The site currently supports two single family dwellings with one garage, while bounded on two sides by public alleys . District II of the Downtown Specific Plan allows residen"ial development subject to the approval of a conditional use pe_mit' ,when a special permit is requested . Since being denied by the Planniri'g Commission , the applicant has revised his special permit request to include: individual trash pick up in lieu of one central location, encroachment of two guest parking spaces to the rear yard setbac'" and allowance for common open space on a roof deck . DISCUSSION: After being denied by the Punning Commission on April 1 , 1986 , the applicant met with staff in an effort toward 4evis'ing the plan . as it relates to the special' permit requests . As a result, the applicant has eliminated the trash enc'.--sure From the rear yard and is now seekiig approval of individu;:l trash pick up. This modification eliminates the tandem parking situation which could have otherwise existed in the rear va�rd. The applicant now intends to make .more practical use of the roof deck . The revised plan depicts a decl area with barbeque and spa . StafF views these steps - toward modifying the site plan as improvements to the project .
