SUBJECT: Adopt Resolution Approving Residential Parking Permit District "I" on
Cutty Sark Drive

Statement of Issue: Residents living on Cutty Sark Drive have petitioned the City for a
permit-parking district.
Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42
require that the residents choosing to participate in the residential parking permit district pay
a proportionate share of the cost to establish and administer the district. Typical costs
include, but are not limited to, installation of signs, curb markings, staff time to issue permits,
and administrative costs to create the district.
Recommended Action: Motion to: Adopt Resolution No. 2007-53 establishing
Parking Permit District 11
1" on Cutty Sark Drive between Brookhurst Street and Matsonia Lane
within the City of Huntington Beach.
Alternative Action(s): Deny adoption of the resolution and provide staff with alternative
direction to meet the requests of the residents on Cutty Sark Drive between Brookhurst
Street and Matsonia Lane.

Analysis: A resident of Cutty Sark Drive submitted a letter to the Public Works
Department requesting a permit-parking district. The shortage of available parking outside
of the Cutty Sark neighborhood has created a high on-street parking demand on Cutty Sark
Drive. The ensuing influx of vehicles has resulted in a need for increased police
enforcement requests.
As required by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works
Department created a petition with all the addresses of the affected properties. The
requesting party circulated the petition and returned it with signatures from occupants of
89% of the dwelling units. Parking restrictions are not an option for this street, as the
residents desire unlimited parking during the day and overnight.
The Public Works Department has found that the requirements have been met for the
establishment of a parking permit district which would be effective from 10:00 pm to 6:00
am, every day, including holidays.
The Public Works Department has reviewed the requirements for posting the permit
parking district and estimate a total cost for the installation of$405.00. The Municipal Code
requires residents in the permit district to pay for the cost of establishing the district. Based
on 27 residential addresses within the district, a fee of$15.00 will be collected in addition to
the adopted permit fees, with the first permit issued for each address as reimbursement to
the City for the initial installation costs.

RESOLUTION NO. 2007-53
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING PARKING
PERMIT DISTRICT"I" WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the
establishment of parking districts in residential areas under certain conditions; and
The citizens of the residential street known as Cutty Sark Drive have petitioned for
establishment of a parking district; and
The Director of Public Works has caused an investigation of parking conditions in the
above mentioned area to be conducted and found the requirements of Ordinance No. 2977 to be
substantially fulfilled,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Huntington Beach that a parking district known as "Parking Permit District I" is herewith
established consisting of Cutty Sark Drive between Brookhurst Street frontage road and
Matsonia Lane and shall be in effect between the hours of 10:00 p.m. and 6:00 a.m., every day,
including holidays.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 20th day of August , 200_L_.
