P. 80 May 18 , 1982 Page 2 recreational vehicle storage facility at the southwest corner of Ernest Avenue and Steuart Street . The pro:;ect will consist of a two-story wood framt.. building fronting on Ernest Avenue. The storage building will contain approximately forty-seven, 100-square-foot storage units on the first floor and approximately., ninety--four, 50-square-foot storage units on the second floor. Fourteen parking spaces have been provided a' jacent to the storage building for use by patrons of the storage- Facility. Ar. additional fifty-six spaces have been provided for parking of recreational vehicles , travel trailers , and boats . These spaces range in I size from 8 . 5 fee ; by 17 Feet to 8 . 5 feet by 30 feet. The main access to the project will be from Ernest Avenue, with additional access provided on Stewart Street. A third accessway has been provided on Stewart Street; this ,access is designated for " fire access only" and will remain locked at all times . Conditional Exception No . 82-07 is a request to permit 10-foot front and exterior side yard setbacks in lieu of the required 15-foot front an.-] side yard setback. Conditional Exception No . 82-07 is also a request to construct an 8 foot high, wood frame wall with stucco and wood trim in lieu of the required 8 foot high block or masonry wall . 3 . 0 SUMMARY OF ISSUES: I After reviewing Conditional Use Permit 82-6 and Conditional Ex- ception No . 82-07 , the staff has identified the following_ issues of concern : 1 . Whether the storage facility is compatible with surrounding land uses . 2. Whether the applicant has demonstrated sufficient hardship to justify approval of Conditional Exception No. F2-07 . 4 . 0 ENVIRONMENTAL STATUS : j Pursuant to the environmental regulations in effect at this time, the Department of Development Services posted draft Negative Declaration No . 82-13 for 10 days , and no comments either verbal or written were received . The staff in its initial study of the project has recommended that a negative declaration be issued for Conditional Use Permit No . 82-6 . The applicant currently owns and operates a similar facility (self- storage only) to the west of the subject property. The layout, design, and building materials used for the proposed p._o-iect will be similar to those used by the developer on the existing storage facility . Additional land uses adjacent to the proposed facility include a storage yard and vaunt proparty. The abutting prop- erties are all currentll, designated on the General Plan as General Industrial. Conditional Exception No. 82-07 is a request by the applicant to allow a 10-foot front and side yard setback in lieu of the 15-foot setback required by Section 95A. 2 . 1 of the ordinance code. Con- ditional. Exception No. 82-07 is also a request to allow the construction of a wood frame and stucco-finished well with wood trim on the eastern property line in lieu of the 6-inch concrete block or masonry wall required by Section 9533 . 2. 1 of the ordinance code. After reviewing this request, the staff does not believe -th' at sufficient hardship has been demonstrated by the applicant to war- rant approval of a wood frame and stucco wall in lieu of a 6-inch , concrete wall . Section 91-33 . 2. 1 of the Ordinance Code requires a minimum 15-foot front yard and side yard setback in conjunction with all outside storage operations . In its analysis of this request , the staff could not find that a hardship exists based on the criteria set forth in Article 983 of the Ordinance Code . The subject pr--) - perty is not unique in its size and configuration , nor do o.iy exceptional circumstances exist related to the land or buildings that justify approval of Conditional Exception No . 82-07 . 7 . 0 RECOMMENDATION : The staff recommends that the Planning Commission approve Condi- tional Use Permit No. 82-6 based on the findings below. The staff also recommends that t-he Planning Commission deny Condi- tional Exception No. 82-0'/ based on the following findings : FINDINGS FOR DENIAL: (Conditional Exception No . 82-07) 1 . There are no exceptional circumstances applicable to the land and buildings that do not apply generally to other properties within the same district. 2. The granting of Conditional Exception No. 82-07 will consti- tute a grant of special privilege inconsistent with limita- tions placed on other properties within the same zoning classification . FINDINGS FOR APPROVAL: (Conditional Use Perni:: t_ No. 82-6) 1. The proposed storage facility substantially complies with all. provisions of the Huntington Beach Ordinance Code in- cluding parking, setbacks, landscaping and architectural design, with the exception of the 10 foot setback which shall lie revised to show a 15 foot setback along Ernest Avenue and Stm.ort Street. 2 .
