The applicant appealed this denial to the Planninn Commission. At the June 19, 1984 public hearing held by the Planning Commission, statements of fact were presented by the traffic officer. The Police: Department responded to numerous calls generated by the 1983 event , and indicated concern with providing off-site parking for the proposed 1984 event. The applicant spoke regarding parking , pedestrian crossings, litter, barricades, hours of operation , and sale of alchoholic bc;verages. Testimony was rece 1ved by residents of the neighborhood both for and against the proposed event. The applicant acquired permission to use an adjacent church' s parking 4 lot and would encourage volunteer workers to utilize the 150 ' . offsite spaces leavirg the 350 on-cite spaces available for participant use. Other items suggested by the applicant were considered by the Planning Commission and included as conditions of approval. It is now thew: conditions that the applicant is appealing . After lengthy discussion between staff and Commissioners, conditions of approval were imposed in an effort to control and mitigate any adverse effects that would be generated by the temporary outdoor event . Condition #18 is a new code requirement (S.9730 . 80) , and was cited as a courtesy to the applicant. B0111AVLM1 M CRURCH ' The Hay or Announced that this was the nay and hour set for a public hearing to consider an appeal to the conditions of approval imposed by the Planning Commission of Use Permit No. 84-12, a request to permit a temporary outdoor event. This event is categorically exempt from environmental assessment. Subject property is located at 16400 Springdiie Street and zoned R1, Iow Density Residential District. The City Clerk announced that all legal requirements for notification, publication and pasting had been met, and that she had received no communications or written protests to the matter. The Director of Development Services presented aerial slides of the area. The Mayor declared the hearing open. Ed Giardina, member of St. Bonaventure Church and one of the chairpeople of the festival, stated that there was 315 parking spaces. He referred to a letter from the Festival 'Cotmsittee Jatcd June 28, 1984. He referred to condition #22 stating that the the 5:30 p.m. evening Masses on Saturday and Sunday should not be helca. He slated that members of the parish were opposed to eliminating the Masses and suggested that condition of approval #22 ve rewritten to allow the Masses, but suspend festival activities frc►m 5:00 p.m. to 6:30 p.m. Kay,�r n __a,i�rld,i,,�,,,.A,� complained about laud noise, drinking, parking problems and traffic impact on residents during past festivals. She suggested the festival be moved co s meplace with larger grounds, such as Golden West College, in the future. j Robert Armstrong asked what activities the Festival Committee would suspend during the j ours o 5: 0 p.m. and 6:30 p.m. on Saturday and Sunday. An onsite inspection by Lhe Fire Department shall be requited prior to the event . daid inspection shall be conducted prior to 10:00 a.m. on the day of the opening of the festival to allow sufficient time for final documents to be issued. 3. A certificate of insurance fora shall be filed in the Finance Department at least five (5) days prior to the event. 4. All trash, debris, and garbage, as well as special dumpsters shall be removed from the oite within two (2) days of the closing of the festival. 5. Use of amplifiers, speakers, musical tnatruments, and playing of recorded music are to be discontinued sd of 9:00 P.m. each Evening. 6. Any refrigeration truck to be placed onsite shill be located as veer the intersection of Springdale Street and Heil Avenue as possible to minimize noise from the unit. 7. Barricades shall be placed at the intersectior_d of Springdale Street and Brassie Circle, Springdale Street And Orlando Drive, Heil Avenue and Bradbury Lane, Orlando Drive and Bradbury Lane, .and Orlando Drive and Angler Lane. The applicant shall provide at their expense uniformed police officers to mars the barricades at all times during the hours of operation at all locations except Orland Drive and Angler Lane, cue (1) hour prior to the opening of the festival to tivt close of each day (to be approved by the Traffic Engineer and Traffic Division of the Police Department), 8. In number as determined by the Police Chief, uniformed officers shall be provided onsite during the operation hours of the event except that there shall be a minimum of ten (10) security officers onsite from 6:00 p.m. to the close of the client on Friday, October 12, 1984 and from 2:00 p.m. to closing on Saturday and Sunday, October 13 and 14, 1984. Where therm may not be a sufficient cumber of Huntington 'Beach Police officers, the applicant shall hire private security guards. 9. All equipment and manpower required by Conditions Nos. 7 anti 8 shall be provided at the applicant 's expense. 10. Appropriate signs (temporar:r) for the direction of traffic and onsite parking shall be provided by the applicant . Said signs, location, and content to be as recommended by the Traffic Division of the police Department. 11. The vehicular access off Orlando Drive and Bradbury Lanz shall be secured and not used for ingress-egress to the site except for emergency purposes. L2 All operations of the festival, including machinery other than neceasa,:y refrigeration units, shall desist betveen the hours of 9:30 p.m. and 8:00 a.m. 13. All activity on the site or clean-up activity offsite shall be shut down by 11:00 Pon* 14. The Comission recommends that an announcement be made in the church to ask the parichionears not to park on the neighborhood streets, and that corkers at the event itself be encouraged to park in the Lutheran Church parking lot. 24.
