STATEMENT OF ISSUE:
The Agency has acquired a site in the Yorktown Lake Project Area for use in meeting its low-
income housing requirements. A non-profit entity is the recommended approach to the
financing, ownership, and management of the units.
RECOMMENDED AGENCY ACTION:
1. Approve the selection of the Orange Housing Development Corporation as the non-profit
developer for the Yorktown-Lake Senior Citizen Housing Project.
2. Instruct staff to commence negotiation of an Exclusive Negotiation Agreement (ENA) with
the non-profit and return the document for the Agency's consideration.
ANALYSIS:
In April, 1994, staff prepared and distributed a Request for Qualifications to non-profit housing
sponsors in regard to the Yorktown-Lake site (a Request for Qualifications and distribution list
are Attachment No. 1).
During the period prior to the submission of qualifications, staff conducted a briefing for any
interested sponsors. The deadline for submissions was May 2, 1994, and six submittals were
received. Subsequently, one sponsor withdrew. The remaining five were interviewed by
Agency staff(list of sponsors submitting qualifications is Attachment No. 2).

Orange Housing Development Corporation is recommended for its:
• Experience and credentials of its Executive Director, Linda Boone.
• Reputation and experience of the housing consultant, Florey/Olson.
• It's recent and pertinent experience in the development of elderly and family housing units in
the City of Orange.
• The positive recommendation of staff of the Redevelopment Agency of the City of Orange,
the Orange County Housing Authority, and the construction lender on the Orange projects.
The three quarter of an acre site located at the southeast corner of Lake Street and Yorktown
Avenue was previously purchased in fee by the Redevelopment Agency for $885,000. To meet
its production housing requirements in the Yorktown-Lake Project area, the site needs to
embody at least thirteen units for low income senior citizens and preliminary analysis indicates
that perhaps as many as twenty-five units could be accommodated by the small size of senior
apartments. The architectural firm of the Withee-Malcolm Partnership (the firm responsible for
design of the Huntington Classics adjacent to the site) was selected to perform initial studies and
devise a site plan, floor plans, and elevations of the proposed project. A Phase I investigation
for the presence of hazardous materials was conducted by the previous property owner and has
been reviewed by staff. Staff has also contacted home owners associations and residents in
surrounding developments and organized an ad hoc committee to participate in the design of the
project.
ALTERNATIVE ACTION:
Do not approve the selection.
FUNDING SOURCE:
Redevelopment Agency Housing Set-Aside Funds.

REQUEST FOR QUALIFICATIONS
Introduction:
The Redevelopment Agency of the City of Huntington Beach is seeking an experienced
non-profit housing sponsor to participate in the development of rental housing for low-
income senior citizens on a site owned by the Redevelopment Agency. The housing
sponsor will act as one representative on a team that will include city staff from various
departments, agency staff, and the agency selected architect. A committee of
surrounding residents has been formed and will provide input throughout the design and.
implementation process. Ultimately, the housing sponsor will become the owner and
operator of the units. The following information is provided for use in the preparation
of your submission.
For profit sponsors are welcome to submit jointly with a non-profit housing sponsor.
The Site:
The site is approximately .75 acres in size and is located at the southeast corner of
Yorktown Avenue and Lake Street in the Yorktown-Lake Redevelopment Project area
(see Attachment No. 1).
The site is owned in fee by the Redevelopment Agency of the City of Huntington
Beach. There are no encumbrances to the title of the property and a Phase I
investigation has revealed no concentration of subsurface hazardous materials.
On the north the site is bounded by the Pacific Ranch condominiums and on the east by
the Villa Pacifica condominiums. On the south new single family homes are under
construction and on the west is the Huntington Beach Civic Center.
The Project:
To fulfill its inclusionary housing obligations, the redevelopment agency needs to
provide at least thirteen low and very low-income units on this site. Preliminary
architectural analysis indicates that the site could accommodate as many as twenty-five
units and the ultimate number will be determined through the input of the citizen
committee and through the entitlement process.
It is expected that the ultimate design of the project will be a two story walk up
configuration with meeting room, landscaping and open space, laundry facilities, and
open or carport parking.
The Architect:
Since design compatibility is expected to become a key issue in approval of the project,
the redevelopment agency is mandating the use of the architect which has designed the
adjacent single family homes.

The Agency has already contracted for preliminary design work with this firm and will
require that the firm prepare contract documents.
The inancing:
♦ The agency is willing to maintain ownership of the site and lease it at a nominal
amount to the selected non-profit on a long term basis.
♦ The selected non-profit will prepare and submit a financing plan for the project
which may include housing tax credits. The selected non-profit will be responsible
to work with other team members to prepare and submit the tax credit application in
a timely manner.
♦ Once the project configuration and number of units is known the agency will have
its economic consultant,.Keyser Marston Associates, Inc. prepare construction and
operating proformas for'the project. Any financial assistance to the project must be
warranted by the analysis of these proformas.
The Submission Requirements:
Required to be submitted to the Agency staff are the following: If more than one entity
(non-profit, for profit, consultant, etc.) is to be involved, all information must be
submitted for each entry.
♦ The name and resume of the executive officer of the organization who will be in
charge of this project and be the direct contact with the agency staff. If a developer
or housing consultant is to be employed, background of these should be provided as
well.

♦ A list of the board members of the non-profit, their terms of office, address and
phone, type of business (if applicable), and other affiliations.
♦ The Articles of Incorporation for the non-profit and a copy of its 501(c)3 (or other)
designation as approved by the Secretary of State.
♦ Most recent financial statement for the organization,
♦ Brief narrative history or organization
♦ A list of projects actually developed by or owned and operated by the non-profit
along with the dates constructed or acquired.
♦ At least three references in the public or private sectors with whom the non-profit
has most recently developed a housing project. References should include the
name, address and phone number of the contact person and the context of the
business relationship.
The Deadline:
ALL SUBMISSIONS MUST BE RECEIVED BY AGENCY STAFF NO LATER
THAN 5:00 P.M. ON MONDAY, MAY 2, 1994.
All costs incurred in the preparation of a submission are at the proponent's risk and will
not be reimbursed by the Redevelopment Agency. The Agency reserves the right to
reject all submissions to alter or amend the submission requirements prior to or after
selection in its sole discretion.
Pre-Submission Briefing:
A pre-submission briefing session will be held on Friday, April 15, 1994 at 9:00
A.M. in Room B-6 at the Civic Center. Anyone intending to submit is encouraged to
attend. Call to confirm your attendance at the briefing.
