Statement of Issue: Residents living on Ballantine Lane have petitioned the City for a
permit parking district.
Funding Source: The provisions of Huntington Beach Municipal Code Chapter 10.42
require that the residents choosing to participate in the residential permit parking district pay
a proportionate share of the cost to establish and administer the district. Typical costs
include, but are not limited to, installation of signs, curb markings, staff time to issue permits,
and administrative costs to create the district.
Recommended Action: Motion to: Adopt Resolution No. 2008-02 establishing
Permit Parking District "J" within the City of Huntington Beach.
Alternative Action(s): Deny adoption of the resolution and provide staff with alternative
direction.

Analysis: A resident of Ballantine Lane submitted a letter to the Public Works Department
requesting a permit parking district. The older multi-family dwellings to the west of the
Ballantine Lane neighborhood have limited onsite parking. When the complexes were
constructed the parking space requirement was lower than the current standard. The
shortage of available parking has created a high on-street parking demand on Ballantine
Lane and the surrounding roadways. The ensuing influx of vehicles has resulted in a need
for increased police enforcement requests.
As required by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works
Department created a petition with all the addresses of the affected properties. The
requesting party circulated the petition and returned it with signatures from occupants of
80% of the dwelling units. Parking restrictions are not an option for this street, as the
residents desire unlimited parking during the day and overnight.
The Public Works Department has found that the requirements have been met for the
establishment of a permit parking district which would be in effect from 12:00 A.M. to 5:00
A.M., every day, including weekends and holidays. The affected residents requested a
time frame that would prohibit overnight parking, yet allow for reasonable use of the
available space.
The Public Works Department has reviewed the requirements for posting the permit
parking district and estimate a total cost for the installation of $1,974. The Municipal Code
requires residents in the permit district to pay for the cost of establishing the district. Based
on 51 residential addresses within the district, a fee of $38.70 will be collected with the first
permit issued for each address as reimbursement to the City for the initial installation costs
in addition to the adopted permit fees.

RESOLUTION NO. 2008-02
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING PERMIT PARKING
DISTRICT"J" WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the
establishment of parking districts in residential areas under certain conditions; and
The citizens of the residential street known as Ballantine Lane have petitioned for
establishment of a permit parking district containing the following roadways:
Ballantine Lane between Edinger Avenue and Reubens Drive
Bellinger Drive between Ballantine Lane and Hilton Lane
Hilton Lane between Bellinger Drive and Flint Drive
Flint Drive between Hilton Lane and Ballantine Lane
Jereva Circle north of Flint Drive
The Director of Public Works has caused an investigation of parking conditions on and
around Ballantine Lane and found the requirements of Ordinance No. 2977 to be substantially
fulfilled,
NOW, THEREFORE, the City Council of the City of Huntington Beach hereby resolves
that Permit Parking District "J" is hereby established to include the above mentioned roadways,
effective 12:00 A.M. to 5:00 A.M. everyday, including weekends and holidays.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 22nd day of January , 20 08 .
