C. The applicant shall record Tentative Parcel Map 93-213 with the Orange County
Recorder and a copy of the recorded map filed with the Department of
Community Development prior to final inspection or occupancy.
d. Submit a precise grading plan to Public Works Department.
6. Installation of required landscaping and irrigation systems shall be completed prior to
final inspection/within twelve (12) months.
7. Public Works Department requirements:
a. A precise grading plan shall be submitted to the Public Works Department for
review and approval prior to the issuance of a building permit.
b. All fees shall be paid prior to the issuance of building permits.
c. The applicant/owner shall be responsible for payment of Traffic Impact fees prior
to issuance of a Certificate of Occupancy and/or final building permit approval.
8. Fire Department Requirements:
a. Automatic sprinkler systems will be installed throughout to comply with
Huntington Beach Fire Department and Uniform Building Code Standards. Shop
drawings will be submitted to and approved by the Fire Department prior to
installation.
b. A fire alarm system will be installed to comply with Huntington Beach Fire
Department and Uniform Fire Code Standards. Shop drawings will be submitted
to and approved by the Fire Department prior to installation. The system..will
provide the following:
• Waterflow, valve tamper and trouble detection
• 24 hour supervision
• Smoke detectors -
• Audible Alarms
C. Fire extinguishers will be installed and located in areas to comply with
Huntington beach Fire Code Standards.
d. Address numbers will be installed to comply with City Specification 4428. The
size of the numbers will be the following:
• The number for the building will be sized a minimum of ten (10) inches with
a brush stroke of one and one-half(1 1/2) inches.
e. Exit signs and exit path markings will be provided in compliance with the
Huntington Beach Fire Code and Title 24 of the California Administrative Code.
13. Maximum separation between building wall and property line shall not exceed two inches
(2„).
14. Driveway approaches shall be a minimum of twenty-seven feet(27') in width and shall be
of radius type construction.
15. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers.
16. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off-site facility equipped to handle them.
17. Natural Gas shall be stubbed in at the locations of cooking facilities, water heaters, and
central heating units.
18. Low-volume heads shall be used on all spigots and water faucets.
19. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used
for energy savings. All outside lighting shall be directed to prevent "spillage" onto
adjacent properties.
INFORMATION ON SPECIFIC CODE REQUIREMENTS
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances,
and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District.
4. Development shall meet all local and State regulations regarding installation and
operation of all underground storage tanks.
5. The Zoning Administrator reserves the right to revoke Administrative Review 93-5 if any
violation of these conditions of the Huntington Beach Ordinance Code occurs.
It is recommended that you immediately pursue completion of these Conditions of Approval in
order to expedite the processing of your total application.
I hereby certify that Administrative Review 93-5 and Tentative Parcel Map 93-213 was
Conditionally Approved by the Zoning Administrator of the City of Huntington Beach,
California, on January 12, 1994, upon the foregoing conditions and citations.

STATEMENT OF ISSUE:
Loft Development is requesting approval of Parcel Map No. 93-213 to consolidate two (2) parcel of
land into one (1) parcel pursuant to the provisions of the Subdivision Map Act and Section 9921 of the
Huntington Beach Ordinance Code.
RECOMMENDED ACTION:
Approve Parcel Map No 93-213 with a finding that the Parcel Map is in substantial conformance with
the tentative map previously approved by the Zoning Administrator on January 12, 1994 and instruct
the City Clerk to affix her signature to the map, and to release the map to the County for processing.
ANALYSIS:
Tentative Parcel Map No. 93-213 was approved by the Zoning Administrator on January 12, 1994.
Parcel Map No. 93-213 has been examined by the City Engineer and certified by him as being in
substantial conformance with the approved tentative map. Pursuant to Government Code Section
66474.1, the Council may approve the Parcel Map with a finding that the Parcel Map is in substantial .
conformance with the previously approved tentative map, or may deny approval with a finding that the
parcel map is not in substantial conformance.

TENTATIVE PARCEL MAP NO. 93-213

Request: To permit the construction of a new 9,250 square foot industrial building pursuant
to Section 9510.01(s) of the Huntington Beach Ordinance Code. The request also
includes consolidation of two (2)parcels into one (1)parcel pursuant to Section
993 0.1 of the Huntington Beach Ordinance Code.
Location: 5502 Buckingham
Dear Applicant:
Your application was acted upon by the Zoning Administrator of the City of Huntington Beach
on January 12, 1994 and your request was Conditionally Approved. Included in this letter are the
Conditions of Approval for this application.
Under the provisions of the Huntington Beach Ordinance Code, the action taken by`the Zoning
Administrator is final unless an appeal is filed to the Planning Commission by you or by an
interested party. Said appeal must be in writing and must set forth in detail the action and
grounds by which the applicant or interested party deems himself aggrieved. Said appeal must
be accompanied by a filing fee of Two Hundred Dollars ($200.00) if the appeal is filed by a
single family dwelling property owner appealing the decision on his own property and Six
Hundred Fifty Dollars ($650.00) if the appeal is filed by any other party. The appeal shall be
submitted to the Secretary of the Planning Commission within ten (10) calendar days of the date
of the Zoning Administrator's action.
(c) Conditions of Approval
The last day for filing an appeal and paying the filing fee for the above noted application is
January 25, 1994.
Provisions of the Huntington Beach Ordinance Code are such that any application becomes null
and void one (1) year after the final approval, unless actual construction has begun or an
extension of time has been granted by the Zoning .Administrator.
FINDINGS FOR APPROVAL TENTATIVE PARCEL MAP NO. 93-213:
1. The proposed consolidation of two (2) parcels for purposes of general industrial use is in
compliance with the size and shape of property necessary for that type of development.
2. The General Plan has set forth provisions for this type of land use as well as setting forth
objectives or implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the land use
designation for M 1-A-20,000 - Restricted Manafacturing allowing general industrial
buildings was placed on the subject property. v
4. The size, depth,.frontage, street width and other design and improvement features of the
proposed lot consolidation are proposed to be constructed in compliance with standards
plans and specifications on file with the City as well as in compliance with the State Map
Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL TENTATIVE PARCEL MAP NO. 93-213:
TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY
PURPOSE.
l. Tentative Parcel Map No. 93-213 received by the Department of Community
Development on December 2, 1993 shall be the approved layout.
2. A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder. A copy of the recorded parcel map
shall be filed with the Department of Community Development.
3. Prior to recordation of this parcel map, the surveyor/engineer preparing the map
shall tie the boundary of the map into the Horizontal Control System established by
the County Surveyor in a manner described in Sections 7-9-330 and 7-9-337 of the
Orange County Subdivision Code and Orange County Subdivision Manual, Sub
article 18.
4. Prior to recordation of this parcel map, the surveyor/engineer preparing the map
shall submit to the County Surveyor a digital-graphics file of said map in a manner
described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision
Manual, Sub article 18.
5. All vehicular access rights to Graham Street shall be released and relinquished to
the City of Huntington Beach.
SPECIAL CONDITION'S OF APPROVAL:
1. The site plan and floor plan received and dated January 3, 1994, and the tentative parcel
map received and dated December 2, 1993, shall be the conceptually approved layout.
The building elevations received and dated November 18, 1993 shall be the conceptually
approved layout with the following modifications:
a. A second row of glass window treatment shall be incorporated into-the north west
corner of the building. The additional windows shall be located directly above the
existing proposed windows and shall be of the same number, size, and materials.
2. A revised elevation shall be submitted depicting the modifications described above.
3. The Zoning Administrator shall be notified in writing if any changes in building height,
floor area, setbacks, building elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the Zoning Administrator has
reviewed and approved the proposed changes. The Zoning Administrator reserves the
right to require that an amendment to the original entitlement be processed if the
proposed changes are of a substantial nature.
4. Conditions of approval shall be printed verbatim on the cover sheet of all working
drawing sets submitted for plancheck.
5. Prior to issuance of building permits, the following plans and items shall be submitted
and/or completed by the applicant:
a. The applicant/property owner shall submit a covenant restricting all uses of the
proposed 9,250 square foot industrial building to warehouse and ancillary office
use. The covenant shall be recorded at the County of Orange Recorder's Office
and a copy of the recorded document submitted to the Community Development
Department for inclusion in the file. The covenant and its restrictions shall run
with the land.
b. One set of landscape and irrigation plans to the Public Works Department for
review and approval. The landscape construction set shall include a landscape
plan prepared and signed by a State Licensed Landscape Architect which includes
all proposed/existing plant materials (location, type, size, quantity), irrigation
plan, grading plan and approved site plan, and copy of conditions of approval.
The landscape plan shall be in conformance with Section 9607 of the Huntington
Beach Ordinance Code. The set must be complete and approved by both
Community Development and Public Works prior to issuance of building permits.
