BEARDSLEY, Director of Public Works PK- SUBJECT: Authorization of Expenditure of Funds for the County of Oran SRs Laboratory; PN-17080 Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: In October of 1998 the City Council approved the design of arterial highway rehabilitation projects. The consultants are nearing completion of those projects, and staff is requesting authorization to expend available Measure "M" funds for soils analysis for an additional six projects. Funding Source: Funds amounting to $54,000 are available in the undesignated Measure "M" fund balance. Recommended Action: Motion to: 1. Authorize the Director of Administrative Services to appropriate $54,000 from the undesignated Measure "M" fund balance to the project. 2. Authorize the Director of Public Works to expend a total of $54,000 which includes $45,000 for the preparation of soils reports and estimated contingencies of $9,000; for Arterial Rehabilitation on six streets, PN-17080. Alternative Action(s): Deny approval of the work and forego the design of the projects. Analysis: The City has an opportunity to obtain State or Federal funding for highway rehabilitation projects which is greatly enhanced if plans are "shelf -ready" at the time of application for funding. A necessary part of the design process is the preparation of soils reports -to determine pavement thicknesses. The County of Orange Soils Laboratory can provide the soils reports; but, the Council must first authorize expenditure of funds for that purpose. Deterioration of our arterial highways is city-wide. Normally, City staff would wait until construction funds are available to design arterial rehabilitation projects. However, due to the increasing number of arterials in need of rehabilitation, and the potential for State and Federal funding for arterial rehabilitation, Public Works would like to proceed with the design (including the preparation of soils reports) of the following rehabilitation projects: # Street From To 1 Warner Newland Magnolia 2 Brookhurst Adams 900' s/o Adams 3 Edinger Gothard Beach 4 Edinger Beach Newland 5 Springdale McFadden Bolsa 6 McFadden Chemical Springdale In the past, the County of Orange Soils Laboratory prepared soils reports for the City under Orange County Transportation Authority's (OCTA's) Arterial Highway Rehabilitation Program (AHRP). The laboratory has a history of providing reports in the format that OCTA prefers. Environmental Status: The project has been determined to be Categorically Exempt pursuant to the California Environmental Quality Act, Section 15301(c).
