SUBJECT: Adopt Resolution Amending Residential Parking Permit District "D"

Statement of Issue: A resident living on Adams Avenue has requested that the City amend
Permit-Parking District "D".
Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42
require that the residents choosing to participate in the residential parking permit district pay
a proportionate share of the cost to establish or amend the district. Typical costs include, but
are not limited to, installation of signs, curb markings, staff time to issue permits, and
administrative costs to create or amend the district.
Recommended Action: Motion to: Adopt Resolution No. 2007-52 amending
Parking Permit District "D" within the City of Huntington Beach.
Alternative Action(s): Deny amending the resolution and provide staff with alternative
direction to meet the requests of the resident on Adams Avenue.

Analysis: A resident of Adams Avenue requested that the Public Works Department
amend the existing permit-parking district. Students from the nearby high school have
created a high on-street parking demand on Adams Avenue. The ensuing influx of vehicles
has resulted in a need for increased police enforcement requests.
The Public Works Department has reviewed the requirements for posting the permit
parking district and estimate a total cost for the installation of$234.02. The Municipal Code
requires residents in the permit district to pay for the cost of establishing or amending the
district. A fee of $234.02 will be collected in addition to the adopted permit fees, with the
first permit issued for this address as reimbursement to the City for the initial installation
costs.
The district was established in 1989 to address similar impacts from the nearby school.
The home at the 522 Adams address was not included in the petition at the time and the
property appeared to be unaffected. It is also the only property with an Adams address in
the area. Subsequently, the property owner expressed similar concerns and requested to
be included.

RESOLUTION NO. 2007-52
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AMENDING PARKING
PERMIT DISTRICT"D"WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the establishment of parking
districts in residential areas under certain conditions; and
On February 6, 1989, the City Council adopted Resolution No. 5980 establishing a parking district
known as "Parking Permit District D." With subsequent amendments to the original resolution, Parking Permit
District"D" consists of the following street segments:
Park Street from Springfield Avenue to Lake Street;
Pine Street from Springfield Avenue to Park Street;
Utica Avenue from Seventeenth Street to Lake Street;
Main Street from Springfield Avenue to Seventeenth Street;
Seventeenth Street from Shipley Street to Main Street;
Veering Circle from its westerly terminus to Seventeenth Street;
Shipley Street from its northerly terminus to Adams Avenue;
Aspenwood Lane from Adams Avenue to Shipley Street.
A citizen of the residential street known as Adams Avenue has petitioned to amend Parking Permit
District"D"; and
The Director of Public Works has caused an investigation of parking conditions on and around Veering
Circle to be conducted and found the requirements of Ordinance No.2977 to be substantially fulfilled,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Huntington
Beach that Parking Permit District"D" is hereby amended to include the portion of Adams Avenue fronting 522
Adams Avenue, effective Monday through Friday, from the hours of 7:00 a.m. and 2:00 p.m., except legal
holidays.

thereof held on the 20th day of August , 200 7
