Submitted By Mayor Connie Boardman II Citv Council) Approve Councilmember Pam Houchen's Appointment as the Citv's Votina Deleaate for the Special General Assembly Meetina of the Leaaue of California Cities ( . ) Communication from Mayor Connie Boardman transmitting the following Statement of Issue: The League of California Cities will be holding a special General Assembly meeting in Sacramento at 1:00 PM on May 15, 2003 in conjunction with their Legislative Action Days, May 14 and 15, 2003. They are convening the special session to discuss the May Revision of the State Budget and may need to take action on the State budget and/or other fiscal matters. They have asked that each of their member cities appoint a delegate to represent them at this meeting. They requested that we notify them no later than Friday, May 9, 2003 of the name of the city's designee for this responsibility. Councilmember Houchen is planning to attend the Legislative Action Days on behalf of the City. I would, therefore, request the City Council approve her appointment as the City's delegate to the League's Special General Assembly meeting. ** Communication from the League of California Cities is included in the agenda packet. Recommended Action: Motion to: Appoint Councilmember Pam Houchen to serve as the delegate for the City of Huntington Beach at a special General Assembly meeting of the League of California Cities to be held in Sacramento on May 15, 2003. To be sure we have the compiled results of the survey in time to be useful to the Council, I would like the on-line budget survey to be available to the public from May 1 to June 2 instead of from May 1 to June 30. 1 had meant to bring this up when the item was discussed at our meeting on April 21, but forgot. I realize this gives the public less time to participate in the survey, but I think one month will still give interested people in the community ample time to complete the survey. Recommended Action: Motion to: Direct staff to collect survey results from May 1, 2003, to June 2, 2003. Submitted by Mayor Connie Boardman ��ilOh Ali JA (City Council) Request Approval of the Website to Solicit On -Line Public Survey Input Relative to the Budget (320.20) Communication from Mayor Connie Boardman transmitting the following Statement of Issue: Cities throughout California and the nation regularly use their websites as a way to solicit public input during their budget processes. Locally, the City of Long Beach recently used a website-based survey tool to assist it in developing a series of deep budget reductions. City Council Members have had an opportunity for input into the attached survey and I thank all of you who gave me ideas. They have been very helpful. In light of Huntington Beach's budget shortfall and the resource our new website offers, recommend that the City Council direct the City Administrator to implement this survey on-line. As a way to contain the cost of collecting and analyzing the survey data, it should be restricted to survey responses submitted through the city's website. I recommend that the survey be available on the city's website from May 1 through June 30. This window will provide ample time for interested persons to participate in the survey and provide staff time to compile the survey results and present them to the City Council so they may be included in our budget deliberations. I believe the survey tool will be a helpful resource to both the City Council and staff as we develop the fiscal year 2003-04 budget.
