HomeMy WebLinkAboutAdopt Resolution No. 2016-37 amending Residential Permit Par Dept ID PW 16-029 Page 1 of 2 Meeting Date 6/20/2016 14 CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION f MEETING DATE: 6/20/2016 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Travis K Hopkins, PE, Director of Public Works SUBJECT: Adopt Resolution No 2016-37 amending Residential Permit Parking District "Q" affecting residents along Kristopher Lane between Kilda Circle and Kirklund Circle in Huntington Beach Statement of Issue Residents along Kristopher Lane between Kilda Circle and Kirklund Circle have petitioned the City to be included in Permit Parking District "Q " Financial Impact The provisions of Huntington Beach Municipal Code Chapter 10 42 requires that the residents choosing to participate in a residential permit parking district pay a proportionate share of the cost to establish or amend the district making the district cost neutral to the City Typical cost include, but are not limited to, installation of signs, curb markings, staff time to issue permits, and administrative costs to create or amend the district Recommended Action Adopt Resolution No 2016-37, "A Resolution of the City Council of the City of Huntington Beach Amending Permit Parking District 'Q' Within the City of Huntington Beach " Alternative Action(s) Deny the recommended action Analysis, On August 18, 2014, City Council adopted resolution No 2014-59 creating Permit Parking District "Q" due to parking impacts experienced on those streets by the multifamily tenants located just north of the neighborhood The affected streets are Wrenfield Drive, Dohrn Circle, and Kristopher Lane The neighborhood is located just south of Warner Avenue east of Edwards Street and is shown on Attachment 1 In late 2015, Public Works received a petition signed by residents from properties along Kristopher Lane from Kilda Circle to Kirklund Circle The petition requested Permit Parking District "Q" be extended to include their addresses Along Kristopher Lane the current parking district extends from Wrenfield Drive to Kilda Circle The proposed sections that are requested to be added are properties fronting Kristopher Lane from Kilda Circle to Kirklund Circle and are shown on Attachment 2 The petitioning residents have indicated that the lack of on-street parking and the inconvenience those parking impacts have caused since Permit Parking District "Q" was implemented as the reasons for the request xB -159- Item 12. - 1 Dept ID PW 16-029 Page 2 of 2 Meeting Date 6/20/2016 Staff reviewed and determined the petition was valid and examined the proposed boundaries Staff decided to Include Kilda Circle and Rennrick Circle in the ballot process to determine if those residents expressed interest in permit parking A potential for commuter vehicles to migrate and park on those streets exist should the parking district amendment be implemented Per City Municipal Code 10 42 a minimum of 75% of the property units shall be in favor to move the process forward The ballot results along the properties fronting Kristopher Lane were 11 of the 12 addresses supported the amendment request Kilda Circle and Rennrick Circle did not receive the required 75% and due to the low percentage of support from those residents (both streets 27%), Kilda Circle and Rennrick Circle are not being recommended to be included with this parking district amendment As required by code, staff investigated the conditions on Kristopher Lane at various times of the day to assess the parking conditions and associated issues that were expressed by the residents Based on the field observations and discussions with the residents, staff finds that the unrestricted parking on Kristopher Lane between Kilda Circle and Kirklund Circle creates a situation where parking interferes with resident and guest parking and is in support of the request The number of addresses that would be added to Permit Parking District "Q" is twelve (12) Per Municipal Code 10 42 notices to the affected properties and properties within 500 feet of the proposed district boundaries were sent with the date and time of the City Council meeting Public Works Commission Action: None required Environmental Status The project is categorically exempt from CEQA Strategic Plan Goal Enhance and maintain public safety Attachment(s) 1 Vicinity Map 2 Map of Permit Parking District 3 Public Works Evaluation of Request 4 Resolution No 2016-37, "A Resolution of the City Council of the City of Huntington Beach Amending Permit Parking District 'Q' Within the City of Huntington Beach" Item 12. - Saturday, June 18, 2016 1 38 PM To Stachelski, Bob Subject Parking Permit District"Q" comments for monday City Council meeting Dear City Council, My wife& I are residents of the Parking Permit District Q area which is being considered to be amended We cannot make the meeting Monday night as our son is due tomorrow, Sunday, June 19th and we aren't quite sure when exactly he'll make his appearance into this world We do however feel strongly enough about the parking matter that we want to make sure to voice our opinion on the subject We live on Rennrick Circle,which is one of the streets that unfortunately hasn't seemed to have met the criteria to be included in the list to be added to Parking District Q We do however feel the nuisance of the excess condo/apartment parking in our neighborhood The excess parking down Knstopher Lane has directly affected us by making an unsafe situation when trying to leave our street When we drive down our street&turn onto Krstopher Lane there are typically cars lined up&down both sides of the street(Knstopher)which greatly reduces visibility of oncoming traffic driving down Knstopher Both my wife& I have almost been hit on multiple occasions by cars driving down Knstopher while we were turning left onto Knstopher, leaving Rennnck This is a direct result of the reduced visibility caused by the cars parking here which would not be here with the restricted parking We urge you to approve this update and revise the boundaries of Permit Parking District Q in our neighborhood Thank you Steve& Karen Hartman Rennrick Circle PS Please let us know what steps we can take to have Rennrick Circle added to the list to be amended Our concern is that if the revised boundaries are placed as noted that we will have the excess parking that is displaced from Knstopher land on our street With a 2 year old and a baby to be born any day we are concerned with the excess traffic/cars on our street We chose to buy a house on a cul-de-sac so as to avoid as much traffic through the street as possible, and the condo/apartment cars that have no business parking here are threatening to take that away z F Stachelski, Bob From: Jkoukol556 Ukoukol556@aol com] Sent.
