Wilson, City Administrator PREPARED BY: Michele Carr, Director of Human Resources SUBJECT: Adopt Resolution No. 2010-90 authorizing the City Administrator as the Official Delegated Representative for the California Association of Schools and Counties (CSAC) - Excess Insurance Authority (EIA) Statement of Issue: Authorize the City Administrator to act as the Official Delegated Representative for CSAC-EIA. Financial Impact: N/A Recommended Action: Motion to: Adopt Resolution No. 2010-90, "A Resolution of the City Council Delegating the City Administrator to Act on Behalf of the City Council of the City of Huntington Beach." Alternative Action(s): Do not Adopt Resolution No. 2010-90, "A Resolution of the City Council Delegating the City Administrator to Act on Behalf of the City Council of the City of Huntington Beach." HB -81- Item 9. - 1 REQUEST FOR COUNCIL ACTION MEETING DATE: 11/15/2010 DEPARTMENT ID NUMBER: HR 10-020 Analysis: The City of Huntington Beach is a member of the California Association of Schools and Counties (CSAC) - Excess Insurance Authority (EIA) for several insurance - related programs including, but not limited to, health benefits, excess liability insurance through BICEP (Big Independent Cities Excess Pool) joint powers authority, and the City's Employee Assistance Program (EAP). CSAC-EIA requires the governing board of each public entity member to designate an individual or position who is authorized to act on its behalf and to enter into agreements with CSCA-EIA for contracted coverage and services. Staff recommends the Council adopt the resolution authorizing the City of Huntington Beach City Administrator as the delegated official. Item 9. - 2 HB -82- ATTACHMENT #1 RESOLUTION NO. 2010-90 A RESOLUTION OF THE CITY COUNCIL DELEGATING THE CITY ADMINISTRATOR TO ACT ON BEHALF OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH WHEREAS, the CSAC Excess Insurance Authority (Authority) has determined that it is necessary for each member of the Authority to delegate to a person[s] or position[s] authority to act on the member's behalf in matters relating to the member and the Authority; and Except as to those actions that must be approved by the City Council, such delegation of authority is necessary in order to carry out the purposes and functions of the Authority with its members; and In order to ensure a person or position is delegated with authority to act on the member's behalf in matters relating to the member and the Authority, action by the member's governing body is necessary, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Except as to actions that must be approved by the City Council, the City Administrator is hereby appointed to act in all matters relating to the member and the Authority.
