The Planning Commission reserves the right to rescind the Conditional Use Permit in the event of any violation of the terms of t::i s approval or violation of applicable zoning laws. Any such decision shall be preceded by notice to the applicant and a public hearing , and shall be leased upon specific findings. P. 84-21 - Appeal September 6, 1984 ' Page 4 A play area will be provided along the southern property line , farthest from the adjoining residences, and its use will be limited to weekdays between the hours of lls00 a .m. and 2: 00 p.m. The Planning Commission ' s approval was appealed Ly Councilwoman Ruth Finley because of a concern that the flood potential at the site needs to be further addressed. In order to decrease flood hazards, a Flaodplain District was adopted in 1981 to regulate land uses and developments within areas of the City subject to periodic flooding . The proposed school is located . wihi.n c 100-year flood boundary of the Santa Ana► River , an FP2 area, and is a permitted use. Several. schools are located within this flood boundary between Beach Boulevard and the Santa Ana River . The City of Huntington Beach Office of Civil Defense has developed a five-step contingency plan for flocds to prevent and control flooding and to inform and assist citizens in areas of flood danger potential. There are pamphlets available to assist people in divising site-specific evacuation plan, during a flood. A condition that may be added to the conditional use permit could be a requirement to prepare an evacuation plan for the school approved by the Office of Civil Defense. j Zhannel failure was the cause fur flooding at the subject property on Msreh 1, 1983. A current project to iw t:ove the Huntington Beach Channel will take a couple c': years to complete. This, along with the County 's efforts to upgrade the Santa Ana River Flood Control facilities , will reduce the flood potential for the area .
