[ Yes [ ] New Policy or Exception �50 Statement of Issue, Recommendation, Analysis, Funding Source,Alternative Actions,Attachments: STATEMENT OF ISSUE: Residents north of Utica Avenue and south of Park Street, between Main Street and Lake Street, have petitioned to be incorporated into the previously established Parking District "D" (see attached vicinity map). RECOMMENDATION: Adopt the amended Resolution Number 5980 which includes the above mentioned street segments. ANALYSIS: Per City Council Action of February 6, 1989, Resolution Number 5980 was adopted establishing Parking District "D". This action was taken as a result of a petition of the residents of the subject tract pursuant to the provisions of Ordinance Number 2977. An engineering observation was performed as required. In general, the area did experience intrusion by commuter vehicles during school hours. Residents of the newly constructed homes have petitioned to be incorporated into Parking District "D". Parking for residents has now become impossible due to the elimination of on-street (off-site) parking to students. A field investigation has verified that these conditions exist. FUNDING SOURCE: The provisions of the ordinance "require those choosing to participate to pay a proportionate share of the costs to erect signs and issue the necessary permits. Total cost to erect one sign and issue permits to residents will not exceed $100. Funds are available in Account Number E-AA-PW-416-3-04-00. ALTERNATIVE ACTION: Deny the request. RECOMMENDATION: Adopt the amended Resolution Number 61.36 which includes Seventeenth Street, Shipley Street to Main Street. ANALYSIS: Per City Council Action on February 6, 1989, Resolution Number 5980 was adopted establishing Parking District "D". This action was taken as a result a petition of the residents of the subject tract pursuant to the provisions of Ordinance Number 2977. An engineering investigation was performed as required. In general, the area did experience intrusion by commuter vehicles during school hours. The two houses facing Main Street at 17th Street have petitioned to be incorporated into Parking District "D". This short segment of 17th Street was not utilized by students until after the parking district had been formed. Parking for residents has now become impossible due:to the elimination of on-street (off-site) parking to students. A field investigation has verified that these conditions exist. FUNDING SOURCE: The provisions of the ordinance require those choosing to participate to pay a proportionate share of the costs to erect signs and issue the necessary permits. The streets involved are Main Street, Park Street and Utica Avenue. Exhibit "A" shows these streets and the adjacent area. Petition and Desire of Residents A petition was submitted to the Public Works Department, indicating the residents' desire for establishment of a permit parking district in their neighborhood. The properties represented by the signatures comprise the following percentages of the developed frontage on each street: Main Street: 87% Park Street: 87% Utica Avenue: 100% The ordinance calls for at least 75% of the street frontage to be represented by the petitioners. Parking Situation Parking studies were conducted during the week days while the Huntington Beach High School was in session and also during the school holidays. The studies included field observation and video filming of the study area. The results of the studies demonstrated a clear negative impact by "commuter vehicles" associated with the High School student population. Alternative Measures Consideration was given to time-limit parking restrictions to accomplish the same goals as would be achieved by permit parking measures. The persons whose name and address appear on this petition request the city to designate the 1800 block of Park St. as a permit parking area. This represents at least 75% of the residents on this block. The residents at 305 and 315 Utica St. request to be included in this area whenever the red curb on the south side of Utica is partially or entirely removed. This petition is submitted pursuant to the following conditions: 1. The signs are to be removed by the city when at least 75% of the residents on this block request the city to do so for any reason. 2. The permit parking restrictions are to apply between the hours of 7:00 a.m. and 2:00 p.m. , Monday through Friday , except legal ,holidays.
