A recorded reciprocal parking covenant has been established between the two parcels . In addition, they hours and days of operation are restricted to Saturday, Sunday and evenings during the week. During the Planning Commission meetings , public testimony and s general discussion was devoted to parking concevns . �Sost Planning Con aissioners expressed great concern regarding the p0ssihiLity of church parking demand going beyond the number of parking apaces provided on-site. This would teiwlt in on-street parking 3n the surrounding residential neighlibrho6ds . Al.so, scale of the project Was discussed during the Planning Commission meetings Srme Planning Commissioners expressed the opinion that the propried two story church and the proposed three story medical ,Dffice huiading on the adjacent parcel would not be consistent w.Wi the exl!,ting residential neighh.�rhoods . Staff has analyzed the proposed two story church. As directed by the Planning Coianission, surrounding cities were surveyed in order to obtain parking requirements for churches . As indicated in the June 7 , 1988 Planning Commission staff report , the City's � e requirement for church parking is identical c or very similar to surrounding cities . Staff is recommending that the applicant enter into a joint use of parking agreement which will enable the City to monitor the joint use of parking between the two parcels. Since there appears to be an absence of land related hardship, staff does L; not support k7t)e variance requests . Costa Mesa , Santa Ana , Irvine and Wastmiustar have the same revuirements . Anaheim requires half the required spaces . Newport ©each and Fountain Talley evaluates assembly area , without fixed seats , on a case-by-case basis . Garden Grove requires instructional floor area be included in the overall parking demand of a church use. The survey of churches conducted by Air. Hilton is valuable but it In no way quantified use of facilities durbig normed business hours. Nat:- rally, churches which have no restriction upon their use will "allow" use of facilities or even schedule activities during business hours. However, they would be able to operato satisfactorily if these hourta were restricted and, In fact very little disruption of their programs would be caused :• since very few church members are avallabte to conduct aac:ti•ritios curing busft:ess hours. Thus, the church could accept prohibition of use during weekday business hours. However, aince this is deemed by the City to be unresilstic, the church would prefer allowance for limited use. The revised site pltui provides 63 parking spaces. We believe that a realistle allowance for church use on weekdays is 5 parking spaces. (This would allow 7--8 people necesa to the facilities at any given time) . Thus, 58 parking apac:es could be considered ded leated to the use of the , Medical Building. The size and shape of the subject property limit© the number of parking spaced possible. Even If one of the proposed buildings were a ftinated, the number of parking spaces possible would remnia essentially the s=v. This is one of the i factors which led to the idea of joint-uso. (The other major factor is, of `course, the natural` reciprocity of the proposed useu). The request for setback variance in based upon the less--thaxn,-dosirable building width remaisaing after parking facilities are provided. The proposed setback of 5 to 7 feet provides a buffer of 10 to 12 feet of planted area betwo+on' then ,Adewralk and the building and matches the proposed setback of the Medicid' BuUtiing, which wea in compliances with City Ordinaniae when the C.U.P.1a were requested. He noted , too, that the site can be made to conform with the landscaping re- quirement. There were no other persons to speak for or against the proposal , and the public hearing was closed . The Commission discussed the parking and the applicant 's rationale for the shortage. Also reviewed was the elevation of the subject property above the property directly behind it, and the suggestion was macs that because of that grade differential no' heavy land- scaping be installed there to avoid a problem with drainage and that the existing row of trees be allowed to constitute the land- scaping along that property line .
