SUBJECT: Adopt Resolution No. 2011-61 amending Residential Parking Permit
District "K" to include the southerly portion of Summercloud Lane
Statement of Issue: Residents living on Summercloud Lane have requested that the City
amend Residential Parking Permit District "K" to include the southerly portion of
Summercloud Lane.
Financial Impact: The provisions of Huntington Beach Municipal Code Chapter 10.42
requires that the residents choosing to participate in the residential parking permit district pay
a proportionate share of the cost to establish or amend the district. Typical cost include, but
are not limited to, installation of signs, curb markings, staff time to issue permits, and
administrative costs to create or amend the district.
Recommended Action: Motion to:
Adopt Resolution No. 2011-61, "A Resolution of the City Council of the City of Huntington
Beach Amending Parking Permit District "K" Within the City of Huntington.Beach."
Alternative Action(s):
Deny adopting the resolution and provide staff with alternative direction to meet the request
of the residents on Summercloud Lane.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING PARKING
PERMIT DISTRICT"K" WITHIN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City Council has adopted Ordinance No. 2977 allowing the
establishment of parking districts in residential areas under certain conditions; and
The citizens of the residential street known as Shields Drive have petitioned for
establishment of a parking district; and
The Director of Public Works has caused an investigation of parking conditions in the
above mentioned area to be conducted and found the requirements of Ordinance No. 2977 to be
substantially fulfilled,
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Huntington Beach that a parking district known as "Parking Permit District K" is herewith
established consisting of Shields Drive between Edwards Street and Trudy Lane and shall be in
effect between the hours of 12:00 a.m. and 6:00 a.m., every day, including holidays.

Analysis: Residents of Summercloud Lane requested that the Public Works Department
amend the existing permit parking district currently in place along Shields Drive. Currently
parking is prohibited on Summercloud Lane from midnight to 6:00 a.m. By expanding the
parking permit district, the parking prohibition would be eliminated for the residents.
Residents from nearby apartment complexes have created a high on-street parking demand
on Summercloud Lane impacting parking availability for the residents of Summercloud Lane.
The Public Works Department has reviewed the requirements for posting the permit parking
district and estimates the total cost for the installation to be $183.13. The Municipal Code
requires residents in the permit district to pay for the cost of establishing or amending the
district. A fee of $26.16 will be collected in addition to the adopted permit fees, with the first
permit issued for each address as reimbursement to the City for the initial installation costs.
Parking Permit District "K" was established on June 2, 2008, to address similar impacts from
the nearby apartment complexes. At that time the residents on Summercloud Lane, with the
overnight parking prohibition in place, chose not to be a part of the district. Subsequently,
the residents of Summercloud Lane desiring the ability to park overnight on the street
requested to be included in the permit district.
Public Works Commission Action: Not required.
Environmental Status: Not applicable.

On June 2, 2008,the City Council adopted Resolution No. 2008-26 establishing a parking
district known as "Parking Permit District K." Parking Permit District"K" consists of the
following street segment:
Shields Drive from Edwards Street to Trudy Lane.
The citizens of the residential street known as Summercloud Lane have petitioned to
amend Parking Permit District"K;" and
The director of Public Works has caused an investigation of parking conditions on and
around Summercloud Lane to be conducted and found the requirements of Ordinance No. 2977
to be substantially fulfilled.
NOW, THEREFORE,the City Council of the City of Huntington Beach does hereby
resolve as follows:
That Parking Permit District"K" is hereby amended to include the portion of
Summercloud Lane from Shields Drive to Farinella Drive on the west side of the roadway and
from Shields Drive to 16742 Summercloud Lane on the east side of Summercloud Lane. The
parking permit district shall be in effect between the hours of 12:00 a.m. to 6:00 a.m. every day,
including holidays.

Analysis: A resident of Shields Drive submitted a letter to the Public Works Department
requesting the implementation of a permit parking district and to remove the existing "NO
PARKING 12:00 A.M. TO 6:00 A.M." restriction. The older multi-family dwellings to the south
of the Shields Drive neighborhood have limited onsite parking. When the complexes were
constructed the parking space requirement was lower than the current standard. The
shortage of available parking has created a high on-street parking demand on Shields Drive
and the surrounding roadways. In response to a previous inquiry and petition the street had
been posted as "NO PARKING 12:00 A.M. TO 6:00 A.M." to reduce the parking intrusion
from outside the neighborhood. However, the current parking restriction has become
inconvenient for the residents living on Shields Drive by limiting their ability to park on the
street and requiring many enforcement requests to the Police Department.
As required by Chapter 10.42 of the Huntington Beach Municipal Code, the Public Works
Department created a petition with all the addresses of the affected properties. The
requesting party circulated the petition and returned it with signatures from occupants of 83%
of the dwelling units. The existing parking restriction extends to other streets in the
neighborhood. However, only residents on Shields have requested that the permit system be
used instead. Since the existing parking restrictions should effectively limit intrusion of
parking problems into the other areas of the neighborhood, staff believes that consideration
of a single block district is appropriate in this instance.
The Public Works Department has found that the requirements have been met for the
establishment of a permit parking district which would be in effect from 12:00 A.M. to 6:00
A.M., every day, including weekends and holidays. The affected residents requested a time
frame that would prohibit overnight parking without a permit, yet allow for reasonable
unrestricted use of the available space during the day.
The Public Works Department has reviewed the requirements for posting the permit parking
district and estimate a total cost for the installation of $888.27. The Municipal Code requires
residents in the permit district to pay for the cost of establishing the district. Based on 38
residential addresses within the district, a fee of $23.38 will be collected with the first permit
issued for each address as reimbursement to the City for the initial installation costs in
addition to the adopted permit fees.
