1. The proposed church and school facility will not be compatible with
future industrial uses on the surrounding properties .
2 . The proposed use is not consistent with the land use conclusions
of the recently completed Industrial Land Use Study nor the
industrial designation of the General Plan .
3 . The proposed use will have a detrimental effect upon the value of
surrounding industrial properties .
4 . There are other sites available in the immediate area for such a
use that would not hinder the development of future industrial
uses .

PLANNING COMIQISSION RECOMMENDATION:
The Planning Commission recommends denial of Conditional Use Permit
No. 77-5 based on the findings enumerated above.
SUMMARY ANALYSIS :
Conditional Use Permit No. 77-5 is a request to permit the development
and operation of a church and pri-rate school complex . The facilities
will consist of a pre-school, elementary school, and high school,
gymnasium, church, and administrative offices . The complex will total
approximately 112, 000 square feet of floor area on 17 . 35 acres of in-
dustrial property.
The proposed site is located within the Central Industrial Corridor of
the City. The property is zoned Nil as are the surrounding properties
tz the north and east. These industrial zoning patterns parallel
existiz ; buffer areas created by the Orange County Flood Control Channel
on the west boundary of the corridor, and the Pacific Electric Railroad
right-of-way on the east boundary. These buffer areas have proven
sufficient in the past for maintaining of the land use compatibilities
between the industrial uses and the surrounding residential properties .
While it is true that an existing school site (Park View School) and
residential apartment properties are adjacent. to the site , the proposal
would provide for an encroachment beyond the buffer areas and would
jeopardize the logic for the existing industrial zoning patterns .
The subject property was recently analysed for industrial viability as
a part of the Planning Department 's Industrial Land Use Study Part II .
This study presented two alternative land use plans for the disposition
of industrial lands within the City of Huntington Beach. Alternative
No . 1 proposed co eliminate considerable acreage from the corridor and
thus concentrate viable industrial properties into two major areas .
Alternative No. 2 proposed to maintain the existing rontinguous nature
of the central corridor from Edinger to Warner Avenue but recommended
significant deletions south of Warner, except for some smaller isolated
properties .
Both alternatives recommended retention of the subject site as industrial
property and demonstrated the property ' s good potential for such a use .
This analysis was based on the property 's good location to the freeway ,
desirable physical site characteristics, and the fact that the property
was conducive to a maintenance of the existing industrial pattern. Wliz:n
these factors are combined with the City ' s effort to preserve viable
industrial properties, the proposal is in conflict with the recommendations
of the Industrial Land Use Study.
Therefore, the Planning staff recommended denial of the proposal and
the Commission concurred.

� . ADDITIONAL INFORMATION:

{ The Planning Commission held a public hearing on the proposal at its
ineetinq of April 5, 1977 . During the public hearing on the matter,
Mr. Bob Zinngrabe, a member of the Board of Directors of the Church,
addressed the Commission and spoke in favor of the use . There was no
one else who addressed the Commission either in favor of or opposition
to the application .
ENVIRONMENTAI, STATUS :
Negative Declaration No. 77-22 was posted in the office of the City
Clerk on March 10 , 1977 and no cojmnents were received as a result of
! this public posting . The Planning Commission recommends that the City
Council grant Negative Declaration No . 77-22 with a finding that the
proposed project will not have a significant adverse effect upon the
physical environment. This recommendation is based upon the information
contained in the Negative Declaration study request , the public posting

process, and subsequent review and discussion.

for the area and should not be subject to the General Plan. We
P144�STON also wish to call your attention to the fact that we are not asking
'pAApw ' for an actual zone change, but a variance via the Conditional Use
MQLt:ii Permit.
Churches must obtain variances on any zoned area because they have no
��. zone designation. Huntington Beach has over 2000 acres zoned "Indust-
• rial" with over one half of this still to be developed. It would
seem sensible to grant a variance in an industrial area faith a lower
tax base than 'an area with a h.gher tax base.

As a lou,g time resident or the City of Huntington Beach, and
as a businessman in the City for over seven years, I have
been aware of the Central. Baptist Church, located on Warner
Avenue and have been most favorably impressed with their
ability to, not only teach the gospel of Christ to our local
C'tizens , but also, in a few short years, start and build
one of the better private schools 4-n the Orange County area,
The Liberty Christian School,
I personally have represented many of the parishioners from
the Church, even though I am not a member. I have round all
of them to be of extremely hi;h moral character ind, what I
would classify as , "good Christian friends", the kind we all
like to have for neighbors ,
I -have been asked to review, by the school, their proposed
purchase of property at Gothard. and Heil avenues , to he used
for the purpose of building a new s.:hool and Church facility,
After reviewing their waster plan, And being sometahat familiar
with that area and in my opinion, I can only say that this
project would �e a definite improvement to that area of the
C'.ty,
I also reviewed the Huntington Beach Planning Department ' s
Staff report on the requested Conditional Use Permit by the
Church, and to be honest w:.th you, feel that: the report doesn 't
take into consideration that the land that would be used by
the Church and school would fit in with the surrounding general
area, and would be a welcome addition to this part of the City.

Regarding the Recommendation of the Flanning Department , let
me say this:
1. The Church and school facility is compactible with the
surrounding area. If the rest of the property is developed
for industrial use, the present: school there could also
be classified as not compactible to industrial use, Thus
this shouldn' t influence building of the requested Church
and school,
2 . The land use conclusions study is just that, a study, not
something that is binding on the City.

3 . The Church and school will have no more of a detrimental
affect upon the value of the surrounding properties , thafi
the present school. does . If this particular piece of property
under discussion here, is developed industrial, then the
same problem arises , ie. , it is also next to an existing
school., Park View School,
This particular statement of the Planning Department is not
valid in any way,
4. As to other sires being available, the Church and school
directors have attemr-ted to locate them and have been
unable to find any other suitable location, with all the
desired criteria of this locat on; price, location,
assessibility , etc ,
I therefore, respectfully request that you consider favorablyy
the requested conditional use Permit No, 77-5 and consider that
it may be in the best interest of the Citizens of our great
City to help with the teaching and training of our youth and
allow this Church and school to be built at the desired location ,

these westerly developments are separated by a flood control channel .

4 . 0 ANALYSIS :
The proposed church and school facility has been filed pursuant
to the unclassified use section, of the Huntington Beach Ordinance
Code. This section allows such uses to be located in any zoning
district, except the special districts , subject to approval of
Conditional Use Permit by the .Planning Commission. Church uses
and related facilities are subject to the following technical
development standards: •

Setbacks : all required setbacks of the Ml District are complied
with.

The subject property was recently analyzed for industrial viability
as a part of the Planning Department' s Industrial Land Use Study
Part II . This study presented two alternative land use plans for
the disposition of industrial Lands within the City of Huntington
Beach . Alternative No. 1 proposed to eliminate considerable acreage
from the corridor and thus concentrate viable industrial properties
into two major areas . Alternative No. 2 proposed to maintain the
existing contiguous nature of the central corridor from Edinger to
Warner avenue but recommended significant deletions south of Warner. ,
except for some smaller isolated properties .

Both alternatives recommended retention of the subject site as
industrial property and demonstrated the property ' s goad potential for
such a use. This analysis was based on the property ' s good location
to the freeway, good physical site considerations , and the fact that
the property was conducive to a maintenance of the e•.tisting industrial
pattern . When these factors are combined with the C.ity ' s effort to
preserve viable industrial properties , the proposal is in conflict
with the recommendations of the Industrial Land Use Study .
' The proposed church and school facility will not generate high
volumes of either vehicular or pedestrian traffic into the industrial
area, primarily because this particular facility is very dependent
on the busing of its students and chtrch members . However, the pro--
posed site plan does provide for large sophisticated athletic
facilities which could generate student traffic from other such
institutions . This would present an undesirable traffic situation
when the surrounding vacant properties are developed with industrial
uses .
In summary , the proposed use is in compliance with the technical park-
in and landscaping requirements of the ordinance but does resent a

potential for land use incompatibilities and is in conflict with
the conclusions of the recently completed Industrial Land Use Study .

5. 0 RECOMMENDATION
I
The staff recommends denial of Conditional Use permit No. 77-5 based
on the following findings :
1 . The proposed church and school. facility will not be compatible
with future industrial uses on the surrounding properties .
2 . The proposed use is not consistent with the land upa conclusions
o` the recently completed Industrial Land Use Study nor the
industrial designation of the General Plan.
3 . The proposed use will have a detrimental effect upon the value
of surrounding industrial properties.
4 . There are other sites available in the immediate area for such
a use that would not hinder the development of future industrial
uses .

At the regular meeting of the Board of Trustees on April 4 your letter
requesting support for your proposed new school development was dis-
cussed. The Board expressed unanimous feelings of support for your
proposal .
The Ocean View School District will suffer no appreciable financial
impact should you establish the new school . More importantly, the
Board of Trustees feels the establishment of the school would allow
Ocean View parents another viable educational alternative for their
youngsters. It has always been the position of our Board to support
private educational institutions so that our parents who wish to avail
themselves of the opportunity have this option for their children.
