The issue has been raised that although the transportation service is available, seniors msy instead choose to walk across Beach Boulevard to patrrinize the conruercial shops on the west side of the street creating a potentially dangerous situation in ragards to Pedestrian safety. ('They Sizzler offers reduced menu prices for nenior citizens. ) Accident data available on the C;ity' s Accident Ttaffic Racord System (ARTS) shows that during the period of 1981 through 1987, . tao pedestrian accidents occurred at the Beach/Ellis intersection. One involved a 16 year old girl in 1986 and the other involved a 31 year old male in 1983 . During the same time period, the ARTS ptogrom ' shows that no pedestrian accidents have accurred at the Main/Florida xn.:ersection (an intersection C que3ntly used by seniors from then Pacifica Community Plan area) . It includes 140 rooms: 12 mini suites 377 fiq.la re feet 128 single rooms 281 to 299 square feet 1 The number of vesidents expected to be housed at the project is approximately 152 . This form of housing appeals to seniors who have lost a spouse . The twelve mini--suites could accommodate two residents . The remainder, of the rooms are sized for a single occupant . In 1986, Goldrich, Nert and Associates prepared a study on senior guest homes constructed in Southern California of a similar nature to this project . This now housing alternative , with the provision of van-pool service, also allows the seniors to retain their mobility without having to own a private automobile. Included as an attachment to this staff report are brochures from two facilities which are very similar to this proposed project . Project Phasina The project is proposed to be constructed in two phases . The first phase will consist of 50 units, 26 parking spaces on site and 22 joint use spaces behind the Town and Country Center . All indoor amenities such as community living room, television room, racreation room, dining room and kitchen, will be constructed during the first j phase . The existing press-howl at the southern end of the site will remain during Phase 1 . The preschool , which has an entitlement for 74 children, will have adequate parking and outdoor play area . The two uses will be separated by a 115 foot wide buffer . Phase II caustrLc:tion will consist of 90 units, additional outdoor '{ recreational area and 44 parking spaces . A total of 70 spaces will be provided . The appL,cant is proposing three unit types . Two studio plans are available , having 281 and 299 square feat . Small balconies are included on the second and third level units . The balconies provide architectural relief to the building elevations and provide light and ventilation for the unit. They are not designed to be usable private outdoor recreation space. The project: Includes 128 studio units. A mini-suite is also available. This unit encompasses 377 square feet and includes a separate bedroom, bathroom and living room. Because the units do not contain kitchens or dining rooms, the site of the unit is similar to that of a hotel room. The project includes 12 mini suites . This would result in a requirement of 65 parking stalls . The applicant is proposing 73 spaces . Staff is recommending that the site plan be revised to eliminate !.he two parking spaces under the porte cochere and that a turnaround space be provided in the northern parking area . This will result in a total of 70 parking spaces , 4 of which are handicapped. in addition , this project will make use of 22 tiew parking spaces to be added to the rear of the Town and Country Shopping Center to the west through a shared parking agreement . The shared parking agreement is discussed in detail later in this report . The provision of 70 parking spaces and the joint use of 22 additional parking spaces will provide adequate parking for the seniors, employees and visitors . In addition, the project would he conditioned to prepare a parking management plan to insure that rooms are rented either with c :, without a par?King Space. Provision of the van -pool for medical appointments and shopping trips will, make it possible for seniors to live in the project and not own a , car. . The primary constraints have been the lack of visibility to Beach Boulevard to make a retail operation viable, and the existence of a 40 foot wide access and utility easement running north--south along the western property line. This easement was granted to the southernmost Town and Country Shopping Center . The easement provides access to the shopping center's rear parking lot and allows the shoppars to exit onto Ellis Avenue. "'he northern Town and Country Shopping Center , however, does not have the right to use the easement . A 20 foot wide alley belonging to the northern Town s Country Shopping Center lies on the west side 'of the easement.. Medical services and a hospital are conveniently located in the Pacifica Community Plan aiea to the west and OCTD has numerous bus lines along Beach Boulevard . In recent years , similar projects have been constructed in Southern California . Examples include Nohl Ranch Inn (Anaheim) , Casa Bonita (Fullerton) , The Fountain Retirement (Orange) , and the Balboan (San Diego) . Many of these projects have been constructed in commercially zoned areas . i I . The requests were to change the land use designation from General Commercial to Medium Nigh Density Residential . Both applications were denied by the Planning Commission due to incompatibility of land uses , the mixing of residential and commercial traffic and the potential to hinder the future recycling of the adjacent co=nercial property into a cohesive proje.-t . Approval of the project proposed will not hinder future recycling of the shopping center . It is highly likely that+ when the harthernmost commercial center recycles, the eastern facade of the retail building will not consist of rear doors, and retail ostabliahsments which cater to seniors (such as beauty shops , curd shops, travel agenci.ec, etc . ) will face this project . Discussions have been held with representatives of the northern shopping center regarding short term improvements ( such as painting and landscaping) that can be made to the eastern facade of the retail building . There are several uses within the existing cormnercial cer,ter's which may create problems with compatibility of land use . These uses include Whiskey Biz (a bar located in the northernmost shopping center , 60 feet away from the project) and Faces Night Club and Shooters Bar ( located in the southern shopping center, 200 feet away from the project) . With the inclusion of the reciprocal access agreement wit: the commercial center to the west , it will also bo possible for residents to exit the site onto Beach Boulevard and continue north, as opposers to negotiating a difficult left hand turn from the site onto Ellis Avenue and then proceeding north on Beach Boulevard. Staff recommends that the Planning Commission approve Conditional Use Permit No . 87-28 and Negative Declaration No. 87-29 with the following findings and conditions of approval : I. The northern Town and Country Shopping Center, however, does not have the right to use the easement . A 20 foot wide alley belonging to the northern Town & Country Shopping Center lies on the west side of the easement. Discussions have be-an held with representatives of the northern shopping centerregarding short term improvements ( such as painting and landscaping) that can be made to the eastern facade of the retail building . There are several uses within the existing con nercial centera which may create problems with compatibility of land use. During the public hearing for hand Use .Element 07-lp, in February of 1987, the Planning Commission also raised concerns regarding access to the site ftoat Ellis Avenue . The properties located on the north side of Ellis Avenue (single family homes) have not dedicated the future right of way for Ellis Avenue. Consequently, it in not possible in the shoat term to provide an exclusive left hand turn lane into the project from Ellis Avenue. Specific traffic generation rates for this particular type of land use are not available . However , it can reasonably be assiumed that the traffic genaration for this use would be lass than for a standard senior apartment complex and significantly less than retail cocrmerclal center . The provision of the van-pool service will aalao reduce the trips generated by this use .
