STATEMENT OF ISSUE•
Transmitted for your consideration is Resolution No. 6 2 S 41- to
adopt Local Coastal Program Amendment (LCPA) No. 91-1, and amend the
City' s Certified Local Coastal Program to incorporate changes
involving off-street parking, and projecting decks on waterfront
lots . LCPA No . 91-1 shall -be transmitted to the California Coastal
Commission for final approval .
RECOMMENDATION•
Motion to:

ANALYSIS•
The California Coastal Commission in 1985,: certified the City' s
Local Coastal Program (LCP) . Any changes to. the zoning code that
affect the LCP must be transmitted to the California Coastal
Commission for final approval . To accomplish this, a Resolution
must be adopted by the City Council and forwarded to the California
Coastal Commission.
On October 15, 1990, the City Council adopted Ordinance Nos . 3054
through 3071 amending off-street parking, loading, and landscaping
provisions of the Huntington Beach Ordinance Code (Code Amendment
No. 88-12) . More recently, the City Council adopted Ordinance Nos .
3090 through 3093 on January 22, 1991, allowing projecting decks up
to five (5) feet over the bulkhead in all residential zoned
properties abutting the waterway (Code Amendment No. 90-3) .
Local Coastal Program Amendment No. 91-1 is a request to the
California Coastal Commission to amend the Huntington Beach Local
Coastal Program to incorporate changes pursuant to Code Amendment
No. 88-12 and Code Amendment No. 90-3 . A matrix depicting the 1
changes has been prepared.

A RESOLUTION OF THE HUNTINGTON BEACH CITY COUNCIL
ADOPTING LOCAL COASTAL PROGRAM AMENDMENT NO . 91-1
(CODE AMENDMENTS 88-12 OFF-STREET PARKING REQUIREMENTS;
90-3 CANTILEVER DECKS)
WHEREAS, after notice duly given pursuant to Government
Code §65090 and Public Resources Code §§30503 and 30510 , the
Planning Commission of the City of 'Huntington Beach held public
hearings to consider the adoption of the Huntington Beach Local
Coastal Program Amendment No . 91-1, and such amendment was
recommended to the City Council for adoption; and
The City Council , after giving notice as prescribed by
law, held at least one public hearing on the proposed Huntington
Beach Local Coastal Program Amendment No . 91-1, and the Council
finds the proposed amendment is consistent with the certified
i-. Huntington Beach Coastal Land Use Plan and Chapter 6 of the
California Coastal Act ; and
The City Council of the City ' of Huntington Beach intends
to implement the Local Coastal Program in a manner fully
consistent with the California Coastal Act ; and
NOW, THEREFORE, BE IT RESOLVED by the City. Council of the
City of Huntington Beach that the Huntington Beach Local Coastal
Program Amendment No . 91-1 consisting of the following changes is
hereby adopted :
Amendments to Articles 911 (Low Density Residential) , 912
(Medium to High Density Residential) , 913 (Oldtown and Townlot
Specific Plans) , 914 (Mobile homes) 915 (Planned Residential
AY= Developments) , 916 (Senior Residential Suffix) , 920 (Office
Professional) , 922 924(Commercial) , (Visitor Serving Commercial) ,

936 . 5 (Residential Condominium Conversion) , 941 (Limited Use and
'- Recreational Open Space) , 942 (Water Recreation) , 951 (Ml-A;

Restricted Manufacturing) , 955 (M2 ; Industrial) , 960 (Off-Street
Parking, Loading and Landscaping) , and the Downtown Specific Plan
(Section 4-Development Standards) by repealing Article 960
(Off-Street Parking , Loading and Landscaping) with changes to
parking requirements for each district within the coastal zone;
and, to allow for projecting decks up to five (5) feet over the
bulkhead on waterfront lots zoned R1, R2 , R3 , R4 , Planned
Residential , and within the Water Recreation (WR) District .
BE IT FURTHER RESOLVED that pursuant to Coastal
Commission Regulations §13551(b) , Huntington Beach Local Coastal
Program Amendment No . 91-1 will take effect automatically upon
'- Coastal Commission approval pursuant to Public Resources Code
§305,12 , 30513 , and 30519 .
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 4th
