Wilson, City Administrator PREPARED BY: Stanley Smalewitz, Director of Economic Development SUBJECT: Adopt Resolution 2010-84 in support of Business Friendly Principles as part of the Southern California Association of Goverments' (SCAG) development of a Southern California Economic Growth Strategy Statement of Issue: The Southern California Association of Governments (SCAG) is requesting that all 190 cities within its purview adopt a resolution supporting various business -friendly principles as part of a presentation to be made on December 2, 2010, to the Governor -Elect, state leaders and business leaders. The presentation will occur at a summit to discuss potential _actions that can be taken to remove impediments to economic growth for communities throughout the State. Huntington Beach is within SCAG's region and has been asked to participate by affirming its support of the various principles demonstrating our commitment to economic development and to support of the business community. Financial Impact: None. Recommended Action: Motion to: Adopt Resolution 2010-84, "A Resolution of the City Council of the City of Huntington Beach Supporting Southern California Association of Governments' (SCAG) Business Friendly Principles." Alternative Action(s): Do not adopt Resolution 2010- 84 and direct staff as appropriate. HB -3- Item 3. - 1 REQUEST FOR COUNCIL ACTION MEETING DATE: 11/15/2010 DEPARTMENT ID NUMBER: 10-49 Analysis: The Southern California Association of Governments is the nation's largest metropolitan planning association, representing six counties, 190 cities, and more than 19 million residents. SCAG undertakes a variety of planning and policy initiatives to establish a- more sustainable Southern California now and in the future. Councilmember Gil Coerper currently serves as one of several Orange County Representatives on SCAG's Regional Council, the governing body of the organization. On December 2, the SCAG Regional Council is holding a summit entitled the "Southern California Economic Road to Recovery." The purpose of the event is to share information about the potential actions that can be taken to remove impediments to economic growth for communities throughout the Southland. During the event, SCAG will present a resolution to the Governor -Elect, state leaders, and other leaders to demonstrate that Southern California communities are committed to working together with the state to keep businesses within California and to encourage leaders to find ways to reduce or remove economic impediments to growth. SCAG has solicited the input of all its member cities in the development of the resolution and is now asking all 190 cities to consider adopting it so that they may be included in the presentation on December 2. Adoption of the Resolution affirms the City's commitment to economic development as a priority; to providing quality services to attract and retain businesses and employees; and to remain responsive to business needs through efficient and responsive processes, assistance, and communication. There is no financial commitment required as part of this Resolution. This Resolution requires the city to continue its ongoing efforts to support the business community by helping to provide an attractive environment for both new and existing businesses in Huntington Beach. Item 3. - 2 HB -3- __ . _ _ - � r I ' _ t �`� s �� a _ � t >_� _� _, ,_ — _ __ RESOLUTION NO. 2010-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH SUPPORTING SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS' (SCAG) BUSINESS FRIENDLY PRINCIPLES WHEREAS, Huntington Beach is a member of the Southern California Association of Governments (SCAG) who is engaged in the development of a Southern California Economic Growth Strategy; and Huntington Beach supports working with SCAG and other key economic stakeholders to improve the Southern California economy; and Huntington Beach is a business friendly municipality and has numerous practices in place to encourage economic growth within its community; and NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. The City of Huntington Beach supports SCAG's Southern California Economic Growth Strategy with the following "Business Friendly Principles:" Principle One - Economic Development as a Priority. Huntington Beach strives to demonstrate commitment to economic development as a priority. Principle Two - Business Partnership Huntington Beach strives to provide quality municipal services to attract and retain businesses and employees. Principle Three - Business Responsive Processes. Huntington Beach strives to communicate effectively with businesses including processes to increase its responsiveness to businesses that are seeking or doing business within its jurisdiction (commitments include responding to business inquiries within an reasonable time period and offering an efficient permitting process for all businesses). Principle Four - Attractiveness to Business Investment. Huntington Beach strives to provide efficient and responsive business assistance in areas of licensing, permitting, inspections and other municipal services and will seek to improve its attractiveness to new and existing businesses within its jurisdiction (commitments include striving to maintain competitive taxes and fees and establishing good communications with business base via newsletter or website). 10-2677/54210 Resolution No. 2010-84 2.
