Statement of Issue: The Centennial Celebration Committee has reviewed proposals from
float builder approved by the Tournament of Roses and recommends Festival Artists be used
to build the City's float for the 2009 Tournament of Rose Parade.
Funding Source: an March 3, 2008, the City Council approved the expenditure of up to
$200,000 to be used to build the float for the 2009 Rose Parade. The Centennial Celebration
Committee is developing a sponsorship package and soliciting donations to pay for the
Centennial events and rose float.
Recommended Action: Motion to: Accept the recommendation of the Centennial
Celebration Committee to select Festival Artists for the Rose Parade Float and authorize the
City Administrator to develop a purchase order, not to exceed $200,000, with the float builder
in accordance with the attached scope of work.
Alternative Action(s): Do not approve the recommendation from the Centennial
Celebration Committee and provide further direction.

Analysis: The City of Huntington Beach has been invited to participate in the 2009
Tournament of Roses Parade to commemorate and celebrate the City's Centennial. The
Centennial Celebration Committee received proposals from the five float builders that are
sanctioned by the Tournament of Roses. From those five, three were chosen for interviews.
The interviews were conducted on April 23, 2008 by Centennial Co -Chairs Steve Bone and
Ron Shenkman, Mayor Pro Tem Keith Bohr, and staff members Janeen Laudenback and
Laurie Payne. Following the interviews, it was unanimous to recommend Festival Artists to
the Centennial Celebration Committee.
At the May 7, 2008 Centennial Celebration Committee meeting, Festival Artists was
presented to the committee for approval. The Centennial Committee, through a process of
consensus, recommended Festival Artists be the float builder for the 2009 Rose Parade
Float.
Strategic Plan Goal. This project will contribute to the goal of Engaging the Community by
providing volunteer opportunities for residents to participate in the decorating of the float.

Produce a float in the upcoming Tournament of Roses parade "Hats off To Entertainment". The
float will feature the City of Huntington Beach and promote their Centennial celebration. The
float will meet all TOFR float rules and regulations set forth in the current TOFR float manual.
The float will be designed, built and operated by Festival Artists Worldwide; primary contact
will be Craig Bugajski. Festival Artists Worldwide will work with the committee on design
selection -and decoration/event opportunities surrounding the float production. .
