In 2007 City Clerk staff served 5,984 citizens, generating a gross revenue estimate of$220,413. Huntington Beach residents constituted the majority of customers (5,065) followed by Fountain Valley (291), Westminster (142), Garden Grove (70) and Costa Mesa (56). The additional 360 customers were from various other cities. The city receives $30.00 (fee set by the U.S. Department of State, Bureau of Consumer Affairs) for each passport processed by the City Clerk's Office and offers photo services at $10 per set of 2. Analysis: It has now been seven years since the City Council approved the City Clerk's Office designation as a Passport Acceptance Facility by the U.S. Department of State. Since inception 28,837 customers have been served in our office. Records have proven that the facility continues to generate revenue. The total revenue since inception in February 2000 is approximately $766,033. REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 1/22/2008 DEPARTMENT ID NUMBER: CK 08-01 The number of passport applicants increased by 2,568 in 2007 from the previous year. This applicant surge was caused by new travel regulations instituted on January 23, 2007 under Phase One of the Western Hemisphere Travel Initiative (WHTI), requiring all U.S. citizens who travel by air to possess a valid passport for travel between the United States and Canada,Mexico, the Caribbean and Bermuda. The rise in number of passport applicants is expected to continue with implementation of Phase Two of the WHTI (date to be determined) that requires all U.S. citizens traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land, rail or sea (including ferries), to present a valid U.S. passport or other documents as determined by the Department of Homeland Security. Passport photo service continues to be a reliable resource for generating revenue. In 2007 4,075 patrons utilized this optional service, generating $40,745 in general fund dollars. Our customers appreciate the convenience of having this service available, allowing them to accomplish their application requirements at one facility. This service alone allowed us to exceed the performance measure of a 5% increase in revenue for 2007. Our challenge this year is to maintain our commitment to provide the highest level of customer service to our patrons, and to increase passport acceptance revenue by 10%. We expect this measure to be met through an anticipated increase in applicants, created through expanded advertising in a variety of local publications.
