Statement of Issue: Section 4 of the Bylaws of the Huntington Beach Mobile Home
Advisory Board (MHAB) states that the Board shall report to the City Council on its activities,
including the number of meetings held, attendance, and issues addressed. Attached for City
Council review are such reports for the years 2005 and 2006 along with meeting notes for
each MHAB meeting during this period.

Analysis: The Mobile Home Advisory Board (MHAB) is an advisory body to the City Council
that works to ensure the quality of life in Huntington Beach mobile home parks. The MHAB
addresses issues that affect the City's 18 mobile home communities by providing a forum for
communication among mobile home residents, park owners, and the City Council. The
issues raised vary depending on the current events taking place and the needs of mobile
home residents and park owners. From time to time, the Board works to mediate certain
disputes that arise between mobile home residents, managers or park owners or to
investigate matters that may be affecting them.

3. Approval of the Meeting Notes for the Regular Meeting of October 25, 2004
Pauline Robison motioned and Steve Gullage seconded approval of the Meeting Notes for the
Regular Meeting of October 25, 2004. The motion passed (6 ayes, 0 opposed, 2
abstention, 1 vacant).
4. Public Comments
a. Speaker, a resident of Huntington Mobile Estates, updated the Committee with regard
to current law suits against the owner of Huntington Mobile Estates. The Speaker
also related that there had been some improvements to the park as a result of an
inspection by HCD but added that they were only "band-aid" repairs, that the real
problems had not been taken care of. Speaker said that there had been black-outs
and brown-outs due to electrical panels that still need work and indicated that the
poles supporting the panels are not secure. Speaker complained of mud and
compaction problems, large sink holes, gas leaks and an over-sized mobile home unit
that was affecting access to and from parked vehicles and distributed copies of
photographs of the newly noted problems. Barbara Boskovich stated that she would
arrange a meeting with Council Liaisons, Dave Sullivan and Debbie Cook to apprise
them of the problems in Huntington Mobile Estates.
b. Speaker stated that on different occasions management at Huntington Mobile Estates
had failed to inform the residents that water and gas line work was being done within
the park. Speaker added that, because residents did not have the opportunity to shut
off the gas valves to their pilot-lit appliances, they were exposed to fire and gas-
inhalation dangers. As a result they experienced headaches and were ill. Speaker
also related that, as a result of recent storms and trenching work done within the
park, water had infiltrated telephone lines, causing disruptions in tenant's phone
service and a phone box explosion. Speaker expressed concern that the "main"
electrical and phone lines were located in an area saturated with water and mud.
C. Speaker, addressing the board, expressed the desire that Huntington Mobile Estates
assume responsibility for the aforementioned problems and make corrections.
5. Staff Report— Steve Holtz introduced Terri King as new Staff Liaison and mentioned that this
was to be his last MHAB meeting. Gustavo Duran supplied the Board with a
brief description of Terri King's background.
6. Old Business
a. Mobile Home Park Conversion Ordinance — Steve Holtz informed Board Members
that the City Council had adopted the new Conversion Ordinance and that copies of
the ordinance were available to all in attendance. At Daniel Kittridge's request, Steve
Holtz reviewed the changes that had been made to the Conversion Ordinance.
b. Update on Huntington Mobile Estates Community Meeting — Chairperson Boskovich
stated that she would update new Council liaisons, Dave Sullivan and Debbie Cook,
with regard to the problems and history of Huntington Mobile Estates, including the
Speakers' comments received this evening. Thomas Sobek mentioned that there
was graffiti on the exterior wall surrounding Huntington Mobile Estates. Steve Holtz
stated that he would refer the graffiti problem to the appropriate department.
7. New Business
a. Review of State Committee Complaint Form — Steve Gullage described the
committee that he worked on, along with Senator Dunn, to create the new Complaint
Form and mentioned that the purpose of the new form was to improve communication
between park owners and residents. The Board discussed whether the City's existing
complaint form was being used by park residents and whether or not there was a
need for a new form. It was decided that the issue would be tabled for the time being
and that the existing complaint form would be used for now.
b. Approval of MHAB 2004 Annual Summary Report to the City Council —The MHAB
2004 Annual Summary Report to the City Council was approved by the Board.
Motion passed (8 ayes, 0 opposed, 1 vacant)
8. Member Comments
a. Mark Porter asked if the name and address of park owners was available to park
residents, adding that, if so, residents could send their complaints directly to their
park owner instead of the manager. Steve Holtz replied that many park owners had
their mail sent to the actual park office address. Pauline Robison commented that
many managers don't forward information and complaints to the park owner. Steve
Kato stated that he rarely received complaint forms and added that park owners don't
typically see problems such as the ones taking place in Huntington Mobile Estates.
9. Next Agenda
a. Report on meeting with Liaison Council Members Sullivan and Cook.
b. Update on Huntington Mobile Estates.
10. Adiournment
Craig Houser motioned and Daniel Kittredge seconded adjournment of the meeting to the
February 28, 2005 meeting date. The motion passed (8 ayes, 0 opposed, 1 vacant). The
meeting was adjourned at 7:37 PM.

Steve Kato motioned and Craig Houser seconded approval of the Meeting Notes for the
Regular Meeting of January 24, 2005. The motion passed (7 ayes, 0 opposed, 0
abstention, 1 absent).
4. Public Comments
a. Speaker complained that cameras had been installed in Huntington Mobile Estates
without noticing of the residents. Speaker stated that one camera was located across
from her home which she felt was an invasion of her privacy. Speaker was told that
the cameras were installed as a preventative measure with regard to crime.
Committee Member Steve Gullage replied that park residents, especially female park
residents, feel more safe with the cameras. Steve Kato added that the cameras
provide a better opportunity to identify those involved in criminal activity occurring
within the park.
b. Speaker inquired as to the committee's actions regarding a prior complaint in
connection with the manager of Huntington Mobile Estates. Chairperson Barbara
Boskovich replied that she personally spoke to the park owner regarding the incident,
requesting that he address the serious problems in his park. She added that a
meeting on the subject was held with the park owner and manager, City Council and
Staff Liaisons, the HB Chief of Police, and herself. A subsequent community meeting
was also scheduled but never held, due to the lawsuit initiated against the park owner
by the speaker.
5. Staff Report— Terri King announced to committee members that Gus Duran had retired from
the City and would no longer be attending Mobile Home Advisory Committee
meetings. She also distributed the City of Huntington Beach Code of Ethics to
MHAB Members for their review and signature.
6. Old Business
a. Update on Huntington Mobile Estates —The Board asked that a summary of the June
8, 2004 meeting between Council Liaison Connie Boardman, Huntington Mobile
Estates park owner, Don Castleman, and park manager Jack Schlinsog, be
distributed for future discussion.
b. Update on Meeting with Council Liaison members Sullivan and Cook 2/24/05 —
Chairperson Boskovich stated that she met with City Council Liaisons, Dave Sullivan
and Debbie Cook on February 24, 2005 and discussed current mobile home issues
and the general direction to be taken by the MHAB. She stated that the Committee
was advised to invite speakers to present mobile home-related subjects of interest for
future MHAB meetings in an effort to inform and educate members and guests on
their perspective rights and responsibilities. In addition the Committee was
encouraged to prepare a Frequently Asked Questions (FAQ) sheet that summarizes
commonly raised mobile home issues and/or questions. The FAQ sheet will be made
available to guests at future MHAB meetings and on the City's website.

8. Member Comments
a. Steve Kato expressed concern that there be an adequate number of guests in the
audience for future speakers invited to present at MHAB meetings. Steve Gullage
replied that there are 2200-2500 flyers delivered each month to mobile home parks
announcing the MHAB meeting date and time. He added that information on a guest
speaker and subject matter could easily be added to these flyers.
b. Committee Member, Tom Sobeck distributed a copy of the current list of emergency
and informational telephone numbers posted at Huntington Mobile Estates. He stated
that most of the numbers needed to be updated. Chairperson Boskovich stated that
the list should be sent to the park manager with a request that the numbers be
updated.

28, 2005 meeting date. The motion passed (7 ayes, 0 opposed, 1 absent). The meeting

REQUEST FOR CITY COUNCIL ACTION

As required by the Bylaws of the MHAB (Attachment 1), which were approved by the Council
in June of 1996, the Board shall submit for Council review a report of its annual activities.
The report is intended to describe the Board's activities, including the number of meetings
held, attendance, and issues addressed. The summary report for 2005 (Attachment 2) is
being submitted along with the summary report for 2006 (Attachment 3). Along with both
summary reports is a copy of the meeting notes for each MHAB meeting during these
periods.
Strategic Plan Goal: The attached Summary Reports of the MHAB are evidence of the
City's ongoing efforts to encourage community involvement, dialogue, and outreach in the
mobile home community. MHAB board members go to great lengths to educate the mobile
home community by including guest speakers with interesting and valuable mobile home-
related information at MHAB meetings. MHAB meetings function as a forum for open
communication, afford the opportunity to become involved in current mobile home-related
issues, and are a way for mobile home residents to access information and offer an opinion if
they so desire. For this reason, the ongoing activity of the MHAB and the submission of the
MHAB 2005 and 2006 annual reports meet Strategic Goal E-1 "Engaging the Community".

BYLAWS .
HUNTINGTON BEACH MOBILE HOME ADVISORY BOARD
ARTICLE I: MEETINGS
Section 1. Board Meetings
1. Regular meetings shall be held on the forth(4th)Monday of each month at [time] and [place].
2. Special Board meetings may be convened by the Chair or by written request by three (3)or
more of the members of the Board.
Section 2. Officers
The officers of the Mobile Home Advisory Board are the Chair and Chair Elect. The officers
shall be selected from the three independent members of the for a one year term. Once officers
are elected, after the first-year, the Chair Elect shall rotate to Chair, and a new Chair Elect shall be
elected
Section 3. Duties
1. Chair:
The Chair shall preside at all meeting and serve as the official spokesperson of the Board and
carry out the decisions of the Board.
2. Chair Elect:
The Chair Elect shall assume all duties of the Chair in any absence of the Chair or until any
vacancy in that office is filled.
3. Chair Pro-Tempore:
Chair Pro-Tempore shall be elected by ballot(for that meeting only), in the event of absence
of the Chair, Chair Elect, and the third independent member.

Section 4. Annual Report
The Board shall prepare a report annually for the City Council for review. The report shall
include, but not be limited to the following information:
• Number of meetings held
• Board member attendance
• Staff support and involvement
• Number of written complaints by citizens and/or request for Board assistance
• Action and activities
• Review expenses incurred and any recommended budget allocation request for the
following year.
Section 5. Meeting Procedures
l. Minutes (written and audio) shall be kept of all Board meetings by city staff and approved
by the Board.
2. -Public comments shall be heard at the beginning of each Board meeting. Each public
comment shall be allotted a maximum of five (5) minutes.
Section 6. Representation
No Board member shall act in an official capacity as a representative of the Board unless directed
to do so by a majority vote of all member of the Board. Only authorized business cards shall be
issued to or used by Board members.

4. Public Comments
a. Speaker welcomed Staff Liaison, Terri King, to the MHAB and thanked City Council
Liaisons, Debbie Cook and David Sullivan for attending the meeting. Speaker also
recommended a local bank for the refinancing of mobile homes.
5. Staff Report—Terri King announced to committee members that the Director of Economic
Development in Huntington Beach, David Biggs, had resigned and that former
Staff Liaison, Steve Holtz, is now Manager of the City's Real Estate Division.
6. Old Business
a. Update on Huntington Mobile Estates —There were no updates to report with regard
to Huntington Mobile Estates.
7. New Business
a. FAQ Sheet— Discussion of Issues and/or Questions -- Chairperson, Barbara
Boskovich, stated that she had met with Staff Liaison, Terri King to "brainstorm" ideas
for a MHAB Frequently Asked Question (FAQ) list to be available in print and online.
She showed members a copy of an existing FAQ (from another City department)
available at the City of the Huntington Beach official website. Members agreed that a
similar FAQ sheet available online would be beneficial to mobile home owners and
the general public but stressed that the same information must be made available in
print to accommodate those who do not have computers at their disposal. Members
requested that Staff Liaison, Terri King, check to see if City "webmaster" resources
are available for an online FAQ and to see if links can be incorporated to direct
interested ones to MHAB meeting times, agendas, and other mobile home-related
information.
b. Speakers for Future MHAB Meetings --Chairperson Boskovich mentioned that future
meetings with guest speakers could be held at different mobile home park club
houses in order to better serve park residents. Members responded with concern
over the lack of parking within the parks and the problems associated with the
notification of alternating meeting locations. Board Member, Daniel Kittredge,
suggested that the Board assign a liaison for each mobile home park in Huntington
Beach to help distribute printed information within their respective park regarding
MHAB meeting times and items for discussion. Board Member, Steven Kato
suggested online disclosures relating to the responsibilities associated with mobile
home ownership and the mobile home park living environment. Chairperson
Boskovich requested that Members write down their ideas for guest speakers and
send the list to Staff Liaison, Terri King, who will consolidate the list and add it to the
agenda for the April 25th, 2005 MHAB meeting.

5. Staff Report — Terri King distributed the City of Huntington Beach ("City") Code of Ethics to
Board Members and collected signatures of acknowledgment. She also
updated members with regard to requested copies of park inspection records
from the Department of Housing and Community Development in connection
with Huntington Mobile Estates, mobilehome park wall graffiti removal
services offered by the City and the City's general response to the Board's
request to utilize the City's website to disseminate mobile home-related
information to the public.
6. Old Business
a. Frequently Asked Questions ("FAQ") Sheet— Staff Liaison, Terri King, distributed a
list of possible questions which could be considered in the new online FAQ Sheet.
Board Member Steve Gullage requested that the City's Ordinance regarding
temporary subletting of a mobile home in the event of illness or vacation also be
included as a FAQ question and that the document be made available online within
the FAQ through a website link. The Board requested that an initial draft of the FAQ
questions be prepared by Staff Liaison, Terri King, for the next meeting.
b. Speakers for Future MHAB Meetings—Board Member Thomas Sobek motioned that
the Board hear a 10-minute long presentation from a representative from the Orange
County Water District at the May 23`d MHAB meeting. The motion passed (6 ayes,
0 opposed, 0 abstention, 2 absent).
7. New Business
a. Vector Control Issues—Board Member, Mark Porter, discussed the need for updates
with regard to the prevention of the West Nile Virus and other targets that might be
identified by the Orange County Vector Control and requested that a representative
from the County Vector Control Program be invited to speak at a future MHAB
Meeting. Staff Liaison, Terri King, said she would try to locate such an individual and
invite them to speak.
8. Member Comments
a. Members discussed improvements made to the Huntington Mobile Home Estates
Mobile Home Park, including a newly painted exterior wall and new lights.

5. Staff Report
a. Staff Liaison, King informed Board Members that the scheduled speaker from Orange
County Vector Control had to reschedule due to illness. She announced that a
speaker from the Orange County Water District was present to speak about the
"Groundwater Replenishment System". King added that questions 1-10 of the
Frequently Asked Questions (FAQ) had been edited and were ready for approval by
Board Members for insertion into the City of Huntington Beach official website.

a. Frequently Asked Questions ("FAQ") Sheet—Board Member Tom Sobek requested
that an email link to Staff Liaison, Terri King, be added to the FAQ in case the public
has questions or comments. Board Member Steve Kato requested that the FAQ be
monitored to record the number of online "hits" received. It was also decided that any
future questions and information being added to the FAQ should be presented to
Board Members for approval prior to insertion onto the City's website. Board Member

C. Update on Huntington Mobile Estates-Inspection/Complaint Reports—Board
Members reviewed the only report available from the HCD with regard to the mobile
home fire that occurred in Huntington Mobile Estates in 2003.
7. New Business
a. Guest Speaker-Rebecca Long of the Orange County Water District spoke to Board
Members and guests regarding the "Groundwater Replenishment System", a water
purification system that is helping to meet Orange County's future water needs.
b. MHAB Board Member Recruitment-Chairperson Boskovich commented that she
would work with Staff Liaison King to set up a meeting with City Council Liaisons,
Cook and Sullivan, to discuss the current configuration of the Board.

a. Chairperson Boskovich suggested that a second public comment session be added
to the MHAB meeting format, in between the "Member Comments" and "Next
Agenda" portions of the meeting format, so guests can comment on issues that are
relevant to the current meeting agenda or request that an item be added to the next

not it is appropriate to add another oral communication session and added this issue
to the next MHAB meeting agenda for discussion.

a. Speakers for Future MHAB meetings. It was announced that the guest speaker for

control. Chair, Barbara Boskovich, reminded the board that it was decided at a
previous meeting that future scheduled meetings will not be cancelled regardless of
whether or not there is a quorum.

a. Guest Speaker-Tawnia Pett of the Orange County Vector Control District spoke to
Board Members and guests regarding the prevalence of West Nile Virus in
Huntington Beach and how to prevent being bitten by mosquitoes that carry the virus.
b. MHAB Board Member Recruitment-Chairperson Boskovich commented that
applications were now being accepted to fill the vacancies on the MHAB. She invited
guests to apply and encouraged them to tell others about the opportunity.
C. Possible Reconfiguration of MHAB Constituency Representation-Chairperson
Boskovich informed members that she and Staff Liaison, Terri King, were unable to
meet with City Council Liaisons, Cook and Sullivan, until Tuesday, July 26th. She
explained that they would have a better idea of how the City wants the Board to
continue after the meeting.
d. Possible Reconfiguration of MHAB Meeting Format to Accommodate Additional
Public Comment Session-The Board discussed whether or not to include an
additional public comment session in the general MHAB meeting format, following the
Member Comments segment of the meeting. Kittredge questioned the benefit of
such a session. Boskovich explained that the current meeting format allows a guest
to speak at the beginning of a meeting, after which the guest, if they wish to have an
item agendized, has to wait an additional month for the discussion to take place. Mark
Porter suggested that it be tried on a trial basis or that the new meeting format
include a "sunset provision" to weigh the effectiveness of such an action. Steve
Gullage motioned that the Board add a second, 3-5 minute, guest comment session
into the MHAB meeting format beginning with the August 22, 2005 meeting. Tom
Sobek seconded the motion. The motion passed (4 ayes, 2 opposed, 2 absent).
8. Member Comments
a. Chairperson Boskovich noted that this was the last meeting for Members, Tom Sobek
and Steve Kato, who were leaving after having served two full terms. Tom Sobek
commented that he had enjoyed serving on the Board. Steve Kato also made his

a. Staff Liaison, Terri King, updated Board Members with regard to the status of the
Frequently Asked Questions and distributed print-outs depicting how mobile home
and MHAB information can be accessed on the City's website. She also updated
Board members with regard to the recruitment of MHAB Board members, adding that
three applications had been received, which would be forwarded to City Council
Liaisons, Debbie Cook and David Sullivan following the August 31st deadline.
6. Old Business
a. Reconfiguration of MHAB Board—Chairperson Boskovich informed Board Members
that, at a meeting held on July 26th with City Council Liaisons, Debbie Cook and Dave
Sullivan, it was decided that 1) reconfiguration of the Board would not be entertained
at this time; 2) park owner member positions will remain vacant until filled; 3)future
MHAB meeting quorums will be calculated using the total number of active, filled
Board members; and 4) MHAB meetings with guest speakers will not be cancelled
because of a lack of quorum. She stressed, however, that voting should not take
place without the presence of a quorum.
b. Speakers for Future MHAB Meetings—Board Members reviewed the list of future
potential speakers. Member, Steve Gullage, requested that the speaker for the
September MHAB meeting be an expert on mold infestation and remediation since
HCD had made recent determinations with regard to this health issue and the
liabilities associated with it. It was also determined that the speaker for October be,
specifically, a mobile home lending representative and that a City of Huntington
Beach Housing Rehabilitation Loan representative be asked to speak at the
November meeting.
7. New Business
a. Guest Speaker-Pest Control, Jeff Beckheimer "Beck" from Environment Termite
Control—Guest speaker, Jeff Beckheimer related information and answered
questions on termite infestation prevention and pest control.
b. MHAB Meeting Locations—Chairperson Boskovich related that Cook and Sullivan
were in agreement with holding future meetings at various mobile home park
locations in Huntington Beach on a quarterly basis in order to make the meetings
more accessible to seniors. Member, Steve Gullage offered to find an off-site mobile
home park location for the October MHAB meeting.
8. Member Comments
a. Steve Gullage reiterated his concern over the presence of mold and the fact that mold
was considered by the State of California Housing and Community Development
Department (HCD) to be nothing more than a "natural phenomena." Gullage said he
would be doing more research and would report on these issues at the next MHAB
meeting.

remarking that three applications had been received as of the August 31St deadline,

Sullivan for their consideration and recommendation. It was also mentioned that a
legal question was being presented to the City Attorney with regard to one of the
applications qualifying as a Park Owner.
7. New Business
a. Guest Speaker-Mold Infestation and Remediation—Bob Martin and Mike Britton from
ServPro related information and answered questions on mold infestation and
remediation and the health issues and the liabilities associated with it. Guest
speakers stressed that water and moisture were the real cause of mold, stating that
these factors must be controlled in order to prevent the return and spread of mold.
b. Offsite MHAB Meeting Location for October—Member, Steve Gullage, confirmed that
the October 24t" MHAB meeting could be held at the Los Amigos Mobile Home Park
Clubhouse located at 18601 Newland Avenue in Huntington Beach. Members
requested that an announcement regarding the meeting location and agenda be
prepared and distributed to all mobile home parks and that it also be placed, in bold
letters, on the MHAB online meeting agenda.
C. Speaker for October Meeting—Chairperson Boskovich reiterated that the planned
Guest Speaker for the October 24th meeting will be a representative from the
mortgage/banking industry who will present refinance options available to mobile
home owners.

a. Member, Steve Gullage, informed the Board that the State of California Housing and
Community Development Department (HCD) would be doing a second assessment of
the mold infested environment beneath one particular mobile home. He commented
that, because the mold was present at the time the home was purchased, state-
mandated disclosure requirements may not have been met.
b. Member, Dan Kittredge, requested that contact information on guest speakers be
added to the Mobile Home Information section of the City's Website.

a. Speaker asked to go on record as stating that she objected to MHAB meetings being
held without the representation of mobile home park owners and asked that the
MHAB by-laws and policies be amended to reduce the number of resident at-large
and park resident members to two in each category. Speaker also requested that
MHAB meetings be held only on an "as-needed" basis and asked for a copy of draft
"Frequently Asked Questions" being considered for the City's website.
b. Speaker expressed appreciation to the Board for arranging the MHAB meeting at the
park in which he lives. He went on to explain the different ways that residents can
access the City's website and mobile home related "Frequently Asked Questions" and
reviewed the current list of questions. Chairperson, Barbara Boskovich and Board
Member, Steve Gullage, informed the audience that they were welcome to submit
potential questions for the Frequently Asked Questions to any Board Member for
consideration by the Board.
5. Staff Report
a. Terri King announced that the City's Ecomomic Development Department now has a
new Director, Stanley Smalewitz.

a. Additional Questions for City Website FAQ—Chairperson Boskovich inquired of
Members whether or not they had additional questions to add to the City's Website
under Mobile Home Information - "Frequently Asked Questions." Members replied
that they had no new questions at this time.
b. Update on Member Recruitment—Staff Liaison, Terri King, informed Board Members
that a staff report had been submitted to City Council asking for the appointment of
two new members to the MHAB: Cynthia Goebel as a mobile home park owner
representative, and Brenda Schock as a mobile home park resident.
7. New Business
a. Guest Speaker-Terri King—Terri King, Assistant Project Manager with the City of
Huntington Beach, presented information and answered questions with regard to the
City's Housing Rehabilitation Loan Program which provides low interest loans to low
and moderate income mobile home park residents for home repairs.
b. Speaker for November Meeting—Terri King informed Board Members that Murphy
Bank would be available as a speaker for the MHAB meeting held on January 23,
2006. Member, Steve Gullage, suggested that a State of California Housing and
Community Development representative be invited to speak at the November MHAB
meeting. Board Members agreed that it would be best to cancel the December
MHAB meeting due to the holidays.
8. Member Comments
a. Member, Steve Gullage, commented on the need for proper drainage underneath
mobile homes to avoid unhealthy mold and mildew. He added that the lack of
responsibility with regard to providing proper drainage within mobile home parks was
becoming a large issue.

a. Speaker commented that he felt the MHAB should meet regularly even if a quorum is
not present. He added that the information being provided by the speakers has been
valuable and informative and has resulted in better meeting attendance. He also
stressed that MHAB meetings provide a forum for mobile home residents to discuss
problems and express their feelings.

5. Staff Report
a. King distributed the City of Huntington Beach Code of Ethics and informed Board
Members that the City was requiring that the Code of Ethics be placed on the next
MHAB meeting agenda for consideration and review. Kittredge asked if item #7 in the
Code of Ethics was new. King replied she would find out.
b. King, informed Board Members that each City Board and Commission would be given
a web page within the City's website. She distributed a list of the information being
required of Boards for placement on their web page. Members requested that a draft
copy of the web page be brought to the next meeting for review and approval.
C. King, informed Board Members that an MHAB Member Application was received from
a park resident, mentioning that, if a park resident Board Member felt the need to
resign, a replacement member might be available, upon approval by City Council.
6. Old Business
a. Additional Questions for City Website FAQ—Chair Boskovich inquired of Members
whether or not they had additional questions to add to the City's Website under
Mobile Home Information - "Frequently Asked Questions." After discussion among
Members, it was decided that a draft FAQ regarding the responsibilities of mobile
home park owners with regard to overly moist soil and mold would be prepared by
Steve Gullage and thereafter presented to the MHAB and City Attorney for approval
before adding it to the MHAB FAQ.
7. New Business
a. Guest Speaker- Richard Lakston of Murphy Bank presented information to Board
Members and guests with regard to mobile home refinance in California.
b. Quarterly Off-Site Meeting Location for March MHAB Meeting — Chairperson
Boskovich stated that the last off-site meeting was very successful and encouraged
the Board to continue seeking a new quarterly mobile home park location for future
meetings. The Board discussed possible future locations for the March MHAB
meeting and instructed King to find a suitable location by talking to various park
owners in Huntington Beach.
C. Speaker for February Meeting—Several possibilities as to future speakers were
discussed: HCD with regard to park owner soil responsibilities; mobile homeowner
insurance; City building or planning officials as to mobile home site approvals and
newer, oversized mobile homes; and Assemblyman, Tom Harmon, on current mobile
home related legislation. It was decided that a representative from a mobile home
insurance firm will be asked to speak at the February meeting.
8. Member Comments
a. Goebel requested that the Board take steps to insure that the City's regulations, as
contained in a recent City resolution that addresses the inspection and follow-up of
street repairs that follow the installation of fiber optics, also include the streets within
the mobile home parks located in the City. Goebel stated that she would follow up
with City Council Liaison, Debbie Cook. King was also asked to investigate the issue.

a. Speaker commented that her home was set-up and approved on overly wet soil in the
Brookside Manor Mobile Home Park. She presented evidence of the moisture
present in her home and asked the Board for assistance in getting the park owner to
take on the responsibilities outlined in the Mobile Home Residency Law with regard to
maintaining safe, healthy and appropriate soil conditions for park residents.

Kittredge motioned and Porter seconded approval of the Meeting Notes for the Regular
Meeting of January 23, 2006. The motion passed (4 ayes, 0 opposed, 0 abstentions, 1

5. Staff Report
a. King informed Board Members that a letter of resignation had been received from
Robison. Chair Boskovich requested that MHAB applications on file from potential
park residents be forwarded to the Council Liaisons for review.
b. King distributed the notice from the City entitled "Looking for Sunshine" to Members.
The intent of the notice "...is to raise awareness of the importance of Open
Government to the public."
6. Old Business
a. City of Huntington Beach Code of Ethics—Members reviewed the Code of Ethics and
turned in their signed acknowledgment sheets for filing. King confirmed that there
had been no major changes to the Code of Ethics.
b. Update on the MHAB City Board and Commission Web Page—Chair Boskovich
requested that the City Board and Commission Web Page make reference to the fact
that there are two opportunities for Public Comments during each MHAB meeting.
1) Approval of the Draft for the MHAB City Board and Commission Web Page.
Porter motioned and Kittredge seconded approval of the Draft MHAB City Board
and Commission Web Page. The motion passed (4 ayes, 0 opposed, 0
abstentions, 1 absent).
C. Review Draft FAQ on "Responsibilities of Park Owners in Connection With Moist Soil
and the Potential of Mold"—King informed the Board that the question was submitted
in writing by Gullage and that the question had been submitted to the City Attorney for
review and an opinion. Chair Boskovich recommended that the matter be postponed
until the next meeting since Gullage was absent.
d. Follow-Up on Verizon Fiber Optics Inspection Issues and City Resolution—Goebel
stated that she had not received a return call from Council Liaisons regarding the
matter. King stated she had been told by the City Public Works and Planning
Departments that the City had no jurisdiction within mobile home parks and would not
be extending the City's contract to include the mobile home parks within the City of
Huntington Beach unless public facilities were located within the perspective park.
Chair Boskovich commented that a permit would no doubt be required of a mobile
home park in order to have fiber optic installed so it would seem logical that the City
would, to a degree, be involved in the inspection process associated with the
installation project. Schock remarked that the City Fire Department enters mobile
home parks to paint curbs, install signs and notices, etc., as if the streets were public
right-of-way. Boskovich asked that a written response to this question be requested
of Council Liaison Cook.
7. New Business
a. Guest Speaker— Byron Hughes of Hughes West-Brook Insurance Agency spoke to
Members and guests about mobile home insurance and the issues of mold, soil
moisture, local flood potential and the limitations associated with legitimate claims.
b. Quarterly Off-Site Meeting Location for March MHAB Meeting — King stated that the
owner of the Skandia Mobile Home Park had generously consented to allowing the
MHAB to hold the March 27, 2006 meeting in the Skandia Park clubhouse.
C. Speaker for February Meeting— It was decided that a speaker from HCD would be
asked to speak at the March MHAB meeting on the subject of "Mobile Home
Inspections--the process, reporting and repercussions for not responding."

Kittredge motioned and Schock seconded approval of the Meeting Notes for the Regular
Meeting of February 27, 2006. The motion passed (4 ayes, 0 opposed, 1 abstention, 1
absent-Porter arrived later).
4. Public Comments
a. Speaker called Board and guest's attention to the filing of a 30-Day Notice of Intent to
File a Lawsuit for the removal of the City's existing Mobile Home Park Conversion
Ordinance. He commented that many people had fought long and hard to create the
ordinance and added that the same type of action was taking place in other parts of
California.
5. Staff Report
a. King informed Board Members that the MHAB member application on file had been
withdrawn. The Board directed King to begin recruitment for three Board positions,
one mobile home resident board member position and two mobile home park owner
board positions immediately.
6. Old Business
a. City of Huntington Beach Code of Ethics—King requested last, signed
acknowledgement from Gullage and advised that the process was now complete.
b. Update on the MHAB City Board and Commission Web Page—Kittredge motioned
and Gullage seconded that the final draft of the MHAB City Board and Commission
Web Page be approved and inserted onto the City's website. The motion passed (6
ayes, 0 opposed, 0 abstentions, 0 absent).
C. City Attorney Review of Draft FAQ on "Responsibilities of Park Owners in Connection
With Moist Soil and the Potential of Mold"—King informed the Board that a Request
for Legal Services (RLS), with the Board's Frequently Asked Question regarding the
question of responsibility in connection with moist soil and the potential of mold on
mobile home sites, had been submitted to the City Attorney but had been withdrawn
at the request of the Director of Economic Development who felt it was not
appropriate to have the RLS issued through the Economic Development Department.
Boskovich commented that the Board is accountable to the City Council and to the
City and is an extension or advisory committee to the City and should have access to
the City Attorney for legal opinions on mob ileho me-related issues. Porter motioned
and Schock seconded that the question be resubmitted for a legal opinion to the City
Attorney for review by whatever channel is deemed appropriate as advised by the
City Council Liaisons, Cook and Sullivan. The motion passed (6 ayes, 0 opposed, 0
abstentions, 0 absent).
d. Follow-Up on City's Perspective of Verizon Fiber Optics Inspection Issues in Mobile
Home Parks—Boskovich and King informed the Board that there had been a mix-up
as to who was going to follow up on the Verizon Fiber Optics Inspection issue, that
subsequently no action had taken on the issue. Goebel related that an article had
appeared in the March 19th Independent about fiber optic installation within the
Landmark senior housing development near Atlanta. Gullage added that the Los
Amigos Mobile Home Park had just finished installing fiber optic throughout the park.
Goebel said she would check and report back to the Board with regard to Landmark's
experience with Verizon. King was asked to follow-up with Council Liaison Cook on
the issue from the City's perspective and report back to the Board at the April MHAB
meeting.
7. New Business
a. Guest Speaker— Sal Poidomani, State of California Housing and Community
Development Department (HCD). Mr. Poidomani presented a slide show on the
inspection process administered by HCD. He also addressed the issue of moisture in
the soils beneath mobile homes, stating that "substantiating evidence" from a
licensed professional (laboratory, etc.) must precede the HCD's taking an
enforcement action. He described measures that can be taken to prevent moisture
and mildew damage. Board Members and guests shared the moisture problems
being experienced in their parks. Mr. Poidomani responded that he would get a legal
opinion on the treatment of high water table conditions within the mobile home parks
by park owners and added that it was the park owner's responsibility to abate water
issues, unless the problem is caused by the mobile home resident.
b. Speaker for April Meeting — It was decided that Terri King, as guest speaker, will
share information regarding the City of Huntington Beach Housing Rehabilitation
Loan Program at the April 24th MHAB meeting.
8. Member Comments
a. Boskovich stated that she would inform Mayor Dave Sullivan of the 30-Day Notice of
Intent to File a Law Suit with regard to the removal of the City's Mobile Home Park
Conversion Ordinance, as related earlier by public speaker.

5. Staff Report
a. King informed the Board that actions had been taken to recruit two mobile home park
owner positions and one mobile home park resident position on the MHAB, including
posting of information at City Hall, the City Library, on the City's MHAB web page, at
mobile home parks throughout the City, and scrolling of the information on the City's
television station, HB-3.
6. Old Business
a. City Attorney Review of Draft FAQ on "Responsibilities of Park Owners in Connection
With Moist Soil and the Potential of Mold"—City Council Liaison, Debbie Cook,
commented that a FAQ regarding mold and moist soil should point readers to mold
abatement experts and to the County Health Department or other governmental
agency responsible for the monitoring of mold infestations and control and treatment
of the adverse conditions associated with mold.
b. Follow-Up on City's Perspective of Fiber Optics Repair and Inspection Issues Within
Mobile Home Parks—City Council Liaison, Debbie Cook, remarked that Verizon was
currently at a stand-still with regard to fiber optic installation activities in the City of
Huntington Beach due to pending legislation involving franchising rights. She
distributed copies of a letter from the San Mateo County Telecommunications
Authority (SAMCAT), originally sent to Assembly Member Lloyd Levine, which
expressed SAMCAT's key concerns with regard to the cable franchise-related terms
being proposed in Assembly Bill 2987. Council Member Cook stated that each city
was different and had individual needs. She said the City had previously been asked
to inspect the installation work done by Verizon but added that Verizon felt it was not
the City's responsibility to do this and had not been cooperative. She stated that the
primary concern behind the request for the City's assistance in this regard seems to
be the potential deterioration of existing roads as a result of Verizon's installation
work. Council Member Cook also informed Members that other technology is being
introduced to the public, technology that may perform better and offer more benefits
than the current fiber optic technology. Boskovich replied that perhaps mobile home
park owners should wait until the current legislation is reviewed and acted upon
before installing fiber optics.
C. Verizon Project Within Landmark Subdivision — Report by Board Member, Goebel—
Goebel reported on the status of the Verizon installation project within the Landmark
(Adult) Community and distributed copies of the article entitled, "Residents Wired for
Choice in Modern World—Senior Community One of First to Enjoy Ultra-High
Broadband Internet that Could Also Deliver Video"(from the Huntington Beach
Independent Newspaper, 03/15/06). Goebel also shared the comments of the
Landmark Manager, Joe Winkler, with regard to the work done by Verizon in the
Landmark community. Goebel offered to arrange a tour of the Landmark facilities by
MHAB Members to view installation work done by Verizon. Gullage described the
fiber optic installation process and added that it had recently been installed in the Los
Amigos Mobile Home Park.
7. New Business
a. Guest Speaker—Terri King, City of Huntington Beach Economic Development
Department, "City of Huntington Beach Housing Rehabilitation Loan Program"—Due
to Board Members' and guests' familiarity with the subject matter it was decided that
the guest speaker would be rescheduled to speak at a future MHAB meeting.
b. Potential Speakers for May MHAB Meeting — It was decided that Gullage and Schock
would invite Senator Joe Dunn and John Tennison to speak at the May 2 or June 26
MHAB meeting on the subject of current legislation affecting mobile home park
residents and mobile home park owners. It was also decided that King would try to
arrange for a guest speaker from the State of California Housing and Community
Development Department, Mobile Home Titling and Registration Division to speak on
mobile home title and registration issues at either the May 22 or June 26 MHAB
meeting, as appropriate. It was also decided that, as discussed prior, Schock would
attempt to secure the Huntington Shorecliff Mobile Home Park clubhouse for the
quarterly, off-site MHAB meeting on June 26.
C. Report on Information Received - Notice of Intent to File Law Suit With Regard to
Removal of Existing City of Huntington Beach Mobile Home Park Conversion
Ordinance—it was announced that, after an investigation, there had not been a
Notice of Intent to File a Law Suit, with regard to the removal of the existing City of
Huntington Beach Mobile Home Park Conversion Ordinance, submitted to the City of
Huntington Beach City Attorney's office.

a. King informed Members that Goebel, though absent, had left a report on the
Members' tour of the Landmark community after installation of fiber optics, for
consideration that evening. She also updated Members with regard to the current
recruitment for MHAB Members, adding that the recruitment will be open through July
31, 2006.
6. Old Business
a. City Attorney Review of Draft FAQ on "Responsibilities of Park Owners in Connection
With Moist Soil and the Potential of Mold"-King informed Board Members that there
had been no response from the City on the Draft FAQ. She added that information
from the County Health Department on mold and what to do if mold is present in your
home had been copied and was available to guests and members that night. Gullage
complained that the issue as who is responsible for damages caused by the moisture
in the soil underneath homes within mobile home parks was not being investigated or
settled. Gullage informed the Board that the State of California Housing and
Community Development Department had also not responded with their legal
department's opinion on the same issue. It was discussed that the remedies to soil
moisture problems can be expensive. Schock mentioned that a number of

mobilehome owners within the Huntington Shorecliff Mobile Home Park have installed
pumps and fans to help remove the moisture from beneath and inside their homes.
Chair Boskovich commented that people need to know who to turn to if they are
experiencing problems with moisture in the soil and directed Gullage to pursue the
moisture/mold legal opinion from HCD to forward to the City Attorney's consideration
in generating an opinion from the City.
b. Verizon Fiber Optics —Boskovich complimented Goebel on her report of their tour of
Landmark. She added that she, as a visitor at Landmark, in looking around the
community, would never have known that fiber optics had been installed. She said
that Landmark felt that the key to their successful installation by Verizon was the
verbiage in their contract requiring, `...that the area of installation be left in the same
or better condition than it was prior to Verizon's installation.' They stated that Verizon
wanted to do a good job to provide an example of the kind of work they do for those
who, in the future, might be considering installing fiber optics in their community.
Porter commented that Landmark had a lot of open space and grass, which served
as an advantage to Verizon. Members noted that it was more obvious elsewhere in
the City where Verizon had installed fiber optics due the discoloration of concrete and
asphalt as it ages.
7. New Business
a. Guest Speaker—Terri King, as guest speaker, shared information regarding the City
of Huntington Beach Housing Rehabilitation Loan Program and distributed
information on the program to guests.
b. Speaker for June Meeting— King and Gullage informed Members that Senator Dunn
and his assistant cannot speak at MHAB meetings because they are held on Monday
evenings. It was decided that Schock would invite a representative from the County of
Orange to speak on mold issues. Gullage suggested that, in the future, a person be
asked to speak on the current scams being employed and aimed at the elderly.
C. Location for Off-Site MHAB Meeting on June 20, 2006 — It was decided that the next
MHAB meeting would be held at the Huntington Shorecliff Mobile Home Park on
Monday, June 26, 2006, at 6:30 pm.

a. Boskovich said that Cynthia Goebel had met Bruce Matthias, Southern California
Regional Representative from the Western Manufactured Housing Association, who
is willing to come and speak. She also asked that the Staff Liaison check to see if a
lawsuit had been filed with the City of Huntington Beach in connection with the City's
Mobile Home Park Conversion Ordinance.

a. King distributed a list of Board Members' email addresses and asked Board Members
to indicate if would prefer receiving the agenda and packet via mail or email. King
stated that email seemed to be the most reliable method.
6. Old Business
a. Legal Opinion from the City of Huntington Beach City Attorney on the Responsibilities
Associated with Soil moisture and Mold Within Huntington Beach Mobile Home Parks
King informed the Board that the Opinion as to the responsibility of soil moisture and
mold in mobile home parks, issued by the City of Huntington Beach City Attorney in
response to the Board's inquiry on the matter, was confidential and would not be
released to Board Members. Porter suggested that the issue be discussed with the
Board City Council Liaisons. King was directed to set up a meeting with the City
Council Liaisons, Boskovich, and herself to discuss the Board's requests and need
for information.
b. Legal Opinion From the Legal Division of HCD on the Responsibilities Associated
With Soil Moisture and Mold Within Mobile Home Parks — Gullage stated that HCD
had returned his call. He was told their legal opinions on this type of subject matter

are held in-house and not shared. He was also told that, to their knowledge, no
official letter or opinion on the subject had been sent to Department personnel but
that if such a letter or report were to appear, it will be promptly forwarded to the
Board. Gullage read email replies from HCD in response to his direct inquiries on the
subject of moisture and mold within mobile home parks. Boskovich asked that copies
of the emails be distributed to the Board Members as part of the next agenda packet
being sent out, and to each of the City Council Liaisons.
7. New Business
a. Guest Speaker—Aaron Smith of the Huntington Beach Police Department, Economic
Crime Unit presented general information on Financial Elder Abuse and offered
advice on how to recognize the types of financial crimes aimed at the elderly
population.
b. Speaker for August Meeting —It was decided that Fred Chung from the Orange
County Health Department be re-invited to speak on mold issues on August 24t". It
was also decided that Aaron Smith would be asked to once again present information
on Financial Elder Abuse at the October 23 offsite MHAB meeting.
C. Location for Off-Site MHAB Meeting on October 23, 2006 — It was decided that the
next MHAB meeting would be held at the Huntington Harbour Mobile Home Park
clubhouse on Monday, October 23, 2006, at 6:30 pm. It was also decided that for
future offsite meetings to be held at mobile home park locations, a letter will be sent
in advance, on City letterhead, to the subject park owner informing them of the
Board's objectives, who the guest speaker will be, and what the subject matter being
presented will be.
8. Member Comments
a. Gullage expressed concern over the current litigation in connection with the City's
Mobile Home Park Conversion Ordinance and that the general public and mobile
home residents were not given feedback after the City Council's closed sessions.
She confirmed that the lawsuit was filed (King distributed copy of the lawsuit to Board
Members) and described the closed session process, emphasizing that information
would only be available to the public if a vote is taken by City Council.

3. Approval of the Meeting Notes for the Regular Meeting of July 24, 2006.
Due to a lack of quorum, approval of the Meeting Notes for the Regular Meeting of July 24,
2006 was postponed to the next MHAB meeting to be held on September 25, 2006.
4. Public Comments
a. Speaker requested information on the lawsuit against the City's Mobile Home Park
Conversion Ordinance. Board members assured the speaker that there would be a
public comment opportunity and told the audience that the lawsuit documents were
available for review if anyone wanted them.
b. Speaker from Pacific Mobile Home Park stated she had been told October 30th was a
date for the hearing and that the park where she resides will be putting out flyers and
were very concerned about the Ordinance lawsuit and wanted to meet with the City
about it. Boskovich told the speaker that the Board did not have the authority to give
legal advise and was not privy to litigation discussions. She also described where
guests could go to view the agenda for City Council meetings and MHAB meetings.
5. Staff Report
a. King related that the Orange County Health Department was reluctant to speak at the
MHAB meeting and had referred the Board to a mold expert for future presentations.
6. Old Business
a. Legal Opinion from the City of Huntington Beach City Attorney on the Responsibilities
Associated with Soil Moisture and Mold Within Huntington Beach Mobile Home Parks
Chair Boskovich related that she and King had met with City Council Board Liaisons,

Cook and Mayor Sullivan and requested that the legal opinion produced by the Office
of the City Attorney with regard to mold responsibilities within mobile home parks be
released for review by the Board. She then shared the City Attorney's letter in
response to their request which stated that legal opinions issued by the City
Attorney's office are not subject to public disclosure and are protected by the attorney
client privilege and would, therefore, not be released to the Board for review. The
letter also addressed the Board's request for more information on the City's recent
litigation in connection with the City's Mobile Home Park Conversion Ordinance,
stating that City Council closed sessions were confidential, pursuant to the Brown
Act. The letter reminded the Board that any future potential modification to the
Ordinance would have to go through the normal Planning Commission hearing
process, at which time residents and Board Members would have the opportunity to
review proposed modification and present their comments to the City Council.
Boskovich stated that she was still not satisfied with the response to the soil and mold
question and would ask again for a direct answer to the question.
b. Opinion From the Legal Division of HCD on the Responsibilities Associated With Soil
Moisture and Mold Within Mobile Home Parks — Gullage commented that the letter
which was suppose to have come from the HCD Legal Department, which stated that
the resident is responsible for mold caused from soil moisture, appears to have never
existed. Boskovich and Gullage discussed the fact that a situation could develop
wherein residents could be affected by eventual actions taken such as closing of
parks, etc. Gullage stated that he had requested something in writing from the legal
staff of HCD.
7. New Business
a. Guest Speaker—Terri King from the City of Huntington Beach Economic
Development Department presented information regarding the City of Huntington
Beach Housing Rehabilitation Loan Program.
b. Speaker for September Meeting —It was decided that the mold specialist
recommended by the Orange County Health Department would be invited to speak
on mold issues on September 25cn
C. Location for Off-Site MHAB Meeting on October 23, 2006 — Boskovich stated that she
had received confirmation that the Huntington Harbour Mobile Estates would be
hosting the October 23rd MHAB meeting. It was also decided that Aaron Smith would
be scheduled to present information on Financial Elder Abuse. Boskovich stated that
the letter being proposed for park owners, to inform them of the Board's objectives
when asking to use the park for a MHAB meeting, would have to be considered for
approval at the September 25tn MHAB meeting.
8. Member Comments
a. Gullage reviewed the local and far reaching issues and implications associated with
the potential overturn of the City's Mobile Home Park Conversion Ordinance with the
audience. Schock encouraged residents to take their concerns to the City Council.

b. Boskovich responded to a question regarding the City's practice of not including
mobile homes in their low-income, affordable housing stock. She explained that an
individual or group could arrange to meet with City Council members and reminded
the audience that City Council members are elected officials and care about what
their constituents think.
9. Public Comments
a. Speaker expressed her view of which council members would be supportive of mobile
home residents with regard to the City's Mobile Home Park Conversion Ordinance
and encouraged guests to form rallies, etc.
b. Speaker expressed his views of the seriousness of the City's Mobile Home Park
Conversion Ordinance and his hope that everyone would take the steps necessary to
retain the ordinance as it is, not allowing it to be modified.

King related to the Board that she had asked the City Attorney for an answer to the
mold and moisture question posed earlier by Council Liaison Cook, on behalf of the
MHAB and that the City Attorney had stated that the City's position was still the same,
as stated in the letter from the City Attorney. Boskovich read the letter aloud. The
Board voted unanimously (6 ayes, 0 opposed, 0 abstentions, 0 absent) to request
a meeting with Council Liaisons, Sullivan and Cook, and two Board Members,
Boskovich and Porter(or Schock), to discuss the need for a clear and satisfactory
answer as to who is responsible for the damage caused by mold and moisture in the
soils within mobile home parks
b. Opinion From the Legal Division of HCD on the Responsibilities Associated With Soil
Moisture and Mold Within Mobile Home Parks —Gullage reported on his progress

with regard to getting a copy of a legal opinion issued on the Responsibilities
Associated with Soil Moisture and Mold Within Mobile Home Parks. He stated that
the HCD Legal Department only distributes its legal opinions to HCD personnel for
the purpose of enforcing HCD regulations. Gullage said he would continue his
pursuit of the opinion or a response from HCD or the State of California and would
report back to the Board at the next meeting.
7. New Business
a. Guest Speaker— Keith Harris, President of Environmental Mold Services, presented
information on the prevention and treatment of mold and moisture in mobile homes,
to the Board and guests.
b. Approval of Draft Letter for Park Owners and Managers of Parks Where Future
MHAB Meetings Are Being Held — Gullage motioned and Schock seconded approval
of the draft letter (6 ayes, 0 opposed, 0 abstentions, 0 absent).
C. Potential Speakers for November 27, 2006 MHAB Meeting —The Board requested
that King investigate and report on the City's calendar with regard to special events
taking place in November of 2006, especially those that have interfered with normally
scheduled MHAB meetings in November and December.
d. Status Report on City Mobile Home Conversion Ordinance Litigation — King reported
that there was no new information —or information that could be discussed—from the
Office of the City Attorney with regard to the lawsuit involving the City of Huntington
Beach Mobile Home Conversion Ordinance.

a. Speaker inquired as to what the consequences would be to mobile home owners in
the City of Huntington Beach if the Mobile Home Conversion Ordinance is modified.
Boskovich read the City Attorney's letter explaining the City's actions with regard to its
closed session process in connection with lawsuits and residents' opportunities to
publicly comment on any modifications being proposed. Gullage explained the nature
of the Conversion Ordinance to the speaker to help her better understand the issues
at stake. Boskovich stressed that the Board was not in a position to give legal advice
on any matter and encouraged guests to arrange a meeting with a City Council
member to discuss their concerns.

that future ongoing conversations on the subject will continue between the Board and
Board Liaisons.
b. Opinion From the Legal Division of HCD on the Responsibilities Associated With Soil
Moisture and Mold Within Mobile Home Parks — Gullage reported that he had been
assured by the HCD Legal Department that a letter addressing the mold issues and
responsibilities within mobile home parks was in transit and assured the Board that
he would forward a copy of the letter to the Board and to the City Attorney of
Huntington Beach when it is received.

a. Guest Speaker—Detective Aaron Smith from the City of Huntington Beach Police
Department presented information on the prevalence of elder abuse in the Huntington
Beach area, the tactics being used by elder-abusive criminals and how to recognize
their actions, how to prevent elder abuse and how and when to report it.
b. Status Report on City Mobile Home Conversion Ordinance Litigation — Chair
Boskovich presented a brief background and description of the City of Huntington
Beach Mobile Home Conversion Ordinance. She reported that the City of Huntington
Beach had announced at a regularly scheduled City Council meeting that it would be
defending the Ordinance as it is currently written.
C. Potential Speakers for November 27, 2006 MHAB Meeting —The Board agreed that,
due to the Thanksgiving holidays that immediately precede the regularly scheduled
November 27 Mobile Home Advisory Board meeting, a speaker will not be invited to
speak at the November 27 meeting. The Board also decided that the December 25
MHAB meeting will be cancelled due to the Christmas holiday falling on the same day
as the regularly scheduled meeting.

Moisture and Mold Within Mobile Home Parks — King informed the Board that the City
Attorney had been forwarded a copy of the Legal Opinion Letter from HCD entitled
"Water Responsibility" dated November 1, 2006. A motion was made that a
memorandum be prepared and sent to the City Attorney asking that the HCD Opinion
Letter be reviewed and considered by the City Attorney and that the City Attorney
comment as to which, if any, of the type of complaints and actions of enforcement

discussed in the HCD Opinion Letter, would currently fall within the legal jurisdiction
of the City of Huntington Beach.

Boskovich and Gullage informed the Board that the Conversion Ordinance Lawsuit

b. Potential Speakers for January 22, 2007 MHAB Meeting —The Board directed that
King contact each of the mobile home parks in Huntington Beach to discuss the
possibility of occasionally using their park facilities for an off-site MHAB meeting, and
that a copy of the recently approved Letter of Introduction from the MHAB City
Council Liaisons be sent as follow-up to the phone call. Porter discussed briefly the
right of mobile home residents, as provided in the State of California Mobile Home
Residency Law, to arrange various types of meetings for the enjoyment or benefit of
themselves and other residents.

a. Chair Boskovich related that former Mayor Sullivan had prepared an H-Item
memorandum for City Council, presented at the November 14, 2006 Council meeting,
requesting that a study be undertaken by staff to determine what the impact would be
to the City of Huntington Beach if it were to assume oversight of the mobile home
parks located in Huntington Beach and added that City Council had approved the
request. King informed the Board that she would keep them informed of the progress
made with regard to the proposed study since she had been assigned to assist in the
study. Gullage added that he remembered when the City was performing inspections
within the mobile home parks and commented that they did a good job.
