Adams, As per your request, the following information will address the use of the north-west drive entrance on Main Street into our service i station: 1 , rive Pointe Chevron i9 the only Chevron station in Huntington Beach which supplies Diesel f•xel. This was originally established because of it' s central location in Huntington Beach, and it ' s close proximity to the fuel loading plant located at Talbert and Gothard Street©. 2. The Chevron truck and trailer zsigs used for transporting fuel out of the Talbert and Got}yard plant use our facility for fueling up with diesel. In addition Pacific Energy Transport, a sub-contractor with many truck and trailer rigs, used by Chevron to transport fuel, also use our facility. These truck and trailer rigs, which fuel up daily, are scheduled primarily in the late evening, no as not to conge©t the normal traffic into our station. The only drive entrance that can accommodate these type of vehicles is the North/West drive entrance on. Main Street so that they can properly Awing In and out of the station. The use of any other drive entrame will cause the trailer portion to "Hang out" into either Beach Blvd or Main Street, no e . In addition, our station has many other commercial. accounts with tractor and trailer rigs which have to use this North/ West drive entrance to properly enter our facility. 4. Our proposed Ingreso-Egress traffic flow will continue to use this North/Went drive entrance on Main Street, along with the frorth/East drive on Belch Blvd . , F�s enter only drive entrances for all vehicles. This will cause all vehicles to properly face the building while fueling up, and then ©xit out of the proper exit only drives (South/West on Main Street and South/ East on 'Beach Blvd. ) . 5. Through this manner, we can maintain a proper traffic flow through out the facility, causing the leant amount of congestion and confusion. arrangement� 6. Section 9430. 6 (b) lists convenience markets with gasoline sales as a permitted use subject to, the approval of a conaitional use permit . Subsequent to that time, the applicant has submitted revised plans as well as two letters s outlining justif '.cation for the use and _a further explanation of the actual operations at the site. These have been attached to this r report . ANALYSIS OF REVISED PLANS: ' On Larch 19 , 1985 , the applicant submitted a revised plan which the Planning Commission has not had the opportunity to review. The, plan ; shows marked exit and entrance driveways on both Hain Street and Beach Blvd . The landscape planter at the carrier of the two streets has been modif?ed to help control and separate the two entrance drives . Six ninety degree parking spacer have been added in front i of the building for a total of twelve spaces , which more than satisfy the minimum parking requirement . In addition , the revised t plans address LhA circulation problems threiugh the use of directional arrows to strictly control the traffic circulation both on and gaff site . The applicant indicates that the station has many commerci+il accounts for diesel fuel customern with tractor and trailer rigs and that the previously recommended Main Street driveway closure is unfeasible because the diesel trucks need to enter here to access 0 e diesel pump island . The applicant ilso explains in an attached setter that the removal of the existing automobile service activity on the site will reduce traffic congestion by the elimination of a total of ten employees and by the number of veh.:cles that would be serviced in the bays . The changes refracted in the revised site plan tend to minimize the typee of conflicts in ingress and egress movements that had 'been of conctirn to staff .and to the Planning Commission in thte original plans . These work in conjunction with the recommended conditions of PP - P ,"g riveways, to approval to increase t;he. adi.us for the Main Street c] require a planned sign program for the- site which would include directional signs and pavement markings, and. to require that the station be operated as full-serve only to help regulate and control access and circulation. It would now appear that although there may be possible 'conflicts based on thq irregular configuration and location of the site , the revised plans substantially respond to the previous staff concerns outlined for the Planning Commission in staff 's original recommen- dation for denial of the project . As indicated . in the Alternative f Action recommendation ; however , it may be appropriate to refer the revised plans back to the : Planninr Commission for review since they have nc:t had the opportunity to ensure that all their concerns were addressed , RECOMMENDED ACTION; Based upon the revised plans submitted, staff now, recommends the approval of' Conditional Use Permit No. 64-35 sub;;ect to the following findings u nd conditions of approval : Findings for Approval : 1 . The service station/convenience market will not have a detrimental effect upon the general health, welfare, safety and' convenience of persons residing or working in the area nor be detrimental to property values or improvements in the vicinity. 2. The proposed use is in conformance with the City 's adopted General Plan. ; 3 . The proposed use is compatible with existing or other peoposed or anticipalLed uses in the area. 4 . The proposed location, site layout and design will properly adapt the ai to to streets , driveways -and ad jacenc structures and uses in a harmonious manner. I 5. Staff has analyzed circulation ana traffic safety as the primary concerns in tLe efficient operation of the use, including design alternatives which would Have less of an impact on aa)acent streets . Staff 's analysis Eocusea on several concerns with both the design and location of the proposal as well as the intensity of the use . It way indicates to the applicant than: staff would not support the request due to on-site and off-site circulation problems and lack of accessible and convenient parking. Statt recortrilendea to the applicant that the Main Street driveway nearest to the Beach Boulevard intersection be permanently closed with the perimeter landscape planter continued across it . This driveway is hazardous due to the conflicts which occur when motorists attempt to exit at this location and cross the Main Street traffic lanes to enter the left-hand turn pocket . Its relationship to the right hang turn lane , and the stacking of cars in this lane and in tront of the driveway also presents a traffic safety problem. The applicant 's response to these statt concerns was to dei;ignate the driveway as " entrance only, ' ana the other Main Street driveway as "exit only . ' This solution was unacceptable to staff since the posting of the signs would not necessarily alter traffic pattern , habits , especially consiaering the congestion of t:ie intersection. 1n addition , the applicant indicated that the fuel delivery truck which makes a delivery n1most every day will block the "exit only " driveway when transfering fuel to the underground tanks . This creates a situation where the markeu driveways will not work as intended.
