WHEREAS, the Orange County Board of Supervisors, acting as Board of Directors of the Flood Control District has adopted the report of the Engineer of the Orange County Flood Control District for the construction of eighty flood control and water conservation projects throughout Orange County, with an estimated cost of $46,40.0,000. 00; and WHEREAS, the Orange County Board of Supervisors caused such to be placed on the June 7, 1966 primary election for the purpose of issuance of said amount in bonds; and WHEREAS, this measure was defeated by a very narrow margin, indicating a great deal of public interest for such a bond issue; and WHEREAS, the need for such a bond issue and the need for the construction of the many flood control and water conservation projects throughout Orange County still exists; NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GARDEN GROVE: That the City Council of the City. of Garden Grove hereby recommends and urges the Board of Supervisors of the County of Orange to submit to the voters the question of the issuance of the aforementioned bonds as soon as possible, but at a regularly scheduled election to be held in the County of Orange; and BE IT FURTHER RESOLVED that the City Council of the City of Garden Grove hereby expresses its support for such a bond issue and strongly recommends the sup- port of such an issue by the voters of the County of Orange; and That copy of this Resolution shall be sent to the Orange County Board of Super- visors and legislative bodies of Cities within the County of Orange. WHEREAS, Section 143.3 of the Streets and Highways Code of the State of California provides for funds to be expended on extensions of Federal Aid Second- ary Highways, and WHEREAS, this law provides that funds may be allocated to the request- ing agency at the next succeeding annual budget, and WHEREAS, this method relegates the planning of the requesting agency to a nebulous state in which the requesting agency may find itself in the position of not having a street construction program for any particular year, and WHEREAS, this type of system does not lend itself to any type of long range planning. THEREFORE BE IT RESOLVED that the City of Stanton does request that the State Division of Highways recommend to the Legislature, under Section 143 of the Streets and Highways Code of the State of California, that changes be made in the code recognizing the problem which exists and making the necessary changes to alleviate the situation. THEREFORE BE IT FURTHER RESOLVED that the city clerk be directed to forward copies of this resolution to all of the cities in Orange County, the Orange County Road Department and the League of California Cities. Reference is made to the relocated single family dwellings on the west side of Newland, north of Talbert Avenue in the City of Huntington Beach. As you know, this is part of the common boundary between our two cities. This development has caused comment and concern to the Planning Commission and residents of Fountain Valley in the immediate area. If at all possible, we recommend that you consider additional conditions to enhance this development. For example, we have found that landscaping requirements and construction of masonry walls have been acceptable to most developers. We have enjoyed reciprocal notification on issues that are of mutual con- cern to our two cities. However, we were not notified or invited to comment on this relocation matter and we would •certainly have done so had we been so informed. It is our desire to work with your City more closely on matters of mutual concern. It is almost inevitable that an adjoining municipality will be affected in some degree by the development of its neighboring city. Development must be in keeping with the overall area and consideration given to the suitability of the land for a particular use with a view at conserving the value of property and encouraging the most appropriate uses. SECTION 1: It shall be unlawful for any person, firm, or corporation to move or cause to be moved any building or structure or any section of any building or structure into the City of Fountain Valley for permanent establishment in said City or from one location to another in said City, T.7ithout first obtaining a relotation".0ermit from the Building and Planning Department of the City of Fountain Valley. SECTION 2: All applications for relocation permits shall first be filed with the Building Department for initial inspection of the building to be moved. The Building Department shall complete their inspection within a reasonable time after filing. The superintendent of Building and Safety, or his authorized representative, shall then forward his report- to the City Planning Commission with his correction list, improvement bond estimate and recommendations as the Building Department is pres- ently required to do under existing ordinances. Inspection fees re- quired by the Building Code and/or City Council shall be required. SECTION 3: All applicants desirous of relocating a building or structure within the City of Fountain Valley after initial inspection by the Building Department shall, then make an application to the Planning Commission of the City, which application shall contain the following: A. Name of Owner B. Complete description of the building or structure to be moved, designating its type, construction material, age, size and any other pertinent information that may be required by the City Engineer, Planning Department or Building Department. C. A description of the route over, along, across and upon which such building or structure, section or portion thereof, is to be moved within the City of Fountain Valley and the time with- in which the work of moving will be commenced and completed. D. A complete description of any proposed addition, alteration or repair or improvement to be made to said building or structure either before or after it is moved and a statement of the approximate commencement and completion of such pro- posed addition, alteration, repair or improvement. E. Four (4) 8k" by 1190 photographs, showing front, rear, left and right side elevations. F. , A statement supported by relevant evidence indicating that all necessary authorizations and permits have been obtained from the operator of any public utility which might be affected by such moving operations. G. The proposed use to which such relocated building and structure will be put. H. A termite inspection report by a reliable termite exterminator company, licensed by the State of California. I. The name of the mover. -1- Al' such relocations shall require a hearing before the Planning Coami,ission. Huntington Beach, California Dear Mayor Stewart: One year ago, the Civil Aeronautics Board granted Bonanza Airlines permission to operate non-stop service temporarily, between the Orange County Airport and Las Vegas. ' This action was a result of joint effort on the part of the Orange County Board of Supervisors, Orange County Chamber of Commerce, and many supporting communities. This CAB action was an important milestone in helping Orange County achieve commercial passenger service. There are some serious indications, however, that the progress we have made in this direction might be denied in the near future, unless traffic volume can be stimulated on Bonanza 's non-stop runs to Las Vegas. Right now the CAB is watching these flights closely to determine whether a renewal of the service will be justified this Fall. Thus far the traffic volume over this route indicates a load factor too low for a market of this potential. The reason for this, it is felt, is lack of knowledge of the availability of this convenient service from our area. Bonanza Airlines is 'making a continuing and increasing all-out effort this summer to promote traffic out of the Orange County Airport. The County is cooperating in this effort, because it is important for the continued growth of the airport that this service remain, and that additional service be obtained in the future. Currently there is a need for schedules from Orange County to Sacramento and San Francisco. Plans for a new terminal building are already underway, based on the expectations of such growth. If Bonanza can 't maintain what the CAB considers sufficient traffic volume, it will be a long time before they grant permission for other commercial flights from here. Therefore, with an eye toward the future of Orange County and its airport, we ask you to join in cooperating in this effort by issuing the attached proclamation. Sincerely, r William J. However, we find that in a number of cases, new homes built in cur city within the past twelve to eighteen months are rated unsafe for foster children. We raised this problem with the city council and were told the State Fire Code required foster homes to be inspected with the same stringency as convalescent homes. Gentlemen: The City of Fountain Valley recommends that an Advisory Steering Committee, and Sub-Committees, be appointed to establish uniform criteria and to aid in the evaluation of deficiencies and the ex- penditure of future funds of the District. It is urged that the County and the Member Cities of the Orange County League of Cities will work cooperatively in developing and determining deficiencies, priority, and disbursement of funds. Only through such cooperative effort can we achieve a successful presentation of present and future issues for the citizens' approval. It must be pointed out that the requirements for flood control projects throughout the entire County is an acute situation - not specifically related to any one area of the County. Inasmuch as a proposed bond issue is to be presented to the voters in June, 1966 and the deadline for arguments, pro and con, on said bond issue is in April, it is felt that immediate action should be taken to establish the above recommended Committees. Orange County Flood Control District Deficiency Report The City Administrator stated that since it was not time for the public hearings, there were two most pressing items that should be discussed at this time. One is the Orange County Flood Control District's bond issue antici- pated to be presented to the voters of the County in June. Evaluation of the criteria from which the issue will be developed is to be presented to the Board of Supervisors in April 1966. He explained that the criteria utilized by the Orange County Flood Control District in selecting deficiencies within each city and the unincorporated area of the County in developing the Deficiency Report dated April 1964, appeared to be not uniform. The City Administrator discussed in detail what had occurred in other counties regarding development of deficiencies and methods of expending funds. He stated that in order to develop properly, both the City of Fountain Valley and the City of Huntington Beach have had to construct drainage facilities at their expense that would normally have been the responsibility of the Orange County Flood Control District. He stated that the Flood Control District has previously constructed local storm drains out of County-wide funds which he felt should not have been permitted when other cities, including the Cities of Fountain Valley and Huntington Beach, have been required to install regional drains at their expense. He stated that this matter should be brought to the attention of the Orange County League of Cities at their next meeting in the hope of initiating the establishment of uniform criteria. The City Administrator recommended that a Resolution be adopted request- ing that a uniform criteria be established by the Flood Control District for determining deficiencies throughout the County and sent to the member cities of the Orange County League of Cities for consideration at the next meeting. After a brief discussion, Councilman Kanno moved to direct the staff to send a letter to the Orange County League of Cities relative to the City's request that a uniform criteria be established throughout the County for determining deficiencies, priorities, and proper disbursement of funds. The motion was seconded by Councilman Boer and unanimously approved. NOW, THEREFORE, be it hereby determined and resolved as follows: A comamittee be appointed, composed of representatives from cities, and other agencies concerned with drainage, for the following purposes: (a) Developing a uniform criteria for determining drainage deficiencies. (b) Determine the respective responsibilities of the local jurisdiction, the Flood Control District, the Corps of Engineers and other agencies. BE IT FURTHER RESOLVED that the appointment of the committee is of the essence as delays will jeopardize the urgently needed drainage programs throughout Orange County and thereby affect the health, safety and welfare of all the citizens of Orange County.
