They have indicated this would occur only in extreme emergency conditions Where air transport would be a life saving measure such as for cardiac patients or, accident victims . It has been estimated that helicopter landings would occur on an average of six times per year ; a maximum of 12 . This request is a result of the hospital ' s inability to continue using an ','emergency only" , non-permanent heliport landing pad on an adjoining Delaware Street parking lot due to a recent decision by the California Department of Transportation relative to such loading pads . The proposal is warranted and is consistent with the City ' s General. ,Plan safety prograrl to reduce loss of life and use of the heliport site would be safer than the hospital 's current patient transfer method. RIM: as 71 rn June, 1984, the City Council upheld the Planning Commission 's approval of Conditional Use Permit No . 84--8 for a police heliport facility which consists of one approach/departure pad, two landing t pads , a hanger and parking area . It was approved subject to the following conditions: 1 . The facility shall be for the use of Huntington ©each Public Safety Agencies. Use by other Federal , State or local Public Safety Agenclos shall only be with the consent of the Huntington Beach Police Department for the purpose of assisting the Huntington Beach Public Safety Agencies. Other Public Safety Agencies may use the facility on ah emergency basis only. t 2. To approve, a concept, site plan as modified to accept a metal � building, a block wall around two sides and landscaping as required by the Design Review bcard . 3 . Flight pattern proposed by the Police Department , received May 1, 1984 , as Exhibit HB-3 , shall be the approved pattern. This y flight pattern shall be spelled out in terms of flight slope, altitude and liner feet and ridgidly adhered to . 4 . Helicopter noise levels at this facility shall be maintained at the 1988 CHEL Contours as depicted in the CN2M Hill Repot dated March , 1983 . 5 . An future expansion for the heliport shall require a public � Y 'E hearing and notice to property owners within a 2, 000 foot radius of the site before the Planning Comnission. 6 . Expansion of heliport facilities shall not proceed until technology for a quieter helicopter is developed and utilized by the City of Huntington Beach. Purchase of one quieter helicopter shall take place within 18 months. 7. Private or commercial helicopters are not allowed to operate from the Heliport _ S . The site plan (including landscaping and parking) dated April 150 19840 as modified by Condition #2, shall be the approved plan and shall not be expanded beyond this site . 9 . All building spoils , such as unusable lumber , wire, pipe and other suplus or unusable material , shall be disposed of at rsn off-site facility equipped to handle them. 10 . If lighting is included in the parking lot, energy efficient lamps shall be used . All outside lighting shall be directed to prevent spillage onto ad j acfsnt properties . Morrison informing us of the conditional use permit governing the . City heliport site. Pursuant to your recommendation, I would like to ask that the City, modify the conditional use permit to allow helicopter landings for the transport of patients from Pacifica Coimmunity Hospital to tertiary care cent©zs, as the need occurs; This would occur only on occasions of extreme nmargency where � air transport is necessary for lifesaving conditions such as cardiac patients in need of immediate surgery or cathateriza- tion, or some accident victims. I would not expect this to occur more than between six and twelve times a year, and it is probable that six would to the maxinum r.Amber of flights . The proposed facility will be comprised of one approach/departure pad, two landing pads, a han.4r; and a parking area. The site is zoned Hl-CD (Light Industrial-Civic District) The City Clerk announced that all legal requirements for notification, publication and posttn,8 had been met, and that she had received no ce=unicationes or written protests to the matter. The Director of Development Services presented a staff report . Discussion was held regarding the proposed uite plan. The City Administrator: any: the Chief of Police sated there were no plans for futurt expansion of the facility, The Mayor Chelared the hearing open. The following people spoke in opposition. to a heliport located at this sitr : Floyd Belsito, Ron Russell , Bruce Bartels, Carol Prince, David Prince, Jeanne Collins, Glean Burkett and Pat Castellano. Her. Castellano presented an informal petition to Council containing approximately 159 signatures in opposition to building a heliport :t this location.. The Commission approved the latter request, while continuing the former, and directed staff to re-evaluate three alternative sites. The ftailowing is a brief" analysis of these sites : The Metzler site , shoran on the attached area map as Site 1 , is located 400 feet east of Gothard Siren, midway between Slater and Taltert ?Avenues , and comprises appro:: r:at.ely 2 .5 act es . The site is 1 , 000 feet due west of a residential community ( that is approximately the same distance From residential property as the proposed heliport location) . The arrival track during approach maneuvers wi I. 1 cause flyovers on the community while the departure corridor is directly over Huntington Centreal Perk based an the prevulling grind condition ...nd a 2400 heading (according to EIR 79-4 prepared by C112M !fill) . Since the original. evaluation of this site in 19BLI by C11,M Hill , there has been a great deal of development in the immediate area (see attached Vacant Land Survey Map) . in fact , there has been a number of entitlements approved just recently, which are not ' reflected on the vacant land survey map. The ©uccella property is shown as Site 2 on the attached area map. This property is just east across the railroad tracks and is locatea closer to residential property , (± 800 :eet) than Site 1 . The site has a similar approach/departure flight track as the !Metzler site , with approach maneuvers over sensitive land uses and departures over the park. The proximity of these alternative sites to the new industrial. .iovelopment will inhibit the teasibi.lity of a heliport operation in this area . According to Federal. Aviation Administration regulations, a site must have a 8-1 ratio for approach/departure; thir- would . be i difficult to achieve: with the surrounding uses. According to industrial realtors (Great Western. Industrial. Realty) , the price of land in this arna var it from V12 to t.16 a square foot. A premium price is paid for frontage on either Grahain {Y Street t or Balsa Avenue . The current heliport site was purchased for E� less than $5 a square foot . In addition, the attached vacant land survey will indicate that :here is no practical alternative in this area to relocate a heliport facility. The intensity of development > surrounding some of these parcels coupled with the proximity to residential development for other vacant parcels # makes this area ;V less than desirable . It should also be noted that there lire high ,i tension wires in this area which would endanger a heliport operatio:l. In light of the above cited information, the staff has revised the site plan for the heliport facility which reflects a reduc .ion in the tx nize of the parcel from + 2 . 6 acres to 4. 2. 4 acre site. This was k accomplished through a relocation of the hangar and holding pads coupled with a scale down of the parking area , RECOMMEtoDA'CI4N { Staff recommends that the Planning Commission approve Conditional, Use Permit No . 84-8 and recommend that the City Council approve it with the following conditions : 1. The facility shall be for Huntington 13each Police Department use or the use of other federal , ste e or local policing agencies in the furtherance of ass isLi;ig f1,;ntin9too Beach Police , and by law enforcement of other ayencxes on an emergency basis only . 2 . SUPPLEMENTAL WFOP 1ATION: Both the property in question and the construction of a heliport ` facility have previously been submitted to the Planning Commission for findings of conformance with the General Flan. in 1979, the heliport was proposed to be constructed an City-owned lar:A located north of Ellis Avenue midway between Edwards and Goldenwt�,:5 t Streets . i The Planning Comissiion considered CGP 79-14 in October 1979 but the item was continued pending input from the Community Services i Commission and completion of an environmental impact report. No conformance finding was made, and the Planning Con-nission directed :staff to investigate alternative locations for the heliport. In 1989, the subject property was proposed to be acquired for the development of a recreational vehicle camping facility in conjunction with the proposed exphnsion of Huntington Central, Park.., CGP '80-3 was considered by the Planning Com-mission in February .1980, but. no finding of conformance was made due to the property' s industrial designation and zoning , and a general plan amendmept war, initiated. .•; The amendment was considered .in December 1980, but, was, contir'tued by the City Council pending an economic feasibility study on proposed revenue producing uses within the expanded park area. The site currently proposed for the heliport is still being considered,` for recreational vehicle camping in the schematic master plan for the; acquisition and developmr::nt of Central Park. Because the new heliport facility is necessary and the site proposed is appropriate for tt►i.s use, a finding of conformance should be made . Construction of the heliport facility at this location will "require modification of the park master plan as currently proposed , as the, recreational vehicle camNround klould no longer bo feasible on the site and other rensi.-ivc uses such as the proposed fishing lake, tent, camping area, and outdoor amphitheater would be impacted . Acting Chairman Livengood suggested'. that a straw vote be taken to determine which site the Commissilaners agreed upon. Commissioner Winchell asked ' Mr. Zelefshy if the ecsl.sa Chica area .was explored as a possible site. He respanded that staff did not find a good site here , the main reason being that it was too close to residential areas. The following straw vote was taken to determine if th"t: proposed site for the police heliport was favorable to all Commissioners present : AYES: Higgins, Winchell, Livengood , Mirjahangir NOES: None ASSENT: Porter , Erskine, Schumacher ABSTAIN : None Discussion took place regarding the _condition proposed dealing with heliport use. It was discussed at previous meetings that there ,were ' times when other law enforcement agencies; assisting the Huntington Beach Police Department , were allowed access to the heliport. The flight pattern was also discussed. Commissioner Livengood suggested that any future expansion on the site must .go through a public heari'ri4 process with notification to residents within a 2, 000 foot radius. The question arose about occasions where other departments such �:6 Fire' , I` must use the heliport to transport patients requiring emergency medical treatment. The City Attorney' s representative suggested that the wording , "public safety Agency" be used in the condition. 'It 'was also suggested that rather standard conditions of approval be included i' regarding l`fghting and unusable building material . Commissioner Livengood suggested that the number of take-offs, and landings per day be limited. Lt. Morrison stated that this would be difficult as the operations change on a daily basis. At this point, Commissioner Higgins stated that somewhere along the line we have to ' put our faith in the police of this city. Commissioner Mirjahangir stated that he agreed wi0i this statement. Pursuant to an inquiry made by the Planning Commission in :day of 1983 I' we had scheduled a public.- hearing Conditional Use Permit 84-•8 and its _ on Co accompanying negative declaration to be heard by the Commission at its 2 1984 rneetin . As the staff had not previously submitted March 0 c the negative declaration ��nci a comprehen,ive staff report *.o the Co~c- mission because of lack of revised site plan and elevations (see attached Burch 20 , 1984 report) , the Commission felt uncomfortable in acting un these items at the March 20 rneetinc bucaune they had not had time to idequately review the information ► which was t7i ven to them that same v iening when the Council asked for accelerated action on the heliport. ctnwever , the; did adopt a motion approving the negative declaratic t) z and had a motion on the floor to recomm-end apt roval of the covidi tional ­ ie, permit . They subsequently wi t:tidr er: this mot iory can the conditional use permit , reconsidered their action on the negative declaration , and tabled both items pending receipt of more documentation �:,nd backup information and the master plan report on the environmental effect;; of the heliport at: the proposed location . rt should be pointed out that previously the r: 1 :inninq C'om ,,.mission had found (on July 7 , 19132 ) this site to be in conformance with the General Plan by a vote of 6-1 . However, the makeup of the Commission has rhanged since that time and only three of the rienibers voting or. the con- forrnance remain on ne Commission.
