Dear Senator Knowland:
Secretary Weeks has asked that I answer your letter of March
20, 1958, with reference to the situation in the oil industry in California, as
he will be away for a few days.. --- -°-
Figures have just been received which were requested from the
Oil and Gas Division of the Department of Interior, copies of which I am en-
closing.
You will note that the independents have only slightly decreased
their production in the period from October 1957 to February 1958, but the
reduction indicated has been almost entirely that of the major companies. I
also found that the imports of crude oil in October 1957 amounted to
201, 500 B/D, but that in February this has been reduced to 132, 900 B/D.
Further inquiry has developed that while crude stocks overall have increased,
the stocks of foreign crude in Region V have decreased by 900, 000 barrels.
The Committee is giving constant study. to the impact of crude
oil imports on our national security. While the recent report made no further
cutback in Region V', the Committee did take into consideration the fact that
imports were much below the amount that had previously been determined to
be adequate to assure sufficient petroleum products in the region and at the
same time to not discourage domestic production and exploration. We feel
that the industry, and especially the major companies, are cognizant of the
necessity for bringing supply more nearly into balance with demand and that
when this is accomplished, a more normal and orderly situation will result.
Captain Carson and his staff in the Department of the Interior,
are constantly studying all phases of the problem and will keep the Committee
informed as to any unusual developments.

an address at which I have not resided for a long
time. It was forwarded to my home address in Santa
Ana and eventually picked up by my son and forwarded

edgment..
I am aware of the plight of the independent oil
producers in Southern California, and have been
urging a voluntary import program by the major oil
companies in order to preserve the contracts of
the .independent producers.

in a newspaper, for at least 5 days prior to the
hearing.

oil imports, I wish to advise you that the Secretary of
Commerce responded favorably to my request of May 2 for
a review of the voluntary quotas established in Region V.
This of course embraces California.
She Secretary wrote to me that the Special
Cabinet Committee to Investigate Crude Oil Imports had
requested that the Secretary of the Interior reappraise
the supply-demand situation relating to crude petroleum
in Region V immediately, with special reference to the
impact of the new Four Corners pipeline. Me survey
is now under way.

Dear Mr. Henricksen:
This is just a note to thank you for your letter of
March 4 enclosing a copy of a letter to Captain Carson, Adminis-
trator of the Voluntary Oil Import Program.
Everyone concerned with this situation is disturbed about
it. As you know, at the request of the President, the great majority
of the importing companies have voluntarily restricted their importa-
tion of crude oil, some even below the allocated levels. The unfor-
tunate part is that anticipated increase in demand for petroleum
products actually has turned into a decrease of about the same amount,
with the result that the overall effect on the whole economy has been
depressing, to say the least.
The Cabinet Committee on Crude Oil Imports, under the
Chairmanship.of Sinclair Weeks, is continuously studying this prob-
lem in the interest of national security. In a recent report to the
President, this Committee stated that the maintenance of a healthy,
dynamic domestic oil industry is a necessary component of national
security and that imports must not be in such degree that they would
threaten our security posture..
There is reason to believe that the Committee will make
further recommendations in the near future that will be of assistance
in correcting the situation, and I can assure you that the Administra-
tion will continue to give attention to this problem.
It was a pleasure to hear from you and I appreciate very
much having the benefit of your comments on this important subject.

Dear Sir:
It has come to our attention that local independent oil,
operators cannot sell their crude oil because oil contracts
have been cancelled which in effect, is detrimental to -good
business conditions and will, if allowed to continue, damage
our entire economy.
Excessive oil imports from foreign lands into .Calif ornia
are basically the cause of our present unstable condition, as'
it applies to the independent oil operator and .producer.
Huntington Beach, California is in a tied position for
being the second largest producing oil field in the State of
California and. for this reason, the cancelling of oil contracts
with no sale for productive crude oil and oil tanks full is
now bringing about a state of chaos, loss of income and loss
of original investments.
To explore the situation further, the cancelling of
these oil contracts -is causing unemployment, hurting retail
trade and, in fact - lowering the eco"mic base of the entire
community which will be felt throughout Orange County, Calif-
ornia if it is allowed to continue. 'If- oil contracts are not
upheld now, within 60 days . it will• have a most detrimental
effect.
We believe that the existing excessive imports of
.. foreign oil is primarily the cause which is having an adverse
effect on the market and thus directly affecting the independ-
ent oil producer, o-j,�� 4_� *
May we suggest that you, through your good offices,
evaluate our problem in California and balance the production
of crude oil in the United States so that imports of foreign
oil do not destroy our economy.

Seller, and the undersigned corporation, as Buyer, covering well R k B
#1 (formerly AJC #2), Huntington Beach.Oi1 Field, Orange County. the
rights and obligations of which you assumed by reason of your purchase
of said well. The la=izaary term of said Contract expired on October 6.
1957.
Please be advised that under the .provisions of paragraph entitled"Term".
we are herewith serving you with thirty day notice of our intention to
cancel such Contract. Accordingly, such Contract will terminate as of
January 10. 1958.
We regret the necessity of this.action but find that present refinery and
transportation economics are such that we cannot process your crude
oil on a profitable basis. Please be assured of our appreciation for the
amicable business relationship had between us in the past.
