Flynn, CIVIC, City Clerk SUBJECT: Adopt Resolution No. 2011-08 temporarily setting the time of the Study Session portion of the City Council meetings to 5:00 p.m. through May 2, 2011 Statement of Issue: During the City Council meeting of January 18, 2011, Council voted unanimously to change the start time of the first nine regular City Council meetings. Staff was directed to prepare and return with an appropriate Resolution. Financial lmpact: None Recommended Action: Motion to: Adopt Resolution No. 2011-08, "A Resolution of the City Council of the City of Huntington Beach Temporarily Changing the Time of City Council Meetings." Alternative Action(s): Do not adopt Resolution No. 2011-08 and direct staff accordingly. REQUEST FOR COUNCIL. ACTION MEETING DATE: 2/22/2011 DEPARTMENT ID NUMBER: CK 11-002 Analysis: Currently, City Council meetings, as set by Resolution 2004-95, begin at 4:00 p.m. The City Charter (section 303a) allows the City Council to set the Council Meeting time by Ordinance or Resolution. At the January 18, 2011, City Council meeting, Councilmember Boardman submitted an agenda item asking Council to consider her request to change the start time of Council meetings for nine meetings. This change will enable Councilmember Boardman to teach her assigned college classes and still arrive in time for the beginning of the meetings. After discussion, Council voted 7-0 to direct staff to prepare a Resolution changing the start time of the Study Session from 4:00 p.m. to 5:00 p.m. for the first nine meetings of the year (through May 2, 2011). Direction was also given that the business portion of the City Council meetings were to continue at their normal start time of 6:00 p.m. The attached Resolution 2011-08 temporarily sets the time of the Council meeting to 5:00 p.m. through May 2, 2011, and resets the time back to its current start time of 4:00 p.m. as of the May 16, 2011, meeting. Resolution No. 2011-08, "A Resolution of the City Council of the City of Huntington Beach Temporarily Changing the Time of City Council Meetings" ATTACHMENT # 1 RESOLUTION NO. 2011-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TEMPORARILY CHANGING THE TIME OF CITY COUNCIL MEETINGS WHEREAS,Resolution No. 2004-95, set the starting time for regular meetings to be 4:00 p.m.; and The City Council has agreed to honor the request of a fellow councilmember to temporarily change the start time of the meeting; and The City Council agrees to adjust the starting time of the meeting on a temporary basis to 5:00 p.m. with the business and public comments portion of the meeting to commence at 6:00 p.m., NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach as follows: SECTION 1. City Council meetings shall be held at the hour of 5:00 p.m., in Room B-8 of the Civic Center, with the business and public comments portion of the meeting to begin at 6:00 p.m. in Council Chambers through the meeting of May 2,2011. Beginning with the May 16gh meeting,the City Council meeting start time will revert to 4:00 p.m. SECTION 2. No meeting shall continue beyond 11:00 p.m. without a majority vote of the City Council. SECTION 3. All portions of Resolution No. 2004-95 in conflict herewith are repealed. Approved as amended 6-1 (Harper no) -7- o CITY OF HUNTINGTON BEACH City Council Interoffice Communication To: Honorable Mayor and City Council Members From: Connie Boardman, City Council Member FZ Date: January 6, 2011 Subject: CITY COUNCIL MEMBER ITEM FOR THE JANUARY 18, 2011, CITY COUNCIL MEETING—APPROVED CHANGE IN CITY COUNCIL MEETING START TIME STATEMENT OF ISSUE: When I first joined the City Council in 2000, the start time for the City Council meetings was 7:00 p.m., with Study Sessions starting at 5:00 p.m., and the Closed Sessions at 6:00 p.m. This was changed late in 2004 to the current time of 6:00 p.m. as I was leaving the City Council. During the spring semester, I teach on Mondays until 4:00 p.m. This makes it impossible for me to attend Study Sessions since it takes me about 45 minutes to drive from Norwalk to Huntington Beach during the rush hour. I cannot change the time of my class since it would then conflict with other classes needed by my students to graduate or transfer, causing them to delay their graduation or transfer for a semester. During the rest of the year there is no conflict with my teaching schedule. I am requesting that the City Council change the start time for our Study Sessions from 4:00 p.m. to 5:00 p.m. for the first nine meetings of the year. RECOMMENDED ACTION: The City Charter (Section 303a) allows the City Council to set the meeting time by ordinance or resolution. I request that staff prepare a resolution changing the meeting time from 6:00 p.m. to 7:00 p.m. for the first nine meetings of the year(through May 2, 2011), and that the Study Sessions begin at 5:00 p.m., with the Closed Session following the Study Session. City Council meetings will then continue to start at 6:00 p.m. for the rest of the year.
