Statement of Issue: On September 15, 2004, the City Council approved a change in the starting
time of the business and public comments (televised) portion of Council/Agency meetings from 7:00
p.m. to 6:00 p.m. This change is due to a Council direction transmitting that given the significance and
length of agenda items, City Council Meetings are long and take many hours to conclude business.
Several times, the meetings have been extending past midnight. It is difficult for staff and Council to
function on such serious and complex issues so late into the night. As well, members of the public
must stay late until their items are addressed. In most cases, staff and members of the public must
return to work early the following morning.
Funding Source: None
Recommended Action: Adopt City Council Resolution No. 2004- q,5 and Redevelopment Agency
Resolution No.2L' -J , and thereby:
1. Change the time for regular meetings of the City Council/Redevelopment Agency to begin at
4:00 P.M. with the televised/business and public comments portion of the meeting to begin at
6:00 P.M.
2. Reaffirm that no meeting of the City Council/Redevelopment Agency shall continue beyond
11:00 P.M. without a majority vote of the Council; and

STATEMENT OF ISSUE:
Given the significance and length of agenda items, City Council Meetings are long and
take many hours to conclude business. Several times, the meetings have been
extending past midnight. It is difficult for staff and Council to function on such serious
and complex issues so late into the night. As well, members of the public must stay late
until their items are addressed. In most cases, staff and members of the public must
return to work early the following morning.
RECOMMENDED ACTION:
I am proposing that the City Council shift the beginning of City Council Meetings to 6
p.m. rather than 7 p.m. The Charter allows the City Council to set the meeting time
[Section 303(a)] by ordinance or resolution. Should the Council agree to adjust the
starting time for the public portion of the agenda, the City Administrator would need
direction to prepare the proper documentation for the change.
Although it would not be necessary, the City Council may wish to consider changing the
starting times of Study Sessions and Closed Sessions. Currently, we schedule Study
Sessions at 5 p.m. or 5:30, depending upon the number of items to be considered, and
Closed Sessions at 6 p.m. This generally allows time for a brief meal prior to the start of
the Council Meeting. Should the Council desire, this action could include shifting the
Study Session time to 4 p.m. and Closed Session time to 5 p.m.

3. Items not acted upon will be carried forward to an adjourned regular meeting to be
called by the City Council/Redevelopment Agency to commence at a time and place to
be announced at the time of adjournment.
Alternative Action(s): Revise City Council Resolution No. 2004 1?f and Redevelopment
Agency Resolution No. 3S3 , as the Council/Agency may determine.
Analysis: This resolution is being prepared in compliance with Section 303 of the City
Charter, and would move the televised/business portion of the City Council/Redevelopment
Agency regular meetings from 7:00 P.M. to 6:00 P.M. with the work/study/closed sessions
portions of the meeting to begin at 4:00 P.M.
Establish a policy for items not completed during the business portion of the regular
meetings on the first and third Monday of each month. This policy would provide that if
scheduling permits these items would be carried forward to an adjourned meeting to
commence at a time and place to be announced at the time of the adjournment.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH FIXING THE TIME
OF CITY COUNCIL MEETINGS
WHEREAS, Resolution No. 96-26 adopted by the City Council on March 25, 1996, set the
starting time for regular meetings to be 7:00 p.m.; and
The length and significance of agenda items often requires the meetings to extend past
midnight; and
Members of the public who want to address items that are on the latter part of the agenda
must stay late until their items are presented; and
The City Council now desires to adjust the starting time of the meeting to 4:00 p.m. with the
business and public comments portion of the meeting to commence at 6:00 p.m.,
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington
Beach as follows:
SECTION 1. City Council meetings shall be held at the hour of 4:00 p.m., in Room B-8 of
the Civic Center, with the business and public comments portion of the meeting to begin at 6:00
p.m. in Council Chambers.
SECTION 2. No meeting shall continue beyond 11:00 p.m. without a majority vote of the
City Council.
SECTION 3. All portions of Resolution No. 96-26 in conflict herewith are repealed.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the 6th day of December , 200 4 .
