SUBJECT: Exemption Declaration No. 74--1.66 (C .U.P. 74-23)
The Environmental Review Hoard at its meeting of December 10,
1974 , granted the above exemption declaration, having found
that the proposed project will not have a significant adverse
effect upon the physical environment .
No environmental impact report has been prepared for this pro-
ject, and the Negative Declaration issued for the project has
been properly posted in the office of the City Clerk .
Recommendation :
?he Board recommends that all Lighting be directed toward the
subject property , that it not hinder any type
of traffic o:,
traffic control device , and that the lightinq shall be care-
fully checked by the building Department before the issuance of
building permits.
Additional Information :
1 , The approval of this request is based upon the revised plot
plan received by the Planning Department for modification
to the layout and parking provisions .
2 . It is noted that , although a minor adverse effect may occur
due to loss of percolation , the benefits to be gained from
construction of such a recreational use in close proximity
to Central. Park will outweigh this impact.

I wish to appeal to the City Council that they deny con-
ditional use permit No . 74- 23 , granted to Mr . Leonard 0. Lindborg
by the Planning Commission on December 17 , 1974 . This use Hermit
would allow construction of a 14 court tennis club with men and
womens exercise room, sauna , jacuzzi , and indoor handball/rac uet-
ball courts .
According to the Open Space/Conservation Plan alternatives
(Modified B-C) adopted by the Planning Commission in May 1974 ,
and scheduled or the City Council agenda for approval on January
6 , 1975 , we find the area scheduled for development by Mr. Lindborg
to be well within the Phase III sector of Huntington Central Park
designated for "recreation and open space area . "
Referring to "A Policy Plan ," developed by the Planning Depart-
ment and Commission and approved by the City Council in November
1974, Page 57 defines open space as "Rural or urban landscape used
far nature or land space values . Open space categories include
beaches , parks , agricultural preserves , forest , camping areas ,
lakes , waterways , wildlife shelters , school grounds , golf courses ,
and outdoor recreational areas . ,,
The Recreation and Par;cs Commission is not objecting to the
types of recreational facilities proposed for construction , but
is opposed to the location .:ithin the defined Phase III area of
Huntington Central Park.
We would respectfull;• :-equest the Cit;, Council to delay any
action on this proposal until the master plan of "Pa-rks , open

SUMMARY OF STAFF REPORT:
The applicant is proposing a private tennis club on 4 .5 acres of land.
The* facility will consist of 14 tennis courts, 5 racquet ball courts, and
a clubhouse consisting of mens and womens exercise rooms, sauna, jacuzzi,
pro shop,. and other related uses. The tennis courts will be developed on
a multilevel basis, conforming as close as possible with the existing
contour of the site.
The subject site is presently zoned RA-CD (Residential Agriculture in the
Civic District) and is vacant with the exception of two active oil. well
operatiGn s. The adjacent properties are zoned RA-0-CD and Rl-CD and are
vacant 4ith the exception of oil operations.

The proposed site is located within an area that was recommended by
the staff and approved by: the Planning Commission as an area for
fuiure expansion of the Huntington Central Park or other open space
related uses. Based on this land use designation, it was the staffs
feeling that the tennis .club as an active recreational use would be
both compatible and complementary to the existing and anticipated
recreational and open space character of the area .
ADDITIONAL INFORMATION
At the public hearing before the Planning Commission, Mr. Leonard
Lindborg addressed the Commission and spoke in favor of the proposal.
No one spoke in opposition to the project..
ENVIRONMENTAL STATUS :
Exemption Declaration No. 74-166 was granted by the Environmental
Review Board on December 10 , 1974 .
RECOMMENDATION:
The Planning Commission recommends that Conditional. Use Permit No.

1. 0 GENERAL INFORMATION:
The applicant is proposing a private tennis club on 4 . 5 acres of land.
The facility will consist of 14 1-nnnis courts, 5 racque-, ball courts ,
and a clubhouse consisting of mens and womens exercise rooms , sauna,
Jacuzzi, pro :shop, coffee shoo and cocktail lounge. The development
proposes that the tennis courts be developed on a multilevel basis,
conforming as close as possible with the existing contour of the site.
2.0 PRESENT LAND USE, ZONING AND GENERAL PLAN DESIGNATION:
2 . 1 The subject site is presently zoned RA--CD (residential Agriculture in
the Civic District) and is vacant with the exception of two active oil
well operations and related oil storagE facilities .
2.2 Properties to the north, south and east are zoned RA-0-CD (Residential
Agriculture combined with oil Production in the Civic District) And
are vac -.nt with the exception of oil operations . The property to the
west is located in an unincorporated area and is vacant but ;as been
pr.ezoned to R1-CD (Single Family Residential in the Civic District. )

2.-3 The proposed site is located in the "South of Huntington Central
Yark . Planning Resrrve Unit. " There have been a number of study
sessions with bo4..h the Planning Commission and the City Council
concerning the -alternative land use plans for the study area .
The consensus plan and staff recommendation designates the site
as being located within an area proposed for future expansion of
the Huntington Central Park or other open space related uses .
3A ANALYSIS :
Parking for the proposed use requires 61 off-street parking opaces.
That requirement breaks down as follows:
?.. 23 spaces for the clubhouse facility based on one space per 200
sq. ft. of gross floor area .
2 . 28 spaces for the tennis courts based on two per court.
3 . 10 spaces for the racquet ball court based on two per court.
The applicant, after revising the site plan to conform with 5.960 6 . 6
(40 foot turn-around for driveways exceeding 150 ft. in length) , will
be able to provide 73 spaces .
Landscaping requirements for the proposed use Will. require 11, 900
square feet of landscaping. The applicant has provided 16 , 600 sq.
ft. of landscaping, with good dispersion throughout the site.
The plan attempts to ininimize grading of the site through the +ise of
sinall (24" maximum) retaining walls, for the contours sloping west
to east for approximately 3 feet, and south to north for approximately
6 feet. This multilevel development concept is an attempt to afford
protection for the topographic conditions existing on tI.e property.
The tennis club is an active recreational use and due to its close
proximity to the existing Central Park facilities will be both
compatible and complementary to the recreationcl and open Space
character of the surrounding area.
4 . 0 FINDINGS :
I
1 . The proposed plan is in substantial conformance with applicable
provisions of the Huntington Beach Ordinance Code .
2. The plan as proposed affords significant protection for the
natural topographic features existing on the property.
3 . The proposed use is compatible to surrounding uses presently
existing, and will be compatible with the long term uses resulting
from implementation of the A�onsensus land use plan for the area .

5. 0 RECOMMENDATIONS:
Based on the above findings , staff recommend: approval of Conditional
Use Permit No. 14-23 , subject to the following suggested conditions:
1. The conceptual plot plan received December C1 , 1974 shall be the
approved layout .
In its approval action the Planning Commission considered the
following issues relating to the conceptual plan:
Traffic circulation and drives
Parking layout
Lot area, width, and depth
Type of use and its relation to property and improvements
in the immediate vicinity.
The conceptual plan is reviewed as a basic request for entitlement
of the use applied for in relation to the vicinity in which
it is proposed. The conceptual plan should not be construed as
a precise plan reflecting conformance to all ordinance
code requirements .
2 . Soil Reports as required by the Department of Building and
Community Development and the Department of Public Works shall
be submitted to such departments prior to the issuance of
building permits.
3. Edwards Street and Ellis Avenue shall be dedicated and fully
improved as required by the Department of Public Works.
4 • Prior to the final inspection for the use , a six (6)
foot hiqh by six (6) inch wide . snlid masnnry
wall shall be constructed on the south and east property lines,
except where prohibited by provisions of the ordinance code.
S. Prior to final inspection for the use , a landscape
plan depicting plant tvoe , size, location n1.an
for irrigation, •\nd screening walls for the parking area shall
be submitted to the 1314.nning Department for approval . Said

on center for the area located between the south property line
and the tennis courts , and the east property and the handball
courts .
6. The water, sewer, and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
7 . No structures , other than those shown on the approved plot plan snail

approval by the Department of Building and Community Development.
Said lighting shall be reviewed for effects on traffic safety, and
possible Public Utilities Commission restrictions on outdoor
lighting facilities. There shall be no night lighting of the tennis
%courts past 11 : 00 P.M. unless provisions are made in the lighting
systcrit to minimize the glare on adjacent properties . These
provisions shall be subject to approval by the Department of
Building and Community Development.
11 . Use of the coffee shop and cocktail lounge facilities shall be
restricted to members of the tennis club.
12. The handball or racquet 1-all facilities shall have a ten (10)
foot setback from the eas, property line .
