A tenant: listing of the adjacent center has recently been submitted to staff. Based on the City' s calculations , the exieting center requires 148 parking spaces as oppposed to 141 as indicated by the developer ' s �4 tabulation. Combining the 148 space requirement with the 54 space requirement for the two parcels and allowing stacking credit for 10 spaces, the integrated center has a total requirement of 192 parking spaces. The site plan submitted for Use Permit No. 84-111 reveals lag packing spaces provided. Therefore, the proposed buildings ai:e unable to satisfy the code parking requirements. of major concern was the circulation pattern of the restaurant site, the proximity of the exit lane into the ingress-egress commercial center drive, and the additional traffic impact to Beach Boulevard. .� The Board of Zoning Aciust.ments reiterated its 1903 attempt to persuade the developer to redesign the adjacent commercial center entrance and have a single entrance at the center of the site . Had the developer relocated t►:e driveway , st4f.. ' s concerns regarding, potential traffic cc.:n,stioil and hazards wolsld have been elim r,eted. Following the Board of Zoning Adjustments derision to reconsider denial action, the appellant hired a traffi -: consultant to monitor traffic and 'to Prepare alternative building layouts; and a traffic; impact report ( attached) . Following a review of the t:l:aftic stvdy, it was noted that �iaffic circulation alternatives had beeii proposed rc;r1 the original building siting and variations in layout . The appellaiiit did not accept any of the proposed alternatives, and the report Supports the, original layout previously denied by the Board. A pl ican t : Rudi Van Mil To permit a 3, 200 square foot drive-through restaurant and a 4 , 400 square foot office/commercial building on property located on the northwest corner of Beach Boulevard and Slater Avenue. Michae; Adams presented Glides of the proposed project locaticrt and reviewed the reauons for the prior denial by the Board of Zoning Ad- justments . Mr. Adtims pointed out that the total center is 10 spaces short of the- requ ' l.-ed parking , based on the known tenant mix at the , present time. however, Commissioner Livengood pointed out that the 182 parking calculation for the site includes roomfor 10 stacking spr.s:es for the restaurant under consideration and only 5 spaces are available with the present configuration, therefore, he felt that the ;project sharta.. is actually 15 spaces instead of 10. _ The public hearing was opened . Car' Wayne, .representing the applicant , spoke in favor of the: appli- cation .request . fie si�id his business does not generate traffic, but only makes use of the: existing traffic that comes through an area and that the 10 stacking spaces referred to be Commissioner Livengool were 5 :paces for: cars waiting to get service and 5 cars after an order is riven and the customer is waiting for his food. We are being denied a use perwit due to us being five parking spaces short and not havi.;g enough stacking room for the dr ive--thru. We are appealing this decision based on thr- fo3lowing: 1) There are sufficient parking spaces. Please see enclosed photographs . 2) The five-car stacking lane for the drive-thru is 7 sufficient . City officials from Huntington Beach recommended that we hire a traffic consultant. The traffic consultant po~formed a study and analyzed our Wr.ndy ' s operation. The facility would be an integral part of the Vista Centre. A 21,100 square root Vista Paint store -dill be the so called "anchor" of this shopping center. This study was commissioned by Saber Limited, the propose3 developer of the Wendy's facility. :he need for the detailed analysis is based on the denial of Use Permit No. 84-18 by the Board of Zoning Adjustments dated *larch 29, 1984. Conclusions The following is a surs:aary of the roost relevant conclusions resulting from this study to evaluate the traffic impact of a proposed Wendy's store at the northwest corner of Beath Boulevard and Slater Avenue: o Mest of the non-Wendy's traffic entering Vista Centze will use either the northerly Beach Boulevard entrance or the entrance on Slater Avenue because f traffic orientation, directness and convenience for center users. o Because a significant amount of Wendy's business is from motorists already on the str_et system for other than "to eat" reasons, the new traffic generated by a Wendy's type operation will result in leas "Dew" vehicles on either Beach Boulevard or Slater Avenue than a land use that i generates a higher proportion of "dedicated' or exclusive trips for only that purpose. o The mix of business types at the center with an "anchor" of the Vista Paint store will. produce relatively low vehicle generst. im during the midday peek for the �} proposed Wendy' s state. As of April 16, 1984, Buildings "A" and "I" have been completed as well as the parking area for these two buildings. The area identified as "D" is the general area proposed for the Wendy's Facility. The center is presently s.rved with two drive approaches on Beach Boulevard as shown on the site sketch. Beach Boulevard has a raised divider and, therefore, all turns into these two drive approaches are either right turn "in" or right turn "out." Beach Boulevard has three (3) through lanes in each direction plus parking lanes. Slater Avenue has four (4) moving lanes plus parking and a painted median that vill provide for left turns into the center for eastbound vehicles. Area "C" on the sketch shows the area of a future building. Traffic volumes on both Beach Boulevard (soutbbound) and Slater Avenue (westbound) werh counted for a seven (7) day period. The detailed results of these counts are included in Appendix A. The counts showed that the weekday 24 hour volume southbound on Beach Boulevard is about 28 ,000 vehicles per day and the vent- 4 bound volune on Slater Avenue for a typical weekday 24 hour period is 9,000 vehicles per day. r The ictersection of Beach Boulevard at Slater Avenue is controlled with a multi-phase traffic signal. Appendix B shows the results of the three teats. Based on a review of the queue length observations, it is concluded that the period of 11:50 to 12:35 is representative of the peak activity period. During this 45 minute pes.k period a total number of 30 observations were made. The average queue length for these 30 observations was 4.8 vehicles. The highest number observed was 8 vehicles (one observation) . In other words, it is necessary to reduce to the extent possible the "side f_-iction" on both Beach Boulevard c and Slater Avenue caused by this activity center. h The ingress situation is consid+red most critical for beach Boulevard and Slater Avenue traffic. The ingress points should be available to receive vehicles turning into the center without undue slowing or stopping While on Beach Boulevard or Slater Avenue. Xteping the Aisles near the streets clear of stopped or queued inbound vehicles is the beat way to keep the ingresn operation safe: and efficient. If, for instance, a s ' xr.b car were in the Wendy's drive up window queue and that particular car bad entered the center at the southerly Beach Boulevard drive approach, with the proposed plan there would be about 125 feet available to the entering vehicles to safety stop in the aisle. Another vehicle; i.e. , the seventh in the example peak queue, could also be safely accommodated in the on-site aisle without endangering vehicles entering the aisle from Beach Boulevard. Because of the queuing caused by the traffic signal at Beach Eoulevard at Slater Avenue, there will be numerous times when vehicles southbound on Beach Boulevard wishing to go to the proposed Weady's will use the northerly drive approach because they fuel it would be more convenient to get to the store by entesiag the: center upstream of the congesti,)n caused by the signal.. In these cases the north—south parking lot aisles would be used for acceed to Wendy's , thereby keeping room in the southerly aisle open due to the; distribution of entering traffic. Qo-Stgeet Circulation ConeidErat ions As far as on-street circulation is concerned, the Wendy's will not have any significant impact, primarily because this type of fast food service typically does not generate an excessive amoccnt of additional traffic. gather, it provides a service for existing traffic.
