Church Sanctuary, counseling rooms and babtistry adjacent to an existing church facility. There are 354 parking spaces o;i the proposed site plan. The staff in its initial study of the project has recommended a Negative Declaration be issued subject to mitigation measures which are incorporated as conditions of approval in SecMion 7. 0. Prioz to action on Conditional Use Permit No. 79--32, It is necessary .. . for the Planning Commission to review and adopt Negative Declaration No: 79-75.. . 5. 0 PRESENT LAND USE, ZONING, AND GENERAL PLAN DESIGNATION: Subject site is located southwest of Main Street and southeast of 17th Street and is presently zoned R1--O, Low Density Residential mixed with Oil Production. The site is currently designated Low Density Residential on the General Plan. • The property to the north of the subject site and across 17th Street is zoned CF-R, Community Facilities (Recreational) District and is designated Low Density Residential on the General Plan. This property is undeveloped at the present time. The property located northeast of the site is zoned R1, Single Family Residential Combined with Oil Production and is designated Low Density Residential on the General Flan. This property is developed with new single family residences. The properties to the south and east are also zoned R1, S - igle Family Residential, and are also designated Low Density Resid,.�ntial on the j General Plan. a The property to the southwest of the subject site is zoned CF--E Community j Facilities (Educational District) and is designated Low Density Residential on ' the General Plan. This property is currently developed as a school (Smith School) . This property is developed as a condominium complex. a CUP 79-32/ND 79-75 Page Three 6. 0 ANALYSIS: The proposed facility that will be added to the existing church facility consists of a three level sanctuary which includes a basement and a second story. The basement level will contain a general dining and meeting area, storage areas for tables, chairs, and other miscellaneous supplies, custodian storage, mechanical equipment and boiler equipment, small office space and restroom facilities . The second level, or ground floor, will consist of the assembly area, nursery care and restrooms, chorus practice area and restrooms, baptisry dressing area, otfice space and counseling area, communion preparation aiea, . conference room, pipe organ area and sound control booth. The second floor, or third level, consists of a audio-visual projection and sound space and special lighting facilities. The proposed plan provides 354 parking spaces on site with four major points of access, two along Adams Avenue with one being restricted to egress only, one on Seventeenth Street, and one onto Main Street via Loma Avenue. The new sanctuary facili- ty will have seating for 1, 058 persons and the choir area seating for approximately 100 people. Based on parking requirements of one space for each three seats in the main area, the required parking is 354 spaces. The church is proposing to provide 354 spaces. it has been indicated to the staff by the church officials that the other buildings located on the site and the basement facilities of the new sanctuary will not be used at the same time services are being conducted in the sanctuary facility. Therefore, the staff feels that the provided parking to accommodate the sanctuary and the chorus area will be adequate to accommodate the entire facility. This church presently holds three services each Sunday with the increased size in seating capacity, the services will be reduced to one or possibly two can Sunday, This will increase the traffic in the general area at the end of the service but will reduce the number of turnovers in any given Sunday. Based on the number of service:, held at the proposed facility and the j existing other uses, the parking turnover is relatively light, therefore, creating very little, if any, hardship on the abutting single family dwellings. The proposed buildino is set back a minimum of 90 feet from Adams Avenue and more that, one hundred feet from Seventeenth, Main Street and Loma Avenue. The code requires that the church parking facili- ties provide 1002, of the total area in landscaping . The proposed facility comprises of almost 25% landscaping of the entire area. In summary, the proposed facility is not an intense use, it is adequately separated from the existing residential neighborhoods by the use of landscaping and setbacks and access provided to the facility fru;n throe major streets, therefore, the staff feels that the proposed facility is compatible with the existing surrounding uses. CLIP 79-32/ND 79-75 Page Four 7:0 RECOMMENDATIONS: The staff is recommending approval of Negative Declaration No. 79--75 and approval of Conditional Use Permit No. 79..-32 based on the following findings and subject to the following conditions: FINDINGS: 1 . The proposed facility is in substantial conformance with the Huntington Beach Ordinance Code, 2. The subject site is suitable for the proposed use and will be compatible with the surrounding land uses. 3. The proposed facility with its four major access points, adequate parking, landscaping and architectural design will not be detrimental to the health, safety, or general welfare of the neighborhoeJ or they community . SUGGESTED CONDITIONS OF APPROVAL: 1 . The site plan received and dated November 17, 1979 shall. be the approved layout . 2. A detailed landscape plan shall. be submitted to the Depart- ment of Development Services for review and approval . 3. Natural gas shall be :: tubbed in at the locations of cooking facilities, water heaters and central heating units . 4 . Low volume heads shall be used on all spigots and water faucets. 5 . All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material shall be disposed of at an off--site facility equipped to handle them. 6. If outside lighting is included on the site, low energy consuming li-ghts, such as high pressure sodium-vapor lamps, shall be used . The placement of said lights shall be no closer than 45 feet from the property line. The driveway located on 17th Street shall be redesigned to provide an onsite stacking area to accommodate a minimum of 6 cars . Said redesign shall be approved by the Department of Public Works and the Department of Development Services . 2. The landscape island located across from the Loma Avenue en- trance shall be redesigned to allow an unrestricted right hand turn movement for southbound traf.ic. 3. Mr. Belsito: fhis, lettar is a followup of my letter of appeal dated January 10, 1980. As you. knoti, the site plan for a conditional use permit and the conditif-ns of approval , depict exactly vloat is going to be built. It is my opinion and the basis. of my appeal that the approved plan should be amended to include the following: i . This is an intense use with a high traffic concentration at specific times; therefore; the driveway entrances on both 17th Street and Adams Avenue should be redesigned to provide an onsite stacking area to accommodate a minimum of six to seven cars. 2. The plot plan should be emended to show enclosed trash areas located away from the residential areas along Adams Avenue. 3. With regbrd to the area designated on the site plan as "future development", the applicant should be required to indicate the future use, now. It appears that a specific use may be contemplated which causes a great deal of uncertainty and concern in the neighborhood. 4. The proposed new facility should be conditioned for normal church � functions and not for any type of general andlnr commercial uses. 5. The parking for the total complex, both existing and proposed facilities, is based solely on the new sanctuary. Since the parking lot is inadequate in terms of the number of spaces and layout, parking for the new 1 ,058 seat facility will iverflow the lot onto surrounding streets. Also, surely there w; il be concurrent uses of some of the old Facilities with the new main sanctuary. No matter whit is said, these problems cannot be mitigated after the fact, and should be addressed now; and additional parking arcvided. The public hearing was opened . Betty Walker, 1705 Aspenwood Lane, addressed the Commission and pre- sented a petition signed by a numbe- of neighboring property owners expressing their concerns with the establishment of addit.io:,.Ai church facilities in this reside.-itial neighborhood. Ms . Walker ' s primary concerns were the existing parking court for the facility and the overflow of parking which she attested pros-nt?y ,.)ccurs and the types of uses and hours of operation proposed .or the new facility . The applicant' s representative , Robert hunch , responded to those concerns, pointing out that new :.arkinq will comply to code . Steve Calvello, 1714 Shipley Lane, spoke in regard to the lack of enclosure for the church parking lot and the probable increased traffic congestion; however, his main objection was the fact that he did not feel the structure could be made aesthetically compatible with the surrounding residential uses . Richard Woolman, 1736 Shipley Lane, discussed tl,,. access points to � ;.he project and suggested the increased traffic might result in the teen for added traffic controls at the inters.:ction of Adams and Main Street. Jim Jones , 1700 Shipley Lane , discussed the use of the area deline- ated as "future construction" and how parking could be provided for a use on that site . A letter from Pager Slates , an adjoining resident, was received and distributed t:s the Commission . The public hearing was closed . Commission disco;>sion ensued . In the review of the negative declara- tion for this project Commissioner Winchell. pointed out that the poss;;.bility of future installation of a carillon in addressed in that document, and she did not feel that such a use should be approved without a public hearing in regard to its snc::ific noise impacts in the neighborhood . After discussion, it was the consensus of the Com- mission that re=-°erence to the carillon should be deleted from the environmental information .
