Subsequent to that time, the applicant has submitted revised plans as well as two letters outlining justification for the use and a further explanation of thi actual operations at the site . These have been attached to this report . ANALYSIS OF REVISED PLANS: On March 19 , 1985 , the applicant submitted a revived plan which the Planning Commission has not had the opportunity tk. review. The plan shows marked exit and entrance driveways on both Main Street and Beach Blvd . The landscape planter at the corner of the two streets has been modified to help contro*. and separate the two entrance drives . Six ninety degree parking spaces have been added in front of the building for a total of twelve spaces, which more than satisfy the minimum parking requirement . In addition, the revised Flans address the circulation problems through the use of directional arrows to strictly control the traffic circulation both on and off site . The applicant indicates that the statinn has many commercial accounts for diesel fuel customers with tractor and trailer rigs and that the previously recommended Main Street driveway closure is Unfeasible because the diesel trucks need to enter here to access the diesel pump island. The applicant also explains in an attached letter that the removal of the existing automobile service activity .on the site will reduce traffic congestion by the elimination of a total of ten employees and by the. number of vehicles that would be services in the bays . r The changes reflected in the revised sit.-. plan tend to minimize the trpea of ionflictas in ingress and egress movements that had been of r concern to staff and to the Planning Commission in the original plane. These work in conjunction with the recommended ccnciitionr - o1 approval' to fnerease the radius for - the fain Street driveways, to r"uilre a planned sign program .for the , site which would 1ncldot •igea - and pav*nent wA rkings, apd to require that,:t hit , fkAtkiin.. bi rated as -full-serve only to help regulate and .-cont-re'l: :. iIfati 0a,. It would now appear that although there may be possible conflicts based on the irregular configure-ion And location of the site, the revised plans substantially respond to the previnus staff concerns outlined for the Planning Commission in staff ' s orig7nal recommen- dation for denial of the project. Hr indicated in the Alternative Action recommendation ; however , it may be appropriate to refer the revised plans back to the Planning Commission for review since they have not had the opportunity to ensure that all their concerns were addressed. RECOMMENDED ACTION : Based upon the revised plans submitted , staff now recommends the approval of Conditional Use Permit No . 84-36 subject to the following findings and conditions of approval : Findings for Approval : 1 . The service station/convenience market will not have a detrimental effect upon the general health , welfare , safety and convenience of persons residing or working in the area nor be detrimental to property values or improvements in the vicinity . 2 . The proposed use is in conformance with the City' s adopted General Plan . 3. The propose) use is compatible with existing or other proposed or anticipated uses in the area . 4 . The proposed location , site layout and design will properly adapt the site to streets, driveways and adjacent structures and j uses in a harmonious manner . I 5. The.,applicant 's proposal involves little physical change to the ; sire'- and existing building . Staff has analyzed circulation and ; ., traffic safety as the primary concerns in the efficient operation of e uoe , including design alternatives which would have less of an impact on adjacent streets . Staff-Is analysis focused on several concerns with both the design :and location of the proposal as well as the intensity of the use . It y yas indicated Lo the applicant that staff would not support the reyuest. due to on-Bite and off-site circulation problems and lack of rF ` icc eissible and convenient parking. Staff recommendea to the applicant ., that ,:the Merin Street driveway nearest to the Beach Boulevard intersection be permanently closed with the perimeter landscape z lanter continued across it. This driveway is hazardous due to the anflicts which occur when motorists attempt to exit at this location Ltd :dross the !lain Street traffic lanes to enter the left-hand turn ;pocket . ' Its I relationship to the right hams turn lane, and the 6tackinq of Cara in this lane and in front of the driveway also xfainta a traffic safety problem. s .4pplJ6ant !s response to these statf concerns was to designate the . t4 .s ' Mlsway sas -'entrance only, " ana the other Main street driveway an , y` •!xi-t, only.
