GARCMN GROVE, CALIFORNIA H.DANIEL L.:1CHLEQEL t'1+oNR LEHIaH 2•0e98 May 12, 19 Honorable City Council City of Huntington Beach, California Re: USE PERMIT NO. 237 Gentlemen: CITY 'O R r13.EACH K On May 5, 1964, the Planning Commission of the City of Huntington Beach approved request for the installation of a driving range and a trailer park at the location set forth in application for Use Permit No. 237. Generally, the application is for land north of the city's land on which Huntington Driftwood has been and 1-s being constructed. The applicant, H & S Recreational Enterprises, Inc. has no objection to the conditions set forth in the Planning Commission's recommendation for the granting of the Use Permit, except Conditions Nos. 4, 7 and 8. Mr. Richard Sinclair who appeared at the Planning Commission meet- ing felt that Conditiou No. 4 should read: '"On May 5, 1965, the Conditional Use Permit shall be reviewed for complaints, if any, against the driving range, and if many complaints have been re- ceived, the Planning Cotmnission would consider with the applicant, methods to remedy the complaintQ, if possible. t' Basically, the complaints, if any, would be the lights. Condition No. 7 states "Improve Beach Boulevard along the proposed development to City Standards." The applicant feels that this condition is unfair because the State of California, Division of Highways, has started proceedings to make Beach Boulevard a freeway which will completely eliminate any access from the proposed site to Beach Boulevard, and undoubtedly it will even be fenced off by the State of California from Beach Boulevard. This in- formation was not available to the Planning Conmisaion at the time Condition No. 7 was written. Condition No. 8 of the Planning Commission'a recommendation states: "The trailer park shall be used only for temporary 'overnite' parking of trailers". The purpose of this trailer park is for what would be considered in this day and age of trailer parks as parking for travel trailers. Travel trailers are those trailers which %re normally City Council. of Huntington Beach Page Two May 12, 1964 parked for a period of time from one 3.%y through a seasons which, in this location could amount: to anywhere from 30 days to four months. With Ue excellent weather conditior_a afforded vacati:,ners in your city, it is reasonable to expect that they will want to stay more than just "overnight". I am sure the purpose of this requirement is to not allow owners to add building structures to a trailer. The applicant agrees with this and does not wish anvlone to build or add to transient trailers in order that they become permanent, and the trailer park will make it a requirement that this shall not happen. Apparently what is needed here is interpretation or re- definition of the word "overnight". Will you please notify me when this will be set for hearing by the City Council.
