Councilman Garofalo, at the request of Councilwoman Dettloff, reported on the concept of
using a General Obligation Bond.
Councilman Leipzig stressed the importance of infrastructure needs and presented examples
by referring to sewer related issues.
Councilmen Leipzig and Harman stated that they wished to see more facts and details prior to
making decisions.
Councilman Harman stated that he would like to see another look at reducing expenditures
prior to raising revenues.
Discussion of sales of property were held and Deputy City Administrator Franz reported that
there were limited areas such as rights-of-way on some property along Utica Avenue. He
reported on reviewing the terms of leases.
Councilwoman Dettloff stated that she believed a Study Session may be needed regarding the
impact of Budget cuts, citing the impact that she knows there would be if, for example, five
Senior Outreach personnel were cut.
Discussion was held between Councilman Garofalo and Councilman Leipzig regarding steps
needed to develop a budget.. Further discussion.was.held regarding the process of balancing
the budget.
The City Administrator stated that more information and recommendations would be provided
to Council at a future meeting, such as possible service cuts and revenue sources.

Resolution No. 271 Adopted Establishing The Time Of City Council And Redevelopment
Agency Meetings And Meeting Procedures .-
The City Council considered a communication from the City Administrator and City Clerk
transmitting pursuant to Council direction, Agency Resolution No. 271 and Council
Resolution No. 96-26 which would change the starting time of.the business and public
comments (televised) portion of-the.Council/Agency meetings from 6:30,p.m. to 7:00 p.m. due
to the amount of time consumed by Closed Session items causing the meetings not to begin
on time and the public to wait.
A motion was made by Green, second Dettloff, to adopt Council Resolution No. 96-26 - "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH FIXING
THE TIME OF CITY COUNCIL MEETINGS." ; and Agency Resolution No. 271 - "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON
BEACH FIXING THE TIME OF REDEVELOPMENT AGENCY MEETINGS." and thereby:

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF HUNTINGTON BEACH AMENDING THE DAYS OF
REGULAR AGENCY MEETINGS BY ADDING THE FOURTH
MONDAY OF EACH MONTH AS A WORK STUDY SESSION
The Redevelopment Agency of the City of Huntington Beach resolves as follows:
Section 1 of Resolution No. 147 entitled, "A Resolution of the Redevelopment Agency
of the City of Huntington Beach Fixing the Time and Place of Regular Meetings, Appointing
Officers and Providing for Use of Services and Facilities of City Departments," is hereby
amended to read as follows:
SECTION 1. Regular meetings of the Redevelopment Agency shall be
held every first and third Monday of each month at the hour of 6:30
p.m. in the Council Chambers in City Hall, 2000 Main Street,
Huntington Beach, California. The fourth Monday of the month shall be
set aside for a work study session by the Redevelopment Agency and
shall be held at the hour of 6:30 p.m. In all respects meetings of said
Redevelopment Agency shall comply with the Ralph M. Brown Act
(California Government Code §54950, et seq.). Except as otherwise
provided by the Community Redevelopment Law (Califomia Health and
Safety Code §33000, et seq.), the rules of procedure for the City
Council as set forth in the Charter of the city shall also apply to the City
Council acting as the Redevelopment Agency insofar as such rules can
be made applicable.

RESOLUTION NO. 6588
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH AMENDING SECTION 1.03.01
OF THE CITY COUNCIL MANUAL RELATING TO THE
TIME OF CITY COUNCIL MEETINGS
WHEREAS, Resolution No. 4330 adopted a City Council Manual on September
20, 1976, and Section 1.03.01 sets the time for regular meetings at 5:00 p.m.; and
Since then, such time has been amended several times, the last by Resolution
No. 6547 to 5:00 p.m.; and
The City Council now desires to reaffirm that the time for regular meetings to
convene is 5:00 p.m., with the business and public comments portion of the meeting to
commence at 6:30 p.m.; and
The City Council further desires to hold work study sessions on the fourth
Monday of the month at 6:30 p.m. in room B-8 or Council Chambers at the Huntington
Beach Civic Center; and
The City Council would also like to reaffirm that meetings which continue
beyond 11:00 p.m. require a majority vote to do so; and
The City Council desires to modify the existing policy pertaining to items not
acted upon at regular meetings of the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Huntington Beach that City Council meetings shall be held at the hour of 5:00 p.m., in
Room B-8 of the Civic Center, with the business and public comment's portion of the
meeting to begin at 6:30 p.m. in the Council Chambers of said city on the first and third
Mondays of each month, provided that any time any regular meeting falls on a holiday,
such regular meeting shall be held on the next business day; and, the fourth Monday of
the month is set aside for City Council work study sessions
No meeting shall continue beyond 11:00 p.m. without a majority vote of the
Council: and
Items not acted upon at a regular meeting will be carried forward to the next
business day, or another day if agreed to by a majority of the Council, to commence at
6:30 p.m. in the Council Chambers.

(City Council/Redevelopment Agency) Opposition To Senate Bill 1626 (Senator Kopp) -
Additional Restrictions Upon Redevelopment
The City Council considered a communication from the Economic Development Director
regarding Senate Bill 1626 which would place additional restrictions upon redevelopment
including the payment of in-lieu taxes for Agency-held property.
David Biggs, Economic Development Director, reported that there are some good elements but
the portion of the bill regarding payment of in-lieu taxes would cost the city thousands of
dollars. He presented examples.
Councilman Garofalo recommended that.Senator Ross Johnson and the League of Cities be
enlisted to assist the city on this issue:
On motion by Harman, second Dettloff, Council opposed Senate Bill 1626 and authorized the
Mayor to transmit, on behalf of the city, position letters in opposition to Senate Bill 1626, to the

Statement of Issue: On March 18, 1996, the City Council directed the preparation of a
resolution to change the starting time of the business and public comments (televised)
portion of Council/Agency meetings from 6:30 p.m. to 7:00 p.m. This change is due to the
amount of time consumed by closed session items causing the meetings to not begin on
time and the public to wait. This resolution includes a policy for items not completed at the
regular meeting, and changes the fourth Monday of each month from a regular meeting to an
adjourned meeting.

of each month would no longer be set as a regular meeting at a regular set time; however,

Establish a policy for items not completed during the business portion of the regular
meetings on the first and third Monday of each month. This policy would provide that if
scheduling permits these items would be carried forward to an adjourned meeting to
commence at a time and place to be announced at the time of the adjournment.

STATEMENT OF ISSUE
In fact, the public portion of the City Council meeting almost always begins at 7:00 p.m.
due to the length of closed sessions. It is irritating to both the viewing public and those
attending the Council meeting when the meeting begins 30 minutes late. A change to the
7:00 p.m. starting time would be an adptation to the existing reality.

Huntington Beach is seven; that the foregoing resolution was passed and adopted by the
affirmative vote of at least a majority of all the members of said City Council at a regular
meeting therof held on the 18th day of April, 1994, by the following vote:

RESOLUTION NO. 6588
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH AMENDING SECTION 1.03.01
OF THE CITY COUNCIL MANUAL RELATING TO THE
TIME OF CITY COUNCIL MEETINGS
WHEREAS, Resolution No. 4330 adopted a City Council Manual on September
20, 1978, and Section 1.03.01 sets the time for regular meetings at 5:00 p.m.; and
Since then, such time has been amended several times, the last by Resolution
O No. 6547 to 5:00 p.m.; and
The City Council now desires to reaffirm that the time for regular meetings to
convene is 5:00 p.m., with the business and public comments portion of the meeting to
commence at 9.99 p.m.; and d P%-
The City Council further desires to hold/f<ork study sessions�on the fourth
Monday o e mon at :30 p.m. in room B-8 or Council Chambers at the Huntington
Beach Civic Center, and S pM
The City Council would also like to reaffirm that meetings which continue
beyond 11:00 p.m. require a majority vote to do so; and
The City Council desires to modify the existing policy pertaining to items not
acted upon at regular meetings of the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Huntington Beach that City Council meetings shall be held at the hour of 5:00 p.m., in h
�A Room B-8 of the Civic Center, with the business and public comments portion of the ti
meeting o egm a ".9 p.m. in the Council Chambers of said city on the first and third
Mondays of each month, provided that any time any regular meeting falls on a holidaypi,---v
such regular meeting shall be held on the next business day; and, the fourth Monday of
.the month is set aside for City Council work study sessions
No meeting shall continue beyond 11:00 p.m. without a majority vote of the
Council: and
Items not acted upon at a regular meeting will be carried forward to the next
business day, or another day if agreed to by a majority of the Council, to commence at
6:30 p.m. in the Council Chambers.

Resolution No. 6547 is hereby repealed and all other resolutions inconsistent
herewith are hereby repealed.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting thereof held on the 18th day of_April , 1994.
