy way to locate projects on the list, it does
not reflect project priority.
• Projects shaded in yellow are private development projects.

packet before you includes major projects lists from the Community Services, Economic
Development, Fire and Public Works departments. These lists are formatted in much
the same way as the Development Services Team's major projects list. The Building &
Safety department's FY 1998-99 Work Program is also included for your review.
Conclusion
The Development Services Team's Major Projects List has been designed to function
as a living document. The projects and priorities on the list are very fluid — projects may
flow on or off the list from month to month and may frequently move from one priority
group to another.

(please see attachment). These projects will provide a significant benefit to the com-
munity by addressing a variety of public safety, health and welfare, and quality of life
issues.
The City is requesting that you consider these projects for funding opportunities within
the State budget or through direct allocation within State legislation. Recognizing that
you can not represent all of these projects we are refining the list to identify our top
three to five priorities. We will forward this information to you before the State legisla-
tive session begins in January 2000. In addition, we would appreciate your feedback

DETAILED DESCRIPTIONS
POLICE DEPARTMENT
Combination Building/Facility
Combination Building/Facility Combination Building/Facility to house these operations. The
police department has been utilizing the basement communications center for over 20 years. It
has long been outdated and does not have the necessary room to expand to meet the
community's needs regarding dispatch capabilities and the increase in personnel. In addition,
the Property/Evidence room has been too small for several years. The current facility is unable
to meet the growing demands of evidence storage, which has forced the police department to
use outside facilities. We are also unable to store some evidence (blood, body fluids, etc.) that
require preservation due to our lack of equipment. In some cases, we have taken hazardous
materials that require their own ventilation systems, which we are not currently able to supply.
State COPS - Secure full funding/authorization under the State COPS Program.
LIBRARY
Rehabilitation of Library Facilities
The library roof is 25 years old and leaks making necessary repeated and costly repairs. In
order to protect the library collection, equipment furnishing and cultural center is needs to be
replaced.
In addition, the heating system at the Main Street Library dates back to 1950. It has faulty pipes
and plumbing and periodically floods causing dame to the floor and the library. It needs
replacement.
At-Risk Children
Staffing, materails and operation costs to offer an afterschool homework program for "at-risk"
children in the Oak View area. These children urgently need such a program as they have the
lowest scores in the school district.
Parenting Woorkshop - Staffing, materails and operation costs to offer a parenting program
through the Oak View Library Branch.
Children's Theater- staffing, materials, and operating costs to offer children's theater.
COMMUNITY SERVICES
Oak View Neighborhood Center - The proposed expansion addresses the need to have
adequate classroom space for English as a Second Language (ESL) classes, and meeting
rooms for programs and activities that cannot be accommodated by the current space. At the
present time, the youth of the Oak View neighborhood are being denied recreational
opportunities due to the limitations of the current facility.
Beach Maintenance Facility — This facility was relocated to make way for the Waterfront
Phase II. The facility is needed to make sure the beach is properly cleaned and maintained.
This is a health and safety issue. There are over 9 million visitors to the beach annually of
which 85% are from outside of Huntington Beach.
Edison Field — This project would address the many problems with the two sports fields at
Edison Community Center. They are currently being used primarily as one of the major adult
softball facilities in the city. The greatest needs are to address the soils condition (site is old
county landfill) and new fencing, backstops and windscreens for both fields.
Beach Erosion — The beach continues to erode north of the Huntington Beach Pier. This
erosion results in a loss of public beach for use by the general public. The Beach Erosion
Control Study is required to help formulate a plan so that this natural resource is not lost to the
over 9 million visitors that come to the Huntington City Beach annually.
Central Park Sports Center- Soil Remediation - The city has inadequate sports fields for the
general public. The only available site for a large complex is Huntington Central Park but it has
methane and water quality issues on the site and the soil needs remediation prior to
development. Remediation is required to eliminate the health and safety issues that exist on
site. After that, the sports fields will be developed which includes eight softball/soccer/football
fields, four roller hockey arenas, and batting cages. These facilities will serve adult and youth in
our community as well as allow the city to relocate its adult softball programs from Edison and
Community Parks. These parks will then be converted to youth sports centers that will be used
exclusively by the youth for flag football, tackle football, softball, baseball, basketball, volleyball,
and tennis.
Parks ADA Improvements— The city has 80 playgrounds on 62 parks. Only a portion of these
parks has been adapted to current ADA standards. The majority of the parks was developed in
the 70's and also requires new tot lot play equipment. The funding will allow these parks to be
updated to current Americans with Disabilities Act standards as well as current Consumer
Products Safety Commission guidelines. The focus will be on improving the playground
equipment and making the tot lots accessible to the disabled.
Urban Forest Improvements — A section of Huntington Central Park has been designated as
urban forest. It requires soil preparation, irrigation, and planting of trees. This project will
improve the environment by planting trees that produce oxygen as well as improve the quality of
life for this urban community where people need a respite from this busy world.

Bluff Top Erosion — This project would address the bluffs that are eroding at the beach and
Bluff Top Park. This situation has become very dangerous with portions of the bluff top area
eroding away. This has impacted the existing trails as well as lights on the bluff and will
ultimately impact Pacific Coast Highway. The project requires stabilization of the bluff as well as
replacement of the railing along the edge of the bluff between Bluff Top Park and the beach.
This is a definite health and safety issue.
South Beach Improvements - Phase 11 - This project which is from Huntington Street to First
Street includes renovation of restrooms, parking, lighting, landscaping, bike trails, etc. The
facilities are over 35 years old and in drastic need of upgrading especially the bike trails and
restrooms which are both health and safety issues for the general public. These facilities are in
dire need of upgrading to comply with current Americans with Disabilities Act requirements.
There are over 9 million visitors to the beach annually.
Gun Range Lead Clean Up — The Police gun range has been closed and cannot be reused for
public purposes until the lead contamination is removed. The gun range is located in
Huntington Central Park. Once the contamination is removed, the land can be developed to
serve the youth of the community that require additional sports facilities due to the closing of
many of the schools that provide the vast majority of sports fields in this city.
ECONOMIC DEVELOPMENT
Beach Medians - Improvements, including landscape, irrigations to Beach Blvd. Medians. This

/ Edinger project for potential Federal Funding.
FIRE DEPARTMENT
Automated Vehicle Locators
DESCRIPTION:
Funding is sought to equip all fire department emergency response vehicles (fire engines, fire
trucks, ambulances, special function apparatus) with automated vehicle locator (AVL) devices.
In addition to the equipment on the vehicles a fully functional AVL system also requires an
interface to the Computer Aided Dispatch system. Other additional equipment may be needed
depending on the type of system selected. This project could include police vehicles as well.
The goals and objectives would apply equally to both departments.
The primary advantage of an AVL system is that emergency vehicles are deployed in the most
efficient manner. Units that are closes to the emergency are recognized as being the
recommended response, regardless of where their "home" station or area is. Today's dispatch
computers are programmed for "area-based" deployment. In other words, units are assigned to
a fire station area or to a police beat. When an emergency occurs in that area, the unit
assigned to that area responds. If that unit is not available, another unit from an adjacent area
is dispatched, based on who should be closest. However, "area-based" deployment does not
always ensure that the closes unit is dispatched to an emergency. To do this requires an AVL
system.

GOALS & OBJECTIVES:
1. Reduced overall response time to emergencies
Closest units are dispatched based on actual location.
2. Improved Personnel Safety
Actual unit location on large-scale incidents can be monitored by dispatch.
In the event of communications (radio) failures, location of units is known.
FUNDING REQUEST:
Features affecting the overall cost would be the type of AVL system, the number of unites to be
equipped and ability of the AVL to interface with the existing dispatch system as well as other
equipment modification necessary to complete the project.
PROJECT TIME SCHECULE:
Installation of an AVL system would take between 18 and 24 months, depending on the type of
system, the number of units to be equipped, and the extent of the modifications to the existing
system.
Seismics Retrofit of Fire Station #3 - Bushard
�- Fire Station #3 is located at 19711 Bushard Street. The station was constructed in 1964. Four
persons assigned to a paramedic engine company staff it. Station facilities include the
apparatus and equipment storage areas, office, kitchen and dining facilities, dormitory, library
and other support facilities. The station has communications systems for dispatching
emergency apparatus and an internal paging system. There is an emergency generator and
civil defense warning capabilities. The station is staffed 24 hours per day.
Since fire stations are essential facilities, they have stringent requirements for construction.
This station was, however, constructed over 35 years ago and the codes have changed
dramatically since that time. This station requires a survey by qualified structural engineers to
determine what facets of the station need upgrading. These areas include structural,
mechanical, electrical, plumbing, and emergency power requirements.
The fire station is essential to provide emergency fire and medical services to the community in
the event of a natural disaster. Without surveying and upgrading this station, there is a high
degree of probability that it will not withstand an earthquake, therefore, not be available to
provide these vital emergency services to the community when they are most needed.
The funding request if through the FEMA Hazard Mitigation Grant. The funds would provide the
facility assessment, development of construction plans and actual construction costs.
The estimated timeline for this project would be approximately 18 months.

PUBLIC WORKS
Beach/Edinger
This is a blended infrastructure project encompassing Beach Blvd. medians and improvements
along the Edinger Corridor. It was submitted as replacement project for funding under 1999
HUD EDI Grant but not funded. It will be resubmitted in the next legislative cycle.
Seismic Retrofit
A contingent from the Southern California Seismic Retrofit Task Force, comprised of several
cities and water districts will ask congress to amend WRDA specifically relating to Southern
California seismic studies to: 1) Raise the funding cap from $3 Million to $70 Million, 2)
Expanded fromonly Southern California to National, and 31 Add demonstration projects.
If the above is accomplished, the City will ask for replacement of four sewer or drainage
pumping stations in conformance with our completed Corps of Engineers approved seismiic
Reliability Study. We will also be applying to other Federal agencies such as FEMA, EPA, and
the Department of Interior for funding for these same projects.
Non-Point Source Pollution
Funding to conduct a comprehensive analysis of regional storm channel non-point source
contamination and its resulting coastal impacts via ocean outfalls. Develop a conceptual,
regional pre-treatment pilot program to intercept contaminated runoff, treat it for oceanic
discharge and/or for sanitary sewer diversion. Prepare a project-level environmental review and
secure Federal, State and Local clearances as well as concurrence by all CEQA Responsible
Agencies (e.g. State Department of Fish and Game, California Coastal Commission, Orange
County Health Care Agency and Orange County Sanitation District.) Based on the
environmentally-cleared conceptual project, develop detailed design plans, construction
specifications and cost estimates for a pilot project at a selected storm channel outfall to the
Pacific Ocean. Acquire site and construct pilot project; perform initial start-up; and provide on-
going operation and maintenance during the pilot study period.

To meet program goals based on the City's Seismic Reliability Study nearing completion.

Downtown Sewers
Rehabilitation of downtown sewers. This round we are asking for $2 Million. EPA requires a
50/50 local match, so if our request is fully funded, the City will have to match that amount. Half
Y` of the City's portion will could come from Sanitation District funding, the other half ($1 million)
will have to come out of the City's General Fund.
Flood Control
These funds would be used for projects in those areas where water tends to collect after even a
minor storm with the highest priority being areas of the greatest health and safety risk.

INTELLIGENT TRANSPORTATION SYSTEM PROJECT
Since traffic congestion knows no boundaries and cuts across many jurisdictions, the Cities of
Huntington Beach, Fountain Valley and Westminster have joined together in an effort to improve
traffic flow conditions within and across their jurisdictions. This is being accomplished in
cooperation with Caltrans and the Orange County Transportation Authority. Caltrans has
jurisdiction over freeways, Beach Boulevard, and Pacific Coast Highway. OCTA has jurisdiction
over regional transit and regional traffic and traveler information through the TraveITIP Traveler
Information Project. In addition, both the Huntington Beach Police and Fire Departments are
participants in the proposed project.

The proposed project builds on the existing ITS infrastructure and brings them together through
region wide system integration. This will allow the three cities, as well as Caltrans, OCTA, police
and fire departments, and two private entities (Chevron Corporation and Hilton Corporation) to
freely exchange regional traffic and traveler information. The proposed project also establishes
a much needed integration of computer systems, field elements and communication systems of
the three adjacent cities and key partner agencies to effectively mitigate traffic congestion on a
regional basis. The project proposes to achieve the following primary goals and objectives that
are consistent with the national ITS program objectives.
Primary objectives:
Two primary objectives of the project are the following:

1. To create an efficient, integrated and balanced multi-modal and
multi-jurisdictional transportation environment that includes freeways,
arterials, transit, and emergency services vehicles; and, that will

enhance regional mobility, promote safety, increase traffic flow, reduce air pollution,
promote tourism, improve use of alternative modes, and improve access to real time
traffic and traveler information.
2. To create strong public-public and public-private partnerships between
Caltrans (freeways) and OCTA (regional transit, traffic and traveler information); the cities
(coordination across arterials); police and fire departments (public safety agencies); and,
the Chevron and Hilton Grand Resort (private sector).
Arterial Rehab Projects
Staff is in the process of designing a total of 28 arterial highway rehabilitation projects. Ten of
these are now complete and seven of the ten our out for bid. The remaining 21 will be designed
and "shelf ready" in anticipation of a call for proposals by OCTA in November. At that time $60
million in FHWA TEA-21 -- LSTP Funds will be made available for competition from all the Cities
in Orange County as well as the County of Orange. These funds shall be strictly being limited
for use on arterial street rehabilitation. Our state of readiness should put the City in a good
position for these grants.
