HomeMy WebLinkAboutAscon Landfill Site - Third Study Session - 02-19-2013 Updat Southern California Cleanup Operations Branch Third Study Session for Ascon Landfill Site February 19, 2013 o Responsible Parties (RPs) and DTSC working collaboratively to refine Draft Remedial Action Plan (RAP). • Revised Feasibility Study (RFS) approved in 2007. The RFS evaluated numerous alternatives to remedy the site. As concluded in the RFS, the "preferred alternative" consists of partial source removal with reconsolidation of materials under a protective cap. • Continued refinement of the Draft RAP, which provides a detailed description of the components required to implement the preferred alternative. • The forthcoming CEQA process will determine whether the preferred alternative or another alternative will be implemented as the final remedy for the site, in consideration of input from the public and the City. The Final RAP will be subject to approval by DTSC upon completion of public review process pursuant to the requirements of CEQA. 2 } r'! a October 2009 to March 2011 - Interim Removal Measure (IRM) was successfully conducted ■ Workplan and Initial Study/Mitigated Negative Declaration (MND) prepared, circulated for public review, and adopted by DTSC per California Environmental Quality Act (CEQA) ■ Removed/disposed approximately 70,000 cubic yards of tarry materials from on-site Lagoons 1 , 2 and 3 ■ The removal of the tarry materials allowed for collection of geotechnical data from inaccessible lagoon areas to be utilized as part of the RAP ■ Impacts to southern tarplant being mitigated offsite at Fairview Park a On-going periodic monitoring and maintenance 3 a Currently- DTSC continuing to review the design details of the preferred alternative in the Draft RAP and preparing technical analyses required for the Draft EIR, such as a Health Risk Assessment (HRA). a Spring 2013 — Notice of Preparation (NOP) and Initial Study targeted for April 2 , 2013. Scoping meetings to be held to solicit public and agency comments on the scope and content of the EIR within 30-day review period . o Fact Sheets to be distributed to public prior to release of NOP/Initial Study. 4 o Spring/Summer 2013 — Prepare Draft EIR and finalize Draft RAP. ■ The EIR will analyze environmental impacts from the preferred alternative and a reasonable range of alternatives. The EIR to incorporate numerous technical studies prepared by experts (i .e. , air quality, HRA, geotechnical, hydrology/water quality, noise, traffic, etc. ). ■ RAP to define the preferred alternative for the site. Also, RAP will include summary of the regulatory activities (Administrative Record) and the legal basis for requiring remediation of the site (Statement of Reasons). 5 o Summer 2013 — Targeted release of Draft EIR and Draft RAP for public review and comment is August 2, 2013. a Late 2013 - Prepare Final EIR, including Responses to Comments. The nature and extent of public comments will determine Final EIR schedule. a Early 2014 - DTSC Finalizes Findings on EIR, issues Notice of Determination, and approves Final RAP in consideration of the Alternatives analyzed in the EIR, as well as comments raised. a Mid-Late 2014 — Final detailed design plans completed for remedy. Necessary permits obtained from applicable agencies (i.e. , City of Huntington Beach, SCAQMD, etc.) a 2015 — Implementation and construction of the remedy could commence as early as 2015. Construction duration to be determined based on selection of final remedy. 6 Questions?
